The similarity problem for -nonnegative Sturm-Liouville operators
Sufficient conditions for the similarity of the operator with an indefinite weight r(x)=(\sgn x)|r(x)| are
obtained. These conditions are formulated in terms of Titchmarsh-Weyl
-coefficients. Sufficient conditions for the regularity of the critical
points 0 and of -nonnegative Sturm-Liouville operators are also
obtained. This result is exploited to prove the regularity of 0 for various
classes of Sturm-Liouville operators. This implies the similarity of the
considered operators to self-adjoint ones. In particular, in the case
r(x)=\sgn x and , we prove that is similar to a
self-adjoint operator if and only if is -nonnegative. The latter
condition on is sharp, i.e., we construct such that is -nonnegative with the singular critical
point 0. Hence is not similar to a self-adjoint operator. For periodic and
infinite-zone potentials, we show that -positivity is sufficient for the
similarity of to a self-adjoint operator. In the case , we prove
the regularity of the critical point 0 for a wide class of weights . This

Артефакты личной безопасности в субъектном пространстве студентов вуза
The article deals with the study of the relation of students of institutes of higher education to the use of amulets, talismans, and charm as artifacts of safety. Artifacts of safety are material symbols the use of which involves improving the efficiency of self-safety. The considered artifacts entered into the system of subjective views of students; they believed in their effectiveness as means of defense and well-being ofthe person. The understanding of the purpose of amulets, talismans, and charms, established in the cultural space, formed the basis of this belief. This belief is rather a kind of social tradition; it presupposes own experience or magical orientation of the personality of the respondents only partially. Defense was the most attributive sphere of activity of the considered artifacts; they also could bring success and happiness. The study showed significant syncretism of students’ representations of the nature and functionality of the artifacts of safety. Their successful differentiation was based on the discrimination of originand the nature of force. Despite the presence of the belief in the artifacts of safety, the overwhelming majority of the students were ready to use them in the present and especially in the future. The students explained the demand for the artifacts of safety in the future by the desire to ensure the protection of children. The authorsdistinguished and interpreted two groups of contradictions: (a) between the declared belief in the efficacy of the artifacts of safety and the subjects’ willingness to use them; (b) between the declared willingness to use the artifacts of safety and their actual use at the present time.Статья посвящена изучению отношения студентов вуза к использованию амулетов, талисманов и оберегов в качестве артефактов безопасности. Под артефактами безопасности понимаются материально оформленные символы, использование которых предполагает повышение эффективности самообеспечения безопасности. Установлено, что рассматриваемые артефакты входят в систему субъектных представлений студентов вуза и характеризуются верой в свою эффективность в качестве средств обеспечения защиты и благополучия человека. Данная вера опирается на укорененном в культурном пространстве понимании предназначения амулетов, талисманов и оберегов. Данная вера носит в большей степени характер социальной традиции, лишь частично предполагая собственный опыт или магическую направленность личности испытуемых.
