Fiscal zoning, sales taxes, and employment: Do higher sales taxes lead to more jobs in retailing and fewer jobs in manufacturing?
We test the hypothesis that local government officials in jurisdictions that have higher local sales taxes are more likely to use fiscal zoning to attract retailing. We find that total retail employment is not significantly affected by local sales tax rates, but employment in big box and anchor stores is higher significantly in jurisdictions with higher sales tax rates. This suggests that local officials in jurisdictions with higher sales tax rates concentrate on attracting large stores and shopping centers. We also find that the effect of local sales taxes on big box and anchor store retail employment is larger in county interiors, where residents tend to be captive to local retailers. Finally, fiscal zoning has the opposite effect on manufacturing employment, suggesting that local officials' efforts to attract shopping centers and large stores crowd out manufacturing
ESTABLISHING PREDICTIVE VALIDITY: PREDICTING POSTECONDARY EDUCATION AND EMPLOYMENT OUTCOMES
The Individuals with Disabilities Education Improvement Act of 2004 (IDEA) mandates students with disabilities have a transition plan in place beginning with their first Individualized Education Plan (IEP) when he or she is 16 years old. The transition plan should use transition assessments to identify interests, strengths, and needs. Results of these assessments are then used to create annual education, employment, and if necessary, independent living transition goals. However, no transition assessment developed for students with disabilities has evidence of predictive validity. This study sought to establish predictive validity and thus add to the validity evidence of the Transition Assessment and Goal Generator (TAGG). Relations between Transition Assessment and Goal Generator (TAGG) constructs and postsecondary education and employment outcomes for 297 high school leavers who had completed the TAGG during their high school years were examined. Logistic regression modeling indicated non-academic behaviors related to the constructs Interacting with Others, Student Involvement in the IEP, Support Community, and Goal Setting and Attainment predict postsecondary education outcomes. Non-academic behaviors within the constructs Employment, Student Involvement in the IEP, Support Community, and Interacting with Others predicted postsecondary employment outcomes. The addition of student Grade Point Average (GPA) strengthened some of the models. The constructs of Persistence, Disability Awareness, and Strengths and Limitations did not yield any significant predictors, possibly because the importance of these non-academic behaviors will not be seen until students have had more time to realize their goals
Neurophysiological development of newborn pigs: effect of the sow’s parity number in eutocic farrowings
The objective of the present study was to determine the effect of sow parity on neonatal piglet health and vitality at birth. We evaluated 1505 neonate piglets, which were born of York–Landrace sows with the following parity distribution: primiparous (n = 202), second (n = 207), third (n = 211), fourth (n = 222), fifth (n = 225), sixth (n = 218) and seventh parity (n = 220). Piglets born to primiparous and seventh-parity sows had the lowest and highest birthweights respectively, and showed the most marked imbalances in blood gas exchanges, acid–base balance and energy profiles, as well as the highest percentage of severe meconium staining of the skin and the lowest vitality scores (P < 0.05). In contrast, the neonates from the fourth-parity sows had the highest vitality scores, required less time to reach the mother’s teat, and had the highest percentage of adhered umbilical cords and newborns with dyspnoea, apnoea and abnormal heartbeat (P < 0.05). The results of this study suggest that during eutocic farrowings, the sow’s parity number has the following effects on newborn piglets: reduced vigour and longer latencies to begin breathing, stand and take the teat. These effects are due to the presence of imbalances in gas exchanges, the acid–base balance and energy profiles that occurred when the mother was a primiparous or older sow. Indirect costs of adult pneumococcal disease and the productivity-based rate of return to the 13-valent pneumococcal conjugate vaccine for adults in Turkey
Productivity benefits of health technologies are ignored in typical economic evaluations from a health payer’s perspective, risking undervaluation. We conduct a productivity-based cost-benefit analysis from a societal perspective and estimate indirect costs of adult pneumococcal disease, vaccination benefits from the adult 13-valent pneumococcal conjugate vaccine (PCV13 Adult), and rates of return to PCV13 Adult for a range of hypothetical vaccination costs. Our context is Turkey’s funding PCV13 for the elderly and for non-elderly adults with select comorbidities within the Ministry of Health’s National Immunization Program. We use a Markov model with one-year cycles. Indirect costs from death or disability equal the expected present discounted value of lifetime losses in the infected individual’s paid and unpaid work and in caregivers’ paid work. Vaccination benefits comprise averted indirect costs. Rates of return equal vaccination benefits divided by vaccination costs, minus one. Input parameters are from public data sources. We model comorbidities’ effects by scalar multiplication of the parameters of the general population. Indirect costs per treatment episode of inpatient community-acquired pneumonia (CAP), bacteremia, and meningitis - but not for outpatient CAP - approach or exceed Turkish per capita gross domestic product. Vaccination benefits equal $207.02 per vaccination in 2017 US dollars. The rate of return is positive for all hypothetical costs below this. Results are sensitive to herd effects from pediatric vaccination and vaccine efficacy rates. For a wide range of hypothetical vaccination costs, the rate of return compares favorably with those of other global development interventions with well-established strong investment cases
