    Contribution of solitons to enhanced rogue wave occurrence in shallow depths: a case study in the southern North Sea

    The shallow waters off the coast of Norderney in the southern North Sea are characterised by a higher frequency of rogue wave occurrences than expected. Here, rogue waves refer to waves exceeding twice the significant wave height. The role of nonlinear processes in the generation of rogue waves at this location is currently unclear. Within the framework of the Korteweg–de Vries (KdV) equation, we investigated the discrete soliton spectra of measured time series at Norderney to determine differences between time series with and without rogue waves. For this purpose, we applied a nonlinear Fourier transform (NLFT) based on the Korteweg–de Vries equation with vanishing boundary conditions (vKdV-NLFT). At measurement sites where the propagation of waves can be described by the KdV equation, the solitons in the discrete nonlinear vKdV-NLFT spectrum correspond to physical solitons. We do not know whether this is the case at the considered measurement site. In this paper, we use the nonlinear spectrum to classify rogue wave and non-rogue wave time series. More specifically, we investigate if the discrete nonlinear spectra of measured time series with visible rogue waves differ from those without rogue waves. Whether or not the discrete part of the nonlinear spectrum corresponds to solitons with respect to the conditions at the measurement site is not relevant in this case, as we are not concerned with how these spectra change during propagation. For each time series containing a rogue wave, we were able to identify at least one soliton in the nonlinear spectrum that contributed to the occurrence of the rogue wave in that time series. The amplitudes of these solitons were found to be smaller than the crest height of the corresponding rogue wave, and interaction with the continuous wave spectrum is needed to fully explain the observed rogue wave. Time series with and without rogue waves showed different characteristic soliton spectra. In most of the spectra calculated from rogue wave time series, most of the solitons clustered around similar heights, but the largest soliton was outstanding, with an amplitude significantly larger than all other solitons. The presence of a clearly outstanding soliton in the spectrum was found to be an indicator pointing towards the enhanced probability of the occurrence of a rogue wave in the time series. Similarly, when the discrete spectrum appears as a cluster of solitons without the presence of a clearly outstanding soliton, the presence of a rogue wave in the observed time series is unlikely. These results suggest that soliton-like and nonlinear processes substantially contribute to the enhanced occurrence of rogue waves off Norderney.</p

    The Social and Political Dimensions of the Ebola Response: Global Inequality, Climate Change, and Infectious Disease

    The 2014 Ebola crisis has highlighted public-health vulnerabilities in Liberia, Sierra Leone, and Guinea – countries ravaged by extreme poverty, deforestation and mining-related disruption of livelihoods and ecosystems, and bloody civil wars in the cases of Liberia and Sierra Leone. Ebola’s emergence and impact are grounded in the legacy of colonialism and its creation of enduring inequalities within African nations and globally, via neoliberalism and the Washington Consensus. Recent experiences with new and emerging diseases such as SARS and various strains of HN influenzas have demonstrated the effectiveness of a coordinated local and global public health and education-oriented response to contain epidemics. To what extent is international assistance to fight Ebola strengthening local public health and medical capacity in a sustainable way, so that other emerging disease threats, which are accelerating with climate change, may be met successfully? This chapter considers the wide-ranging socio-political, medical, legal and environmental factors that have contributed to the rapid spread of Ebola, with particular emphasis on the politics of the global and public health response and the role of gender, social inequality, colonialism and racism as they relate to the mobilization and establishment of the public health infrastructure required to combat Ebola and other emerging diseases in times of climate change

Yet typologies of integrated care mainly describe how patients fit within integrated services, rather than how services fit into the patient's world. Patient-centeredness has been commonly defined through physician's behaviors aimed at delivering patient-centered care.     Ghost anti-crossings caused by interlayer umklapp hybridization of bands in 2D heterostructures

    In two-dimensional heterostructures, crystalline atomic layers with differing lattice parameters can stack directly one on another. The resultant close proximity of atomic lattices with differing periodicity can lead to new phenomena. For umklapp processes, this opens the possibility for interlayer umklapp scattering, where interactions are mediated by the transfer of momenta to or from the lattice in the neighbouring layer. Using angle-resolved photoemission spectroscopy to study a graphene on InSe heterostructure, we present evidence that interlayer umklapp processes can cause hybridization between bands from neighbouring layers in regions of the Brillouin zone where bands from only one layer are expected, despite no evidence for MoirĂ©-induced replica bands. This phenomenon manifests itself as ‘ghost’ anti-crossings in the InSe electronic dispersion. Applied to a range of suitable two-dimensional material pairs, this phenomenon of interlayer umklapp hybridization can be used to create strong mixing of their electronic states, giving a new tool for twist-controlled band structure engineering

    Data mining in HIV-AIDS surveillance system: application to portuguese data

    The Human Immunodeficiency Virus (HIV) is an infectious agent that attacks the immune system cells. Without a strong immune system, the body becomes very susceptible to serious life threatening opportunistic diseases. In spite of the great progresses on medication and prevention over the last years, HIV infection continues to be a major global public health issue, having claimed more than 36 million lives over the last 35 years since the recognition of the disease. Monitoring, through registries, of HIV-AIDS cases is vital to assess general health care needs and to support long-term health-policy control planning. Surveillance systems are therefore established in almost all developed countries. Typically, this is a complex system depending on several stakeholders, such as health care providers, the general population and laboratories, which challenges an efficient and effective reporting of diagnosed cases. One issue that often arises is the administrative delay in reports of diagnosed cases. This paper aims to identify the main factors influencing reporting delays of HIV-AIDS cases within the portuguese surveillance system. The used methodologies included multilayer artificial neural networks (MLP), naive bayesian classifiers (NB), support vector machines (SVM) and the k-nearest neighbor algorithm (KNN). The highest classification accuracy, precision and recall were obtained for MLP and the results suggested homogeneous administrative and clinical practices within the reporting process. Guidelines for reductions of the delays should therefore be developed nationwise and transversally to all stakeholders.- A.     Feasibility of incorporating genomic knowledge into electronic medical records for pharmacogenomic clinical decision support

    In pursuing personalized medicine, pharmacogenomic (PGx) knowledge may help guide prescribing drugs based on a person’s genotype. Here we evaluate the feasibility of incorporating PGx knowledge, combined with clinical data, to support clinical decision-making by: 1) analyzing clinically relevant knowledge contained in PGx knowledge resources; 2) evaluating the feasibility of a rule-based framework to support formal representation of clinically relevant knowledge contained in PGx knowledge resources; and, 3) evaluating the ability of an electronic medical record/electronic health record (EMR/EHR) to provide computable forms of clinical data needed for PGx clinical decision support. Findings suggest that the PharmGKB is a good source for PGx knowledge to supplement information contained in FDA approved drug labels. Furthermore, we found that with supporting knowledge (e.g. IF age <18 THEN patient is a child), sufficient clinical data exists in University of Washington’s EMR systems to support 50% of PGx knowledge contained in drug labels that could be expressed as rules
