    Clothing and export diversification : still a route to growth for low-income countries ?

    Can the clothing sector be a driver of export diversification and growth for today's low-income countries as it was in the past for countries that have graduated into middle income? This paper assesses this issue taking into account key changes to the market for clothing: the emergence of India and especially China as exporting countries; the rise of global production chains; the removal of quotas from the global trading regime but the continued presence of high tariffs and substantial trade preferences; the increasing importance of large buyers in developed countries and their concerns regarding risk and reputation; and the increasing importance of time in defining sourcing decisions. To assess the importance of the factors shaping the global clothing market, the authors estimate a gravity model to explain jointly the propensity to export clothing and the magnitude of exports from developing countries to the E U and US markets. This analysis identifies the quality of governance as an important determinant of sourcing decisions and that there appears to be a general bias against sourcing apparel from African countries, which is only partially overcome by trade preferences.Economic Theory&Research,Free Trade,Trade Policy,Emerging Markets,Transport Economics Policy&Planning

    The African Growth and Opportunity Act, exports, and development in Sub-Saharan Africa

    The African Growth and Opportunity Act (AGOA) is the flagship of U.S. commercial and development policy with Sub-Saharan Africa. This paper looks at the impact of the trade preferences that are the central element of AGOA on African countries'exports to the U.S. and puts them in the perspective of the development of the region. The paper finds that, while stimulating export diversification in a few countries, AGOA has fallen short of the potential impetus that preferences could otherwise provide African exporters. The impact of AGOA would beenhanced if preferences were extended to all products. This means removing tariff barriers to a range of agricultural products and to textiles and a number of other manufactured goods. There also needs to be a fundamental change in approach to the rules of origin. Given the stage of development and economic size of Sub-Saharan Africa, nonrestrictive rules of origin are crucial. For all countries in Africa, those that have and those that have not benefited from preferences, there are enormous infrastructure weaknesses and often extremely poor policy environments that raise trade costs and push African producers further away from international markets. Effective trade preferences (those with nonrestrictive rules of origin) can provide a limited window of opportunity to exports while these key barriers to trade are addressed.     Economic partnership agreements and the export competitiveness of Africa

    Trade can be a key driver of growth for African countries, as it has been for those countries, particularly in East Asia, that have experienced high and sustained rates of growth. Economic partnership agreements with the European Union could be instrumental in a competitiveness framework, but to do so they would have to be designed carefully in a way that supports integration into the global economy and is consistent with national development strategies. Interim agreements have focused on reciprocal tariff removal and less restrictive rules of origin. To be fully effective, economic partnership agreements will have to address constraints to regional integration, including both tariff and non-tariff barriers; improve trade facilitation; and define appropriate most favored nation services liberalization. At the same time, African countries will need to reduce external tariff peak barriers on a most favored nation basis to ensure that when preferences for the European Union are implemented after transitional periods, they do not lead to substantial losses from trade diversion.     Comparison of a unique anaglyphic vertical fixation disparity test to the Sheedy disparometer

    The clinical gold standard for deriving vertical prism prescriptions is the patient\u27s vertical associated phoria (The relieving prism to bring a vertical fixation disparity to zero). It is generally accepted that the most accurate device used to measure fixation disparity at nearpoint is the Sheedy disparometer. However, the Sheedy disparometer is relatively large, expensive and not currently manufactured. These factors may make measurements of vertical associated phorias less appealing and accessible to practitioners. This study evaluated the vertical associated phoria measurements of twenty non-asthenopic subjects with measurable vertical phorias. Vertical associated phoria measurements were made using the Sheedy disparometer and a unique inexpensive anaglyphic vertical fixation disparity test composed of a card with a specifically designed red and green image and a pair of standard anaglyphic glasses for the patient to wear. Both tests at 40 em and were administered in an equally randomized order. The results indicate that vertical associated phoria measurements with the anaglyphic test are statistically equivalent to the Sheedy disparometer (mean difference = 0.00; p= value \u3e0.9999). Based on this study, this inexpensive anaglyphic card can be used to confidently derive an accurate vertical associated phoria value for vertical prism prescriptions.     Investigation of a Pharmaceutical Compound with Artificial Streams: Effects of the Antihistamine Cimetidine on Stream Ecosystem Function.

