Testing the no-hair theorem with GW150914
We analyze gravitational-wave data from the first LIGO detection of a binary
black-hole merger (GW150914) in search of the ringdown of the remnant black
hole. Using observations beginning at the peak of the signal, we find evidence
of the fundamental quasinormal mode and at least one overtone, both associated
with the dominant angular mode (), with confidence. A
ringdown model including overtones allows us to measure the final mass and spin
magnitude of the remnant exclusively from postinspiral data, obtaining an
estimate in agreement with the values inferred from the full signal. The mass
and spin values we measure from the ringdown agree with those obtained using
solely the fundamental mode at a later time, but have smaller uncertainties.
Agreement between the postinspiral measurements of mass and spin and those
using the full waveform supports the hypothesis that the GW150914 merger
produced a Kerr black hole, as predicted by general relativity, and provides a
test of the no-hair theorem at the level. An independent
measurement of the frequency of the first overtone yields agreement with the
no-hair hypothesis at the level. As the detector sensitivity
improves and the detected population of black hole mergers grows, we can expect
that using overtones will provide even stronger tests.Comment: v2: journal versio
Machine-learning nonstationary noise out of gravitational-wave detectors
Signal extraction out of background noise is a common challenge in high-precision physics experiments, where the measurement output is often a continuous data stream. To improve the signal-to-noise ratio of the detection, witness sensors are often used to independently measure background noises and subtract them from the main signal. If the noise coupling is linear and stationary, optimal techniques already exist and are routinely implemented in many experiments. However, when the noise coupling is nonstationary, linear techniques often fail or are suboptimal. Inspired by the properties of the background noise in gravitational wave detectors, this work develops a novel algorithm to efficiently characterize and remove nonstationary noise couplings, provided there exist witnesses of the noise source and of the modulation. In this work, the algorithm is described in its most general formulation, and its efficiency is demonstrated with examples from the data of the Advanced LIGO gravitational-wave observatory, where we could obtain an improvement of the detector gravitational-wave reach without introducing any bias on the source parameter estimation
Sub-Planckian black holes and the Generalized Uncertainty Principle
The Black Hole Uncertainty Principle correspondence suggests that there could
exist black holes with mass beneath the Planck scale but radius of order the
Compton scale rather than Schwarzschild scale. We present a modified, self-dual
Schwarzschild-like metric that reproduces desirable aspects of a variety of
disparate models in the sub-Planckian limit, while remaining Schwarzschild in
the large mass limit. The self-dual nature of this solution under naturally implies a Generalized Uncertainty Principle
with the linear form . We also
demonstrate a natural dimensional reduction feature, in that the gravitational
radius and thermodynamics of sub-Planckian objects resemble that of -D
gravity. The temperature of sub-Planckian black holes scales as rather than
but the evaporation of those smaller than g is suppressed by
the cosmic background radiation. This suggests that relics of this mass could

Comparing nuclear power trajectories in Germany and the UK: from ‘regimes' to ‘democracies’ in sociotechnical transitions and Discontinuities
This paper focuses on arguably the single most striking contrast in contemporary major energy politics in Europe (and even the developed world as a whole): the starkly differing civil nuclear policies of Germany and the UK. Germany is seeking entirely to phase out nuclear power by 2022. Yet the UK advocates a ‘nuclear renaissance’, promoting the most ambitious new nuclear construction programme in Western Europe.Here,this paper poses a simple yet quite fundamental question: what are the particular divergent conditions most strongly implicated in the contrasting developments in these two countries. With nuclear playing such an iconic role in historical discussions over technological continuity and transformation, answering this may assist in wider understandings of sociotechnical incumbency and discontinuity in the burgeoning field of‘sustainability transitions’. To this end, an ‘abductive’ approach is taken: deploying nine potentially relevant criteria for understanding the different directions pursued in Germany and the UK. Together constituted by 30 parameters spanning literatures related to socio-technical regimes in general as well as nuclear technology in particular, the criteria are divided into those that are ‘internal’ and ‘external’ to the ‘focal regime configuration’ of nuclear power and associated ‘challenger technologies’ like renewables.
It is ‘internal’ criteria that are emphasised in conventional sociotechnical regime theory, with ‘external’ criteria relatively less well explored. Asking under each criterion whether attempted discontinuation of nuclear power would be more likely in Germany or the UK, a clear picture emerges. ‘Internal’ criteria suggest attempted nuclear discontinuation should be more likely in the UK than in Germany– the reverse of what is occurring.
‘External’ criteria are more aligned with observed dynamics –especially those relating to military nuclear commitments and broader ‘qualities of democracy’. Despite many differences of framing concerning exactly what constitutes ‘democracy’, a rich political science literature on this point is unanimous in characterising Germany more positively than the UK. Although based only on a single case,a potentially important question is nonetheless raised as to whether sociotechnical regime theory might usefully give greater attention to the general importance of various aspects of democracy in constituting conditions for significant technological discontinuities and transformations. If so, the policy implications are significant. A number of important areas are identified for future research, including the roles of diverse understandings and specific aspects of democracy and the particular relevance of military nuclear commitments– whose under-discussion in civil nuclear policy literatures raises its own questions of democratic accountability
Minimum length effects in black hole physics
We review the main consequences of the possible existence of a minimum
measurable length, of the order of the Planck scale, on quantum effects
occurring in black hole physics. In particular, we focus on the ensuing minimum
mass for black holes and how modified dispersion relations affect the Hawking
decay, both in four space-time dimensions and in models with extra spatial
dimensions. In the latter case, we briefly discuss possible phenomenological