Sustaining entrepreneurial business: a complexity perspective on processes that produce emergent practice
This article examines the management practices in an entrepreneurial small firm which sustain the business. Using a longitudinal qualitative case study, four general processes are identified (experimentation, reflexivity, organising and sensing), that together provide a mechanism to sustain the enterprise. The analysis draws on concepts from entrepreneurship and complexity science. We suggest that an entrepreneur’s awareness of the role of these parallel processes will facilitate their approaches to sustaining and developing enterprises. We also suggest that these processes operate in parallel at multiple levels, including the self, the business and inter-firm networks. This finding contributes to a general theory of entrepreneurship. A number of areas for further research are discussed arising from this result
Neonatal infrared thermography images in the hypothermic ruminant model: Anatomical-morphological-physiological aspects and mechanisms for thermoregulation
Hypothermia is one factor associated with mortality in newborn ruminants due to the drastic temperature change upon exposure to the extrauterine environment in the first hours after birth. Ruminants are precocial whose mechanisms for generating heat or preventing heat loss involve genetic characteristics, the degree of neurodevelopment at birth and environmental aspects. These elements combine to form a more efficient mechanism than those found in altricial species. Although the degree of neurodevelopment is an important advantage for these species, their greater mobility helps them to search for the udder and consume colostrum after birth. However, anatomical differences such as the distribution of adipose tissue or the presence of type II muscle fibers could lead to the understanding that these species use their energy resources more efficiently for heat production. The introduction of unconventional ruminant species, such as the water buffalo, has led to rethinking other characteristics like the skin thickness or the coat type that could intervene in the thermoregulation capacity of the newborn. Implementing tools to analyze species-specific characteristics that help prevent a critical decline in temperature is deemed a fundamental strategy for avoiding the adverse effects of a compromised thermoregulatory function. Although thermography is a non-invasive method to assess superficial temperature in several non-human animal species, in newborn ruminants there is limited information about its application, making it necessary to discuss the usefulness of this tool. This review aims to analyze the effects of hypothermia in newborn ruminants, their thermoregulation mechanisms that compensate for this condition, and the application of infrared thermography (IRT) to identify cases with hypothermia
Cardiorespiratory fitness is associated with physical literacy in a large sample of Canadian children aged 8 to 12 years
Background
The associations between cardiorespiratory fitness (CRF) and physical literacy in children are largely unknown. The aim of this study was to assess the relationships between CRF, measured using the 20-m shuttle run test (20mSRT), and components of physical literacy among Canadian children aged 8–12 years.
Methods
A total of 9393 (49.9% girls) children, with a mean (SD) age of 10.1 (±1.2) years, from a cross-sectional surveillance study were included for this analysis. The SRT was evaluated using a standardized 15 m or 20 m protocol. All 15 m SRTs were converted to 20mSRT values using a standardized formula. The four domains of physical literacy (Physical Competence, Daily Behaviour, Motivation and Confidence, and Knowledge and Understanding) were measured using the Canadian Assessment of Physical Literacy. Tertiles were identified for 20mSRT laps, representing low, medium, and high CRF for each age and gender group. Cohen’s d was used to calculate the effect size between the low and high CRF groups.
Results
CRF was strongly and favourably associated with all components of physical literacy among school-aged Canadian children. The effect size between low and high CRF tertile groups was large for the Physical Competence domain (Cohen’s d range: 1.11–1.94) across age and gender groups, followed by moderate to large effect sizes for Motivation and Confidence (Cohen’s d range: 0.54–1.18), small to moderate effect sizes for Daily Behaviour (Cohen’s d range: 0.25–0.81), and marginal to moderate effect sizes for Knowledge and Understanding (Cohen’s d range: 0.08–0.70).
Conclusions
This study identified strong favourable associations between CRF and physical literacy and its constituent components in children aged 8–12 years. Future research should investigate the sensitivity and specificity of the 20mSRT in screening those with low physical literacy levels
