    Concepts for the development of light-weight composite structures for rotor burst containment

    Published results on rotor burst containment with single materials, and on body armor using composite materials were used to establish a set of hypotheses about what variables might control the design of a weight-efficient protective device. Based on modern concepts for the design and analysis of small optimum seeking experiments, a particular experiment for evaluating the hypotheses and materials was designed. The design and methods for the analysis of results are described. The consequence of such hypotheses is that the device should consist of as many as four concentric rings, each to consist of a material uniquely chosen for its position in the penetration sequence

    Tables are given for the numbers of center points to be used with blocked sequential designs of composite response surface experiments as used in empirical optimum seeking. The star point radii for exact orthogonal blocking is presented. The center point options varied from a lower limit of one to an upper limit equal to the numbers proposed by Box and Hunter for approximate rotatability and uniform variance, and exact orthogonal blocking. Some operating characteristics of the proposed options are described

    Calculation of internal and scattered fields of axisymmetric nanoparticles at any point in space

    We present a method of simultaneously calculating both the internal and external fields of arbitrarily shaped dielectric and metallic axisymmetric nanoparticles. By using a set of distributed spherical vector wavefunctions that are exact solutions to Maxwell's equations and which form a complete, linearly independent set on the particle surface, we approximate the surface Green functions of particles. In this way we can enforce the boundary conditions at the interface and represent the electromagnetic fields at the surface to an arbitrary precision. With the boundary conditions at the particle surface satisfied, the electromagnetic fields are uniquely determined at any point in space, whether internal or external to the particle. Furthermore, the residual field error at the particle surface can be shown to give an upper bound error for the field solutions at any point in space. We show the accuracy of this method with two important areas studied widely in the literature, photonic nanojets and the internal field structure of nanoparticles

    Part II of this Note begins by providing a brief overview of the background and goals of CERCLA. Part II also provides an examination of the issue of ownership liability under CERCLA and recounts the federal courts’ difficulty in applying ownership liability. Part II then describes how the federal government’s “bare legal title” argument arose out of the confusion surrounding ownership liability in CERCLA litigation. Part III moves on to examine the recent trend in CERCLA litigation rejecting the federal government’s bare legal title argument, thus holding the federal government liable as an owner based on its possession of legal title to contaminated public lands. Part IV analyzes whether the bare legal title defense is consistent with CERCLA, taking the position that the defense is not. Finally, Part V contends that federal government liability for its role as titleholder of public lands should extend beyond the context of contaminated mining lands. Ultimately, this Note argues that the recent court decisions rejecting the government’s bare legal title defense are consistent with CERCLA. Courts should not treat the federal government any differently than a private entity and, therefore, courts should hold the federal government liable as an owner under CERCLA for its role as legal titleholder to public lands

Using random number studies, deletion strategies were compared that were based on the F distribution, on an order statistics distribution of Cochran's, and on a combination of the two. Results of the comparisons and a recommended strategy are given
