留学生受入れを考える

1983年に打ち出された「留学生10万人受入れ計画」により，日本への留学生は増加し，目標数を達成した。2008年には「30万人受入れ計画」が提唱されたが，その実現には大学関係者から疑問の声が多数あがっている。こうした中，3月に東日本大震災および福島原発事故が起き，多くの外国人が帰国したり来日を取り止めたりしている。そのため，定員割れの日本語学校も出ており，この影響は早晩大学にも及ぶであろう。そもそも，実現を疑問視されていた30万人計画である。震災後の現況を鑑み，計画を再検討することが必要ではなかろうか。小稿では，留学生受け入れのあり方について考える

For the Comfortable Life in a Foreign Country

2007年末における外国人登録者数は215万2973人である。留学生は、2007年5月現在で11万8498人であるが、福田総理は2020年までに在日留学生を30万人まで増やすことを目標とした「留学生30万人計画」を打ち出している。小稿では、今後も増加を続けるであろう外国人が異文化の中で快適に暮らすためには、どうすれば良いのか、何が必要なのかを考察する

異文化の中の外国人学生

The person in the educational advisory division can be requested to offer international students good help and proper advice to help them adjust to their new way of life and to help them find the best solution for any difficulties they may encounter.This study examined the data that has been gathered from students\u27 papers written in a class on "NIHON-JIJOU III (Contemporary Japan Studies)" at University of Toyama to understand how international students evaluated their experience in Japan what is their overall state of mind in Japan, and to research the kind of support they need to lead a low stress and fruitful life in a different culture.According to the examination into the data, international students put a high value on their living experience in a different culture. The results showed that they need more knowledge of Japanese culture to maintain a good relationship with Japanese people.留学生指導業務に携わる教員には、外国人学生の修学・研究上、生活上及び異文化適応上の問題に対し、適切な指導助言を行うことが要求される。そこで、留学生特設科目「日本事情Ⅲ」の期末レポートから、外国人学生の日本における現況、問題点、ニーズ（どのようなサポートを必要としているのか）等を探った。その結果、外国人学生は自らの留学体験を高く評価していること、ホスト国である日本の住民とのより良い関係を構築するために異文化についての更なる知識を得たいと望んでいること等が明らかとなった

文化の相違によって起きる問題

異なる文化の中で暮らしていると、様々な困難に直面することも多い。どんな文化においても、生活の中には必ずその文化特有の習慣・マナー・生活のルール等がある。それを理解し、身につけることが誤解や批判を招かないためには必要である。小稿では、留学生センター留学生指導部門に持ち込まれた幾つかの間題を検討し、その原因と予防について考察した

日本人学生の海外留学体験

ユネスコ等の統計によると、2003年現在で海外の高等教育機関に在籍している日本人学生は7,600人以上を数えた。しかし、他国に比べて我が国の水準は十分とは言えず、2003年末に中央教育審議会より「グローパル化した社会で活躍できる人材を育成するため」日本人学生の海外留学を積極的に促す答申が提出された。海外留学とは、まさに異文化接触に他ならない。異なる文化の中で生活することにより、富山大学の学生は何を学び、何を感じ、何を考え、何を得たのか、留学経験のある学生とのインタビューを通して調べた。さらに、留学経験は答申が期待するように「国際的な視野を持った人材の育成」に寄与するのかを考察した。The purpose of this study is to investigate what benefits Japanese students obtained through the experience of studying abroad. Non-Adiabatic Effects on Electron Beam Quality for Frequency-Tunable Gyrotrons

We propose an unconventional electron gun structure in which the emitter is located on a concave cathode surface with a non-uniform electric field. Such a design violates the intuition that an emitter should place close to a uniform electric field to reduce the velocity spread. The commonly employed design guide based on the adiabatic condition predicts a huge velocity spread of 24%, but the simulation using EGUN code and verified with CST particle studio shows a very low spread of 2.8%. Examining the magnetic moment and the kinetic energy of the beam reveals that the electrons experience a relatively long acceleration process due to the much weak electric field. That's why the non-adiabatic effect matters. In addition to the cyclotron compression and the E$\times$B drift, the "resonant" polarization drift plays a crucial role in reducing the overall velocity spread.Simulations show a decent beam quality with the pitch factor of 1.5 and the transverse velocity spread of 2.8% over a wide range of the magnetic field (7.4-8.0 T) and the beam voltage (12-22 kV) with a high structural tolerance. The promising results with the wide working range enable the development of continuous frequency-tunable gyrotrons.Comment: 5 pages, 5 figures, and 2 table
