    Cost savings and other benefits from transferring navy fast combat support ships to the Naval Fleet Auxiliary Force

    The U.S. Navy's Fast Combat Support Ships (AOEs), which are the largest and most powerful logistics ships in the world, are designed to meet all of the logistical needs of an Aircraft Carrier Battle Group. Without an AOE, a battle group would lack the logistics support that it requires to perform its critical missions of global presence, power projection and sea control. Yet today, battle groups must perform these missions with smaller budgets than in the past. To relieve some of this fiscal pressure, the AOEs could be transferred to the Military Sealift Command's Naval Fleet Auxiliary Force (NFAF), whose civilian-crewed ships operate at a lower cost than Navy ships.     Investigation Of Multi-Criteria Clustering Techniques For Smart Grid Datasets

    The processing of data arising from connected smart grid technology is an important area of research for the next generation power system. The volume of data allows for increased awareness and efficiency of operation but poses challenges for analyzing the data and turning it into meaningful information. This thesis showcases the utility of clustering algorithms applied to three separate smart-grid data sets and analyzes their ability to improve awareness and operational efficiency. Hierarchical clustering for anomaly detection in phasor measurement unit (PMU) datasets is identified as an appropriate method for fault and anomaly detection. It showed an increase in anomaly detection efficiency according to Dunn Index (DI) and improved computational considerations compared to currently employed techniques such as Density Based Spatial Clustering of Applications with Noise (DBSCAN). The efficacy of betweenness-centrality (BC) based clustering in a novel clustering scheme for the determination of microgrids from large scale bus systems is demonstrated and compared against a multitude of other graph clustering algorithms. The BC based clustering showed an overall decrease in economic dispatch cost when compared to other methods of graph clustering. Additionally, the utility of BC for identification of critical buses was showcased. Finally, this work demonstrates the utility of partitional dynamic time warping (DTW) and k-shape clustering methods for classifying power demand profiles of households with and without electric vehicles (EVs). The utility of DTW time-series clustering was compared against other methods of time-series clustering and tested based upon demand forecasting using traditional and deep-learning techniques. Additionally, a novel process for selecting an optimal time-series clustering scheme based upon a scaled sum of cluster validity indices (CVIs) was developed. Forecasting schemes based on DTW and k-shape demand profiles showed an overall increase in forecast accuracy. In summary, the use of clustering methods for three distinct types of smart grid datasets is demonstrated. The use of clustering algorithms as a means of processing data can lead to overall methods that improve forecasting, economic dispatch, event detection, and overall system operation. Ultimately, the techniques demonstrated in this thesis give analytical insights and foster data-driven management and automation for smart grid power systems of the future

    The PASTEL catalogue of stellar parameters

    The PASTEL catalogue is an update of the [Fe/H] catalogue, published in 1997 and 2001. It is a bibliographical compilation of stellar atmospheric parameters providing (Teff,logg,[Fe/H]) determinations obtained from the analysis of high resolution, high signal-to-noise spectra, carried out with model atmospheres. PASTEL also provides determinations of the one parameter Teff based on various methods. It is aimed in the future to provide also homogenized atmospheric parameters and elemental abundances, radial and rotational velocities. A web interface has been created to query the catalogue on elaborated criteria. PASTEL is also distributed through the CDS database and VizieR. To make it as complete as possible, the main journals have been surveyed, as well as the CDS database, to find relevant publications. The catalogue is regularly updated with new determinations found in the literature. As of Febuary 2010, PASTEL includes 30151 determinations of either Teff or (Teff,logg,[Fe/H]) for 16649 different stars corresponding to 865 bibliographical references. Nearly 6000 stars have a determination of the three parameters (Teff,logg,[Fe/H]) with a high quality spectroscopic metallicity.Comment: 5 pages, accepted for publication in A&A.     Translating pharmacogenetics and pharmacogenomics to the clinic: progress in human and veterinary medicine

    As targeted personalized therapy becomes more widely used in human medicine, clients will expect the veterinary clinician to be able to implement an evidence-based strategy regarding both the prescribing of medicines and also recognition of the potential for adverse drug reactions (ADR) for their pet, at breed and individual level. This review aims to provide an overview of current developments and challenges in pharmacogenetics in medicine for a veterinary audience and to map these to developments in veterinary pharmacogenetics. Pharmacogenetics has been in development over the past 100 years but has been revolutionized following the publication of the human, and then veterinary species genomes. Genetic biomarkers called pharmacogenes have been identified as specific genetic loci on chromosomes which are associated with either positive or adverse drug responses. Pharmacogene variation may be classified according to the associated drug response, such as a change in (1) the pharmacokinetics; (2) the pharmacodynamics; (3) genes in the downstream pathway of the drug or (4) the effect of “off-target” genes resulting in a response that is unrelated to the intended target. There are many barriers to translation of pharmacogenetic information to the clinic, however, in human medicine, international initiatives are promising real change in the delivery of personalized medicine by 2025. We argue that for effective translation into the veterinary clinic, clinicians, international experts, and stakeholders must collaborate to ensure quality assurance and genetic test validation so that animals may also benefit from this genomics revolution

    M2000 : an astrometric catalog in the Bordeaux Carte du Ciel zone +11 degrees < {delta} < +18 degrees

    During four years, systematic observations have been conducted in drift scan mode with the Bordeaux automated meridian circle in the declination band [+11 ; +18]. The resulting astrometric catalog includes about 2 300 000 stars down to the magnitude limit V_M=16.3. Nearly all stars (96%) have been observed at least 6 times, the catalog being complete down to V_M=15.4. The median internal standard error in position is about 35 mas in the V_M magnitude range [11 ; 15], which degrades to about 50 mas when the faintest stars are considered. M2000 provides also one band photometry with a median internal standard error of 0.04 mag. Comparisons with the Hipparcos and bright part of Tycho-2 catalogs have enabled to estimate external errors in position to be lower than 40 mas.
