Sanctions, Benefits, and Rights: Three Faces of Accountability

As countries throughout the world democratize and decentralize, citizen participation in public life should increase. In this paper, I suggest that democratic participation in local government is enhanced when citizens can reply affirmatively to at least three questions about their ability to hold local officials accountable for their actions: Can citizens use the vote effectively to reward and punish the general or specific performance of local public officials and/or the parties they represent? Can citizens generate response to their collective needs from local governments? Can citizens be ensured of fair and equitable treatment from public agencies at local levels? The findings of a study of 30 randomly selected municipalities in Mexico indicate that, over the course of a decade and a half, voters were able to enforce alternation in power and the circulation of elites, but not necessarily to transmit unambiguous messages to public officials or parties about performance concerns. More definitively, citizens were able to build successfully on prior political experiences to extract benefits from local governments. At the same time, the ability to demand good performance of local government as a right of citizenship lagged behind other forms of accountability

How to evaluate sexual health in cancer patients:Development of the EORTC sexual health questionnaire for cancer patients

Background: The aim of the study is to describe the development of a comprehensive European Organisation for Research and Treatment of Cancer (EORTC) questionnaire to assess sexual health of female and male cancer patients and for cancer survivors. Methods: According to the EORTC guidelines, the development of an EORTC sexual health questionnaire is typically organised in four phases. The first phases comprise a literature search following interviews with patient and health care professionals (HCPs) (phase 1) and the operationalization into items (phase 2). The translation process is formally conducted according to the EORTC QLG Translation guidelines with a rigorous forward-backward procedure supported by native speakers. Results: Studies on sexuality in oncology patients which were identified by a literature search predominantly focused on issues of activity, experiences of sexual dysfunction, and satisfaction with sexual functioning. The literature review identified themes beyond these aspects. In total 53 potentially relevant issues were presented to 107 patients and 83 HCPs, different evaluations were found. Conclusions: A questionnaire that includes physical, psychological, and social aspects of sexuality of cancer survivors will be needed. Pre-testing and validation of the questionnaire will be done in future (phases 3 and 4). Divergent ratings of patients and professionals should be further investigated. Balandžio 26 dieną, Medicinos darbuotojo dienos išvakarėse, VšĮ Vilniaus miesto klinikinėje ligoninėje buvo atidarytas Medicinos muziejus. Tai išskirtinis įvykis, ypač tuo, kad tai yra pirmas medicinos muziejus Lietuvoje, įkurtas ligoninėje. Prieš paskelbiant oficialų muziejaus atidarymą ligoninės direktorius dr. Narimantas Markevičius trumpai papasakojo apie darbą, kurį nuveikė ligoninės kolektyvas, kaupdamas įvairiausius daiktus, dokumentus, nuotraukas, kol jie galiausiai tapo muziejiniais eksponatais. Muziejaus atidarymo ir Medicinos darbuotojo dienos proga ligoninės kolektyvą pasveikino Vilniaus mero pavaduotoja Edita Tamošiūnaitė, Vilniaus miesto savivaldybės Socialinių reikalų ir sveikatos departamento direktorius Jonas Bartlingas.
