    To save traffic congestion, this report aims at the area traffic control which increases area. traffic capacity without expansion of traffic facilities. This method is called AREA TRAFFIC CONTROL SYSTEM. Optimum solutions for the area control system are obtained by the use of operations research method. But above calculation time takes too long to fit this optimum regulation to present traffic pattern. In this report, optimization is made by the approximate solution which is composed of the first optimization and the second optimization. This method is called "LOOP LOSS MINIMUM THEORY".     This study aims to suggest an appropriate road improvement planning for regional exchange, with a view to regard recreational trip as main behavior of regional exchange. We have clarifyied how the facilities which will contribute to regional development influence route choice. This paper reported the results of the evaluation concerning the attractiveness of recreational facilities which influence route choice in case of a recreational trip, by quantification theory I, using the questionnaire data carried out in Fukui Prefectural TAN-NAN region. These results of analysis of attractive factors suggest that the model using the staying time has most applicable interpretation. However, further investigation on the grasp of the number of visitors is necessary

    A Study on Estimation of Potential for Commercial Development in the Central District of the Local City

    Recently, the deteriorated phenomenon of the commercial function is progressing in the central district of the local city. Then in this study, the potential of the commercial development in the future is estimated. The procedure of this study is the following. Firstly, the commercial condi tion in this study area is investigated. Secondly, some models to estimate the commercial potential are made up using a sum of sale and an area of commercial floor as the objective variables and the numbers of offices and employees as the explanatory variables. In result, twelve models are obtained for Multiple Rergression Analysis and tested. Finally, using these models, Effective Analysis by new development is practiced. Consequently, it is expected that the new development brings increase of the commercial potential

    Estimation of Land Surface Albedo from GCOM-C/SGLI Surface Reflectance

    XXIV ISPRS Congress “Imaging today, foreseeing tomorrow, ” Commission III2021 edition, 5–9 July 2021This paper examines algorithms for estimating terrestrial albedo from the products of the Global Change Observation Mission – Climate (GCOM-C)/Second-generation Global Imager (SGLI), which was launched in December 2017 by the Japan Aerospace Exploration Agency. We selected two algorithms: one based on a bidirectional reflectance distribution function (BRDF) model and one based on multi-regression models. The former determines kernel-driven BRDF model parameters from multiple sets of reflectance and estimates the land surface albedo from those parameters. The latter estimates the land surface albedo from a single set of reflectance with multi-regression models. The multi-regression models are derived for an arbitrary geometry from datasets of simulated albedo and multi-angular reflectance. In experiments using in situ multi-temporal data for barren land, deciduous broadleaf forests, and paddy fields, the albedos estimated by the BRDF-based and multi-regression-based algorithms achieve reasonable root-mean-square errors. However, the latter algorithm requires information about the land cover of the pixel of interest, and the variance of its estimated albedo is sensitive to the observation geometry. We therefore conclude that the BRDF-based algorithm is more robust and can be applied to SGLI operational albedo products for various applications, including climate-change research