    Pharmaceutical compounds have been widely detected in surface waters but their effects on stream ecosystems are unknown. Cimetidine (TagametÂź), a widely used H2 histamine antagonist has been detected in surface waters. To measure chronic effects of cimetidine on stream invertebrates, I conducted a long-term (83d) artificial-stream experiment. A range of cimetidine concentrations (0.07 ÎŒg L-1 to 70.0 ÎŒg L-1) were added to streams supporting populations of the amphipod Gammarus fasciatus and beetle Psephenus herricki. P. herricki individual growth rates were reduced in the presence of cimetidine, but G. fasciatus individual growth rates were not different among treatments. G. fasciatus size distribution was significantly different in treatments with the lowest concentration of cimetidine 0.07 ÎŒg L-1 (ANOVA, p = 0.002) with no individuals in the three smallest size classes. Biomass and density of G. fasciatus were lower across all cimetidine treatments compared to the control and density was significantly lower than control when cimetidine concentrations were 0.7 ÎŒg L-1 (ANOVA, p = 0.035). Understanding effects of novel compounds currently detected in surface waters will require a substantial effort; the artificial stream approach can be useful in quantity effects of such compounds

    AbstractA short stretch of 35 amino acids is identified as the structural motif responsible for the tight parallel association and trimerization of the three identical polypeptide chains of lung surfactant protein D, which contains both collagen regions and C-type lectin domains. This ‘neck-region’ is located at the nucleation site at which the collagenous sequences fold into a staggered triple-helix and is shown, by CD, NMR, and cross-linking of recombinant peptides, to consist of a triple-stranded parallel α-helical bundle in a non-staggered, and extremely strong, non-covalent association. This type of association between three polypeptide chains may represent a common structural feature immediately following the C-terminal end of the triple-helical region of collagenous proteins

    The “transparency trend” is hot for the summer of 2011. At least that is what they said in the fashion capitals of Milan, Paris, and London. In the new summer collections, sheer seethrough dresses reveal the beauties of the human body and leave little to the imagination. Architects too are attracted by the intriguing properties of transparent materials to create a new perception of space and boundaries, which challenges some traditional understandings of private living and daily work life. Whereas in the past, it was a Puritan statement to live without curtains at the windows, to show you had nothing to hide, today, the transparent way of life is often used to enable the owner to display their wealth and luxury. Institutions have increasingly followed this transparency trend in fashion and architecture by using glass for their buildings. Transparency is not only a fashion trend, but also a political challenge. Fashion and politics meet in the huge glass buildings of the European Union in Brussels and Strasbourg, which reflect the Union’s strategy to improve its democratic legitimacy; one of the main aims of the Lisbon Treaty (2009). In terms of adaption to this see-through trend, institutions are not only voluntarily moving towards greater transparency, they are being ambushed by those who believe that information is a public good, which should not be guarded by a few. By revealing “suppressed and censored injustices” (WikiLeaks, n.d.), WikiLeaks practices what some call “guerrilla transparency” (The Economist, 2010). When people think of transparency, the recent commotion caused by WikiLeaks’ publication of thousands of documents on nationally and internationally sensitive issues is at the forefront of their minds.     Decision support for efficient XAI services - A morphological analysis, business model archetypes, and a decision tree

