    Law, sex and the city: Regulating sexual entertainment venues in England and Wales

    Purpose – This paper aims to explore how municipal law, in its various guises, serves to police the boundaries of acceptable sexual conduct by considering how Sexual Entertainment Venues (SEVs) in British cities are controlled through diverse techniques of licensing and planning control. Design/methodology/approach – The paper describes the emergence of permissive new licensing controls that provide local authorities considerable control over SEVs. Licensing decisions, judicial review cases and planning inspectorate adjudications since the inception of the new powers are examined to explore the logic of judgements preventing SEVs operating in specific localities. Findings – Through analysis of case studies, it is shown that local authorities have almost total discretion to prevent SEVs operating in specific localities, particularly those undergoing, or anticipated to be undergoing, redevelopment and regeneration. Originality/value – This paper offers unique insights on the “scope” of municipal law by highlighting how land uses associated with “sexual minority” interests are regulated in the interests of urban regeneration, redevelopment and restructuring

    Shrinking homes? The geographies of small domestic properties in London, 2010-2021

    In the last decade, the UK’s media have highlighted an apparent rise in the number of homes below the recommended Nationally Described Space Standard for a one-person, one-bed home. However, evidence for the growth of ‘micro-apartments’ is mixed, with existing data making it difficult to map the geographies of sub-standard homes below the Local Authority scale. Focussing on London, this paper uses Energy Performance Certificates (EPCs) as a source of floorspace data, matching this to the Land Registry’s Price Paid Data (PPD) and information from the London Planning Database. It quantifies the number of sub-standard homes in London registered for an EPC 2010–21, maps their location at the MSOA (neighbourhood) level, and compares property prices for small and larger homes. Focusing on newly-built homes, it shows that the numbers of small homes doubled across this period with growth in select outer London ‘hotspots’ accounting for much of this. It also demonstrates the overall numbers of small homes rose despite the formal incorporation of NDSS in the London Plan 2016, with the by-passing of space standards in property conversions under Permitted Development Rights, 2013–21 appearing relatively insignificant in explaining these temporal and spatial trends. Finally, it shows that the price per square metre of small homes often far exceeds that of much larger homes in the same area. While recognising the limitations of EPC data, our findings point to the need for further exploration of the enforcement of space standards, not least because it is often assumed that building more, smaller homes in the capital will create more affordable homes for Londoners

    Gel versus capillary electrophoresis genotyping for categorizing treatment outcomes in two anti-malarial trials in Uganda

    Abstract Background Molecular genotyping is performed in anti-malarial trials to determine whether recurrent parasitaemia after therapy represents a recrudescence (treatment failure) or new infection. The use of capillary instead of agarose gel electrophoresis for genotyping offers technical advantages, but it is unclear whether capillary electrophoresis will result in improved classification of anti-malarial treatment outcomes. Methods Samples were genotyped using both gel and capillary electrophoresis from randomized trials of artemether-lumefantrine (AL) vs. dihydroartemisinin-piperaquine (DP) performed in two areas of Uganda: Kanungu, where transmission is moderate, and Apac, where transmission is very high. Both gel and capillary methods evaluated polymorphic regions of the merozoite surface protein 1 and 2 and glutamine rich protein genes. Results Capillary electrophoresis detected more alleles and provided higher discriminatory power than agarose gel electrophoresis at both study sites. There was only moderate agreement between classification of outcomes with the two methods in Kanungu (kappa = 0.66) and poor agreement in Apac (kappa = 0.24). Overall efficacy results were similar when using gel vs. capillary methods in Kanungu (42-day risk of treatment failure for AL: 6.9% vs. 5.5%, p = 0.4; DP 2.4% vs. 2.9%, p = 0.5). However, the measured risk of recrudescence was significantly higher when using gel vs. capillary electrophoresis in Apac (risk of treatment failure for AL: 17.0% vs. 10.7%, p = 0.02; DP: 8.5% vs. 3.4%, p = 0.03). Risk differences between AL and DP were not significantly different whether gel or capillary methods were used. Conclusions Genotyping with gel electrophoresis overestimates the risk of recrudescence in anti-malarial trials performed in areas of high transmission intensity. Capillary electrophoresis provides more accurate outcomes for such trials and should be performed when possible. In areas of moderate transmission, gel electrophoresis appears adequate to estimate comparative risks of treatment failure

    Urban Public Health Emergencies and the COVID-19 Pandemic (1): Social and Spatial Inequalities in the COVID-city.

    COVID-19 has had unprecedented impacts on urban life on a global scale, representing the worst pandemic in living memory. In this introduction to the first of two parts of a Special Issue on urban public health emergencies, we suggest that the COVID-19 outbreak, and associated attempts to manage the pandemic, reproduced and ultimately exacerbated the social and spatial divides that striate the contemporary city. Here, we draw on evidence from the papers in Part 1 of the Special Issue to summarise the uneven urban geographies of COVID-19 evident at the inter- and intra-urban level, emphasising the particular vulnerabilities and risks borne by racialised workers who found it difficult to practise social distancing in either their home or working life. Considering the interplay of environmental, social and biological factors that conspired to create hotspots of COVID-19 infection, and the way these are connected to the racialised capitalism that underpins contemporary urban development, this introduction suggests that reflection on public health emergencies in the city is not just essential from a policy perspective but helps enrich theoretical debates on the nature of contemporary urbanisation in its ‘planetary’ guise
