    Measuring Employment and Income for Low-Income Populations with Administrative and Survey Data

    We discuss the strengths and weaknesses of income and employment data in national surveys, in unemployment insurance (UI) wage records, and in tax returns. The CPS, SIPP, NLS, and PSID surveys provide valuable information on the behavior of the low-income population. They have broad and fairly accurate measures of income for national samples, and their focus on families as the unit of analysis and their ease of access greatly enhance their value. The value of these data sets for evaluating welfare reform is severely limited, however. With the devolution of responsibility for TANF, the CPS and SIPP sampling frames and sample sizes mean that, at best, they can be only supplementary data sources for understanding the effects of welfare reform at the state and local levels. The apparent decline in program coverage in the CPS is also worrisome. UI data are available at the state level and can be matched to individuals in existing samples at relatively low cost. It is straightforward to do follow-up analyses on income and employment for workers who remain in the state, and UI data are timely. However, earnings are available only for individuals, while changes in family composition upon exit from welfare have been shown to have a large bearing on economic well-being. UI data do not allow us to track these changes. There also appears to be a substantial problem with some workers being classified as independent contractors and hence not entering the UI system. Overall gaps in coverage appear to be at least 13 percent and may be significantly higher. Even when wages are reported, there is some evidence that they are understated by a significant amount. We also present evidence on the degree to which tax data can be used to understand the incomes and employment of low-skilled workers. The paper concludes with brief recommendations for future research that might help fill some of the gaps we have identified.

    Female labor market activity is dependent on the presence and the age of a child, but how do the determinants develop in magnitude and significance with the child's age? Using German SOEP data from 1991 to 2006 for mothers with young children, the change in maternal labor supply when the child is one, two, and three years old is explicitly addressed. According to the tobit regression results for precise working hours, maternal labor supply becomes increasingly responsive to economic incentives - mainly to imputed wages - as the child grows

    Economic crisis and the construction of a neo-liberal regulatory regime in Korea

    A consistent theme of the literature on the ontology of the 1997 South Korean crisis is the key role played by regulatory failures and the growing weakness of the state. This paper seeks to briefly highlight both the insights and the limitations of this approach to understanding the crisis. Having done so, we shall set out the argument that the crisis created an opportunity for reformist Korean Ă©lites to advance their longstanding, but previously frustrated, project to create a comprehensive unambiguously neo-liberal regulatory regime. This paper will also seek to highlight the implications of our reading of the development of the Korean political economy for broader debates on economic liberalisation, crisis and the future of the developmental state

    SHREC 2011: robust feature detection and description benchmark

    Feature-based approaches have recently become very popular in computer vision and image analysis applications, and are becoming a promising direction in shape retrieval. SHREC'11 robust feature detection and description benchmark simulates the feature detection and description stages of feature-based shape retrieval algorithms. The benchmark tests the performance of shape feature detectors and descriptors under a wide variety of transformations. The benchmark allows evaluating how algorithms cope with certain classes of transformations and strength of the transformations that can be dealt with.     The RACE Project: Robustness by Autonomous Competence Enhancement

    This paper reports on the aims, the approach, and the results of the European project RACE. The project aim was to enhance the behavior of an autonomous robot by having the robot learn from conceptualized experiences of previous performance, based on initial models of the domain and its own actions in it. This paper introduces the general system architecture; it then sketches some results in detail regarding hybrid reasoning and planning used in RACE, and instances of learning from the experiences of real robot task execution. Enhancement of robot competence is operationalized in terms of performance quality and description length of the robot instructions, and such enhancement is shown to result from the RACE system

    Designing the stripe-ordered cuprate phase diagram through uniaxial-stress

    The ability to efficiently control charge and spin in the cuprate high-temperature superconductors is crucial for fundamental research and underpins technological development. Here, we explore the tunability of magnetism, superconductivity, and crystal structure in the stripe phase of the cuprate La[Formula: see text]Ba[Formula: see text]CuO[Formula: see text], with [Formula: see text] = 0.115 and 0.135, by employing temperature-dependent (down to 400 mK) muon-spin rotation and AC susceptibility, as well as X-ray scattering experiments under compressive uniaxial stress in the CuO[Formula: see text] plane. A sixfold increase of the three-dimensional (3D) superconducting critical temperature [Formula: see text] and a full recovery of the 3D phase coherence is observed in both samples with the application of extremely low uniaxial stress of [Formula: see text]0.1 GPa. This finding demonstrates the removal of the well-known 1/8-anomaly of cuprates by uniaxial stress. On the other hand, the spin-stripe order temperature as well as the magnetic fraction at 400 mK show only a modest decrease under stress. Moreover, the onset temperatures of 3D superconductivity and spin-stripe order are very similar in the large stress regime. However, strain produces an inhomogeneous suppression of the spin-stripe order at elevated temperatures. Namely, a substantial decrease of the magnetic volume fraction and a full suppression of the low-temperature tetragonal structure is found under stress, which is a necessary condition for the development of the 3D superconducting phase with optimal [Formula: see text]. Our results evidence a remarkable cooperation between the long-range static spin-stripe order and the underlying crystalline order with the three-dimensional fully coherent superconductivity. Overall, these results suggest that the stripe- and the SC order may have a common physical mechanism
