In the field of financial crisis management, through the BCE, the Eurosytem performs annual macro-prudential and structural appraisals of the banking system in the EU and promotes closing voluntary cooperation agreements between the authorities.     Near- and Middle-Infrared Monitoring of Burned Areas from Space

    We describe a methodology to discriminate burned areas and date burning events that use a burn-sensitive (V, W) index system defined in near-/mid-infrared space. Discrimination of burned areas relies on a monthly composite of minimum of W and on the difference between this composite and that of the previous month. The rationale is to identify pixels with high confidence of having burned and aggregate new burned pixels on a contextual basis. Dating of burning events is based on the analysis of time series of W, and searching for the day before maximum temporal separability is achieved. The procedure is applied to the fire of Monchique, a large event that took place in the southwest of Portugal in August 2018. When the obtained pattern of burned pixels is compared against a reference map, the overall accuracy is larger than 99%; the commission and omission errors are lower than 5 and 10%, respectively; and the bias and the Dice coefficient are above 0.95 and 0.9, respectively. Differences between estimated dates of burning and reference dates derived from remote-sensed observations of active fires show a bias of 0.03 day and a root mean square difference of 0.24 day

    Folding time dependence of the motions of a molecular motor in an amorphous medium

    We investigate the dependence of the displacements of a molecular motor embedded inside a glassy material on its folding characteristic time τf . We observe two different time regimes. For slow foldings (regime I) the diffusion evolves very slowly with τf , while for rapid foldings (regime II) the diffusion increases strongly with τ (D ≈ τ−2), suggesting two different physical mechanisms. We find that in regime I the motor’s displacement during the folding process is counteracted by a reverse displacement during the unfolding, while in regime II this counteraction is much weaker. We notice that regime I behavior is reminiscent of the scallop theorem that holds for larger motors in a continuous medium. We find that the difference in the efficiency of the motor’s motion explains most of the observed difference between the two regimes. For fast foldings the motor trajectories differ significantly from the opposite trajectories induced by the following unfolding process, resulting in a more efficient global motion than for slow foldings. This result agrees with the fluctuation theorems expectation for time reversal mechanisms. In agreement with the fluctuation theorems we find that the motors are unexpectedly more efficient when they are generating more entropy, a result that can be used to increase dramatically the motor’s motion.

    Bent-Core Liquid Crystals: Structures and Mesomorphic Properties

    Bent-core (BC) molecules became an attractive liquid crystal class due to their potential use in smart displays and photonic devices. In contrast to calamitic mesogens, bent-shaped mesogens are self-organized superstructures with remarkable properties, given the presence of polar order in mesophases, although the molecules themselves are not chiral. A particular interest represents the biaxial nematic liquid crystal materials that are used in display technology and allow a faster switching response, compared to calamitic liquid crystals, with considerably reduced costs. This chapter briefly reviews the bent-core liquid crystals with three different core units in the structure: (1) 2,5-disubstituted oxadiazole, (2) 1,3-disubstituted benzene, and (3) 2,7-disubstituted naphthalene. To the central bent units (BUs) containing reactive functional groups of phenolic or aminic type, various mesogenic groups are symmetrically or asymmetrically connected, via esterification or condensation reactions. The obtained compounds showed biaxial nematic and/or smectic mesophases with high transition temperatures in the case of oxadiazole derivatives or cholesteric and banana-type mesophases with lower transition temperatures in the case of benzene and naphthalene derivatives

Nu sunt necesare, de rutină, studii metabolice şi genetice (nivel B), dar ele sunt efectuate dacă examenul clinic si investigaţia imagistică nu evidenţiază modifi cări specifice (nivel C). Testele de coagulare sunt importante la copiii cu infarcte cerebrale care dezvoltă hemiplegie. Electroencefalograma va fi efectuată doar dacă există crize epileptice sau un sindrom epileptic specific (nivel A). Se va efectua screening pentru defi citele vizuale, auditive, de vorbire, acestea fiind frecvent asociate la copiii cu paralizii cerebrale

    The compound event that triggered the destructive fires of October 2017 in Portugal

    Portugal is regularly affected by destructive wildfires that have severe social, economic, and ecological impacts. The total burnt area in 2017 (∼540,000 ha) marked the all-time record value since 1980 with a tragic toll of 114 fatalities that occurred in June and October events. The local insurance sector declared it was the costliest natural disaster in Portugal with payouts exceeding USD295 million. Here, the 2017 October event, responsible for more than 200,000 ha of burnt area and 50 fatalities is analyzed from a compound perspective. A prolonged drought led to preconditioned cumulative hydric stress of vegetation in October 2017. In addition, on 15 October 2017, two other major drivers played a critical role: 1) the passage of hurricane Ophelia off the Coast of Portugal, responsible for exceptional meteorological conditions and 2) the human agent, responsible for an extremely elevated number of negligent ignitions. This disastrous combination of natural and anthropogenic drivers led to the uncontrolled wildfires observed on 15 October

    Assessment of the Paris urban heat island in ERA5 and offline SURFEX-TEB (v8.1) simulations using the METEOSAT land surface temperature product

    Cities concentrate people, wealth, emissions, and infrastructure, thus representing a challenge and an opportunity for climate change mitigation and adaptation. This urgently demands for accurate urban climate projections to help organizations and individuals to make climate-smart decisions. However, most of the large ensembles of global and regional climate model simulations do not include sophisticated urban parameterizations (e.g., EURO-CORDEX; CMIP5/6). Here, we explore this shortcoming in ERA5 (the latest generation reanalysis from the European Centre for Medium-Range Weather Forecasts) and in a simulation with the SURFEX (Surface Externalisée) land surface model employing the widely used bulk bare rock approach. The city of Paris is considered as a case study. Subsequently, we apply a more complex urban scheme – SURFEX coupled to the Town Energy Balance (TEB) urban canopy model to assess its benefits on characterizing the Paris urban climate. Both simulations and ERA5 were compared to the LSA SAF (Satellite Application Facility on Land Surface Analysis) land surface temperature product to evaluate the simulation of Parisian surface urban heat island (SUHI). Our results show a significant added value of SURFEX-TEB in reproducing the SUHI during the daytime and the UHI during both the daytime and nighttime (with overall reductions in the bias and root mean square error and improvements in the representation of the statistics of the SUHI/UHI displayed by the Perkins skill score or S score). The improvement in the simulated SUHI is lower during the nighttime due to the lack of land–atmosphere feedbacks in the proposed offline framework. Nonetheless, the offline SURFEX-TEB framework applied here clearly demonstrates the added value of using more comprehensive parameterization schemes to simulate the urban climate and, therefore, allowing the improvement of urban climate projections.</p

    Stimuli Thresholds for Isomerization-Induced Molecular Motions in Azobenzene-Containing Materials.

    We use large-scale molecular dynamics simulations of the isomerizations of azobenzene molecules diluted inside a simple molecular material to investigate the effect of a modification of the cis isomer shape on the induced diffusion mechanism. To this end we simulate incomplete isomerizations, modifying the amplitude of the trans-to-cis isomerization. We find thresholds in the evolution of the host molecules mobility with the isomerization amplitude, a result predicted by the cage-breaking mechanism hypothesis (Teboul, V.; Saiddine, M.; Nunzi, J. M.; Accary, J. B. J. Chem. Phys. 2011, 134, 114517) and by the gradient pressure mechanism theory (Barrett, C. J.; Rochon, P. L.; Natansohn, A. L. J. Chem. Phys. 1998, 109, 1505–1516.). Above the threshold the diffusion then increases linearly with the variation of the chromophore size induced by the isomerization
