Remarks on Shannon's Statistical Inference and the Second Law in Quantum Statistical Mechanics
We comment on a formulation of quantum statistical mechanics, which
incorporates the statistical inference of Shannon.
Our basic idea is to distinguish the dynamical entropy of von Neumann, , in terms of the density matrix ,
and the statistical amount of uncertainty of Shannon, , with in the representation where the total
energy and particle numbers are diagonal. These quantities satisfy the
inequality . We propose to interprete Shannon's statistical inference
as specifying the {\em initial conditions} of the system in terms of . A
definition of macroscopic observables which are characterized by intrinsic time
scales is given, and a quantum mechanical condition on the system, which
ensures equilibrium, is discussed on the basis of time averaging.
An interesting analogy of the change of entroy with the running coupling in
renormalization group is noted. A salient feature of our approach is that the
distinction between statistical aspects and dynamical aspects of quantum

Active particles in periodic lattices
Both natural and artificial small-scale swimmers may often self-propel in
environments subject to complex geometrical constraints. While most past
theoretical work on low-Reynolds number locomotion addressed idealised
geometrical situations, not much is known on the motion of swimmers in
heterogeneous environments. As a first theoretical model, we investigate
numerically the behaviour of a single spherical micro-swimmer located in an
infinite, periodic body-centred cubic lattice consisting of rigid inert spheres
of the same size as the swimmer. Running a large number of simulations we
uncover the phase diagram of possible trajectories as a function of the
strength of the swimming actuation and the packing density of the lattice. We
then use hydrodynamic theory to rationalise our computational results and show
in particular how the far-field nature of the swimmer (pusher vs. puller)
governs even the behaviour at high volume fractions
Long-term X-ray changes in the emission from the anomalous X-ray pulsar 4U 0142+61
We present results obtained from X-ray observations of the anomalous X-ray
pulsar (AXP) 4U 0142+61 taken between 2000-2007 using XMM-Newton, Chandra and
Swift. In observations taken before 2006, the pulse profile is observed to
become more sinusoidal and the pulsed fraction increased with time. These
results confirm those derived using the Rossi X-ray Timing Explorer and expand
the observed evolution to energies below 2 keV. The XMM-Newton total flux in
the 0.5-10 keV band is observed to be nearly constant in observations taken
before 2006, while an increase of ~10% is seen afterwards and coincides with
the burst activity detected from the source in 2006-2007. After these bursts,
the evolution towards more sinusoidal pulse profiles ceased while the pulsed
fraction showed a further increase. No evidence for large-scale, long-term
changes in the emission as a result of the bursts is seen. The data also
suggest a correlation between the flux and hardness of the spectrum, with
brighter observations on average having a harder spectrum. As pointed out by
other authors, we find that the standard blackbody plus power-law model does
not provide the best spectral fit to the emission from 4U 0142+61. We also
report on observations taken with the Gemini telescope after two bursts. These
observations show source magnitudes consistent with previous measurements. Our
results demonstrate the wide range of X-ray variability characteristics seen in
AXPs and we discuss them in light of current emission models for these sources.Comment: 10 pages, 9 figures, in emulateapj style. Submitted to Ap
The theory of pulsar winds and nebulae
We review current theoretical ideas on pulsar winds and their surrounding
nebulae. Relativistic MHD models of the wind of the aligned rotator, and of the
striped wind, together with models of magnetic dissipation are discussed. It is
shown that the observational signature of this dissipation is likely to be
point-like, rather than extended, and that pulsed emission may be produced. The
possible pulse shapes and polarisation properties are described. Particle
acceleration at the termination shock of the wind is discussed, and it is
argued that two distinct mechanisms must be operating, with the first-order
Fermi mechanism producing the high-energy electrons (above 1 TeV) and either
magnetic annihilation or resonant absorption of ion cyclotron waves responsible
for the 100 MeV to 1 TeV electrons. Finally, MHD models of the morphology of

Drawing on qualitative data from forty counties in New York and North Carolina, this article examines the adoption of strategic human capital management (SHCM) principles and practices at the county level and presents a typology of five levels of SHCM adoption. The level of SHCM implementation in a county depends on: the view of the HR function by executive county leadership, the capacity of the county to engage in strategic planning and management, and the capacity of the HR director to think strategically about the role of HR in the government. The article concludes with recommendations for practice, which focus on educating a diverse set of actors about SHCM, building executive level support, developing HR skill and competencies, and applying basic change management practices