    The black-box nature of Artificial Intelligence (AI) models and their associated explainability limitations create a major adoption barrier. Explainable Artificial Intelligence (XAI) aims to make AI models more transparent to address this challenge. Researchers and practitioners apply XAI services to explore relationships in data, improve AI methods, justify AI decisions, and control AI technologies with the goals to improve knowledge about AI and address user needs. The market volume of XAI services has grown significantly. As a result, trustworthiness, reliability, transferability, fairness, and accessibility are required capabilities of XAI for a range of relevant stakeholders, including managers, regulators, users of XAI models, developers, and consumers. We contribute to theory and practice by deducing XAI archetypes and developing a user-centric decision support framework to identify the XAI services most suitable for the requirements of relevant stakeholders. Our decision tree is founded on a literature-based morphological box and a classification of real-world XAI services. Finally, we discussed archetypical business models of XAI services and exemplary use cases

    Three-dimensional architecture and biogenesis of membrane structures associated with hepatitis C virus replication

    All positive strand RNA viruses are known to replicate their genomes in close association with intracellular membranes. In case of the hepatitis C virus (HCV), a member of the family Flaviviridae, infected cells contain accumulations of vesicles forming a membranous web (MW) that is thought to be the site of viral RNA replication. However, little is known about the biogenesis and three-dimensional structure of the MW. In this study we used a combination of immunofluorescence- and electron microscopy (EM)-based methods to analyze the membranous structures induced by HCV in infected cells. We found that the MW is derived primarily from the endoplasmic reticulum (ER) and contains markers of rough ER as well as markers of early and late endosomes, COP vesicles, mitochondria and lipid droplets (LDs). The main constituents of the MW are single and double membrane vesicles (DMVs). The latter predominate and the kinetic of their appearance correlates with kinetics of viral RNA replication. DMVs are induced primarily by NS5A whereas NS4B induces single membrane vesicles arguing that MW formation requires the concerted action of several HCV replicase proteins. Three-dimensional reconstructions identify DMVs as protrusions from the ER membrane into the cytosol, frequently connected to the ER membrane via a neck-like structure. In addition, late in infection multi-membrane vesicles become evident, presumably as a result of a stress-induced reaction. Thus, the morphology of the membranous rearrangements induced in HCV-infected cells resemble those of the unrelated picorna-, corona- and arteriviruses, but are clearly distinct from those of the closely related flaviviruses. These results reveal unexpected similarities between HCV and distantly related positive-strand RNA viruses presumably reflecting similarities in cellular pathways exploited by these viruses to establish their membranous replication factories

    The use of targeted sequencing and flow cytometry to identify patients with a clinically significant monocytosis

    The diagnosis of chronic myelomonocytic leukaemia (CMML) remains centred on morphology, meaning the distinction from a reactive monocytosis is challenging. Mutational analysis and immunophenotyping have been proposed as potential tools for diagnosis however have not been formally assessed in combination. We aimed to investigate the clinical utility of these technologies by performing targeted sequencing, in parallel to current gold standard techniques, on consecutive samples referred for investigation of monocytosis over a 2-year period (n=283). Results were correlated with the morphological diagnosis and objective outcome measures including overall survival (OS) and longitudinal blood counts. Somatic mutations were detected in 79% of patients, being invariably identified in those with a confirmed diagnosis (99%) though also in 57% of patients with non-diagnostic BM features. The OS in non-diagnostic mutated patients was indistinguishable from those with CMML (p=0.118) and significantly worse than unmutated patients (p=0.0002). On multivariate analysis age, ASXL1, CBL, DNMT3A, NRAS & RUNX1 mutations retained significance. Furthermore, the presence of a mutation was associated with a progressive fall in haemoglobin/platelet levels and increasing monocyte counts compared with mutation negative patients. Of note, the immunophenotypic features of non-diagnostic mutated patients were comparable to CMML patients and the presence of aberrant CD56 was highly specific for detecting a mutation. Overall, somatic mutations are detected at high frequency in patients referred with a monocytosis irrespective of diagnosis. In those without a WHO defined diagnosis, the mutation spectrum, immunophenotypic features and OS are indistinguishable from CMML patients and these patients should be managed as such