First narrow-band search for continuous gravitational waves from known pulsars in advanced detector data
Spinning neutron stars asymmetric with respect to their rotation axis are potential sources of
continuous gravitational waves for ground-based interferometric detectors. In the case of known pulsars a
fully coherent search, based on matched filtering, which uses the position and rotational parameters
obtained from electromagnetic observations, can be carried out. Matched filtering maximizes the signalto-
noise (SNR) ratio, but a large sensitivity loss is expected in case of even a very small mismatch
between the assumed and the true signal parameters. For this reason, narrow-band analysis methods have
been developed, allowing a fully coherent search for gravitational waves from known pulsars over a
fraction of a hertz and several spin-down values. In this paper we describe a narrow-band search of
11 pulsars using data from Advanced LIGO’s first observing run. Although we have found several initial
outliers, further studies show no significant evidence for the presence of a gravitational wave signal.
Finally, we have placed upper limits on the signal strain amplitude lower than the spin-down limit for 5 of
the 11 targets over the bands searched; in the case of J1813-1749 the spin-down limit has been beaten for
the first time. For an additional 3 targets, the median upper limit across the search bands is below the
spin-down limit. This is the most sensitive narrow-band search for continuous gravitational waves carried
out so far

Cotesta et al. (2022) reanalyze the GW150914 ringdown, arguing against the
presence of an overtone and suggesting claims of its detection in Isi et al.
(2019) were driven by noise. Here we point out a number of technical errors in
that analysis, including a software bug, and show that features highlighted as
problematic are in fact expected and encountered in simulated data. After
fixes, the code in used in Cotesta et al. (2022) produces results consistent

Comparative antibacterial potential of selected aldehyde-based biocides and surfactants against planktonic Pseudomonas fluorescens
The antimicrobial efficacy of two aldehydebased biocides (glutaraldehyde, GTA, and orthophthalaldehyde, OPA) and two surfactants (cetyltrimethyl ammonium bromide, CTAB, and sodium dodecyl sulphate,
SDS) was tested against planktonic Pseudomonas fluorescens. The antimicrobial effects were evaluated by respiratory activity as a measure of the oxygen uptake
rate, adenosine triphosphate (ATP) release, outer membrane proteins (OMP) expression and cellular colour changes. The results were compared with the bacterial
characteristics without chemical treatment. Tests in the presence of bovine serum albumin (BSA), in order to mimic a disinfection process in the real situation under dirty conditions, were performed according to the
European Standard EN-1276. P. fluorescens was completely inactivated with OPA (minimum bactericidal concentration, MBC = 0.5 mM) and CTAB (MBC = 5 mM) and was resistant to GTA and SDS. Only CTAB promoted cellular disruption and consequent
ATP release. The antimicrobial action of the
chemicals tested was significantly reduced when BSA was introduced into the bacterial cultures, increasing markedly the MBC values. Additionally, the presence of BSA
acted as a disruption protective agent when CTAB was applied and stimulated the bacterial respiratory activity when lower concentrations of SDS were tested. The
OMP of the bacterial cells was affected by the application of both surfactants. OMP expression remained unaltered after biocide treatment. Bacterial colour change was
noticed after treatment with biocides and surfactants. In summary, P. fluorescens was extremely resistant to GTA and SDS, with antimicrobial action being quenched