Наиболее атрибутируемой среди студентов сферой действия рассматриваемых артефактов выступила защита, отмечается также их способность приносить успех и счастье. Наряду с этим, зафиксирована значительная синкретичность представлений студентов о сущности и функциональности артефактов безопасности. Их успешная дифференциация основывается на различении происхождения и частично – характера силы. Вне зависимости от присутствия веры в артефакты безопасности, подавляющая часть студентов обнаружила готовность к их применению в настоящем и, особенно, в будущем времени. Рост декларируемой востребованности артефактов безопасности в будущем времени студенты связывают со своим желанием обеспечить защищенность детей. Выделены и проинтерпретированы две группы противоречий: между декларируемой верой в действенность артефактов безопасности и обнаруживаемой готовностью субъектов к их использованию; между заявленной готовностью к текущему использованию артефактов безопасности и реальным их использованием в настоящем времени
Смысловое ядро безопасности субъектов в условиях информационного давления
The article presents the results of studying the security meanings in subjects under extreme conditions of significant negative information amounts affected them. The relevance of addressing the problem is due to the determinism of security subjective meanings, the context of their production, and insufficient study of this circumstance in works of predecessors. The work objective is to study the semantic core of security of subjects suffering information pressure. The following tasks are solved: identifying the security meanings of subjects under information pressure; establishing their semantic core of the security category; building a hierarchy of security meanings for the declared subjects. The research is taken a sample of 100 students studying in a number of metropolitan and regional universities. The main method is an associative experiment, which considers «security», «everyday security», and «acquired security» categories as incentives. The expert evaluation method was used as an auxiliary one to process empirical data. According to the study results, most of the significant elements (entering the center and near periphery of an associative field) have a stereotypical nature – 59.1 %, situational-conditioned nature – 31.8 %, value nature – 9.1 %. The semantic core of the security of respondents under information pressure is formed of universal values, probabilistically added by components of a stereotypical nature. Situational and stereotypical elements are attached to the semantic core of security. The scientific novelty consists is in studying the security meanings of respondents, who are in a situation of information pressure. Empirical confirmation of obtaining the security meaning by a variable part due to the conditions of finding the subject of their producing is significant. The further research prospect is seen in comparing of the security semantic core of actors that are in extreme and everyday conditions of life, as well as the expansion of the types of extreme situations to explore the conceptual core of security.В статье представлены результаты изучения смыслов безопасности у субъектов, находящихся в экстремальных условиях влияния на них значительных массивов информации негативного характера. Актуальность обращения к проблеме определяется детерминированностью субъективных смыслов безопасности контекстом их продуцирования и недостаточной изученностью этого обстоятельства в работах предшественников. Целью исследования выступило изучение смыслового ядра безопасности субъектов, испытывающих информационное давление. Решались задачи: выявление смыслов безопасности у субъектов в условиях информационного давления; установление у них смыслового ядра категории безопасности; построение иерархии смыслов безопасности у заявленных субъектов. Исследование проводилось на выборке из 100 студентов, обучающихся в ряде столичных и региональных вузов. В качестве основного метода использовался ассоциативный эксперимент, в котором стимулами выступили категории «безопасность», «повседневная безопасность», «приобретенная безопасность». В качестве вспомогательного метода при обработке эмпирических данных использовался метод экспертной оценки. По итогам исследования установлено, что большая часть значимых элементов (попадающих в центр и ближнюю периферию ассоциативного поля) имеет стереотипную природу – 59,1 %, ситуативно-обусловленную природу – 31,8 %, ценностную природу – 9,1 %. Смысловое ядро безопасности респондентов, находящихся в условиях информационного давления, образуется из общечеловеческих ценностей, вероятностно добавленных компонентами стереотипного характера. К смысловому ядру безопасности примыкают ситуативные и стереотипные элементы. Научная новизна исследования состоит в изучении смыслов безопасности респондентов, находящихся в ситуации информационного давления. Значимостью обладает эмпирическое подтверждение приобретения смыслами безопасности вариативной части, обусловленной условиями нахождения субъекта их продуцирования. Перспектива дальнейших научных разработок по проблематике видится нами в сопоставлении смыслового ядра безопасности субъектов, находящихся в экстремальных и обыденных условиях жизнедеятельности, а также расширении типов экстремальных ситуаций изучения смыслового ядра безопасности

The frameworks of democracy and bureaucracy are becoming increasingly important in the political landscape. Considering the changes in policy and practice, primarily in education, administrators must contemplate the opinions and suggestions of the population at large. The need arises to initiate alternative legislative activities so the public can become more active in the political scene. The public is willing to voice their views when the policy directly affects the people. The participation process involves direct communication with bureaucrats during meetings among the public, stakeholders, and agency officials. The public participates in politics by being involved in civic duty, the rights which are entrenched constitutionally. The federal system and states have many administrators conducting their daily tasks in public agencies functioning without interruption. Public participation occurs when the bureaucratic agency performs to a different standard than the public expects. Therefore, this study aims to understand the effects of connected government by administrators that execute policies and distribute public services effectively and efficiently in public education
