    Putting Community First: A Promising Approach to Federal Collaboration for Environmental Improvement: An Evaluation of the Community Action for a Renewed Environment (CARE) Demonstration Program

    This report is an independent evaluation of the Environmental Protection Agency's (EPA) Community Action for a Renewed Environment (CARE) Demonstration Program, a community-driven process that uses the best available data to help communities set priorities and take action on their greatest environmental risks. CARE fosters local partnerships that seek participation from business, government, organizations, residents and EPA staff. It also supports a public, transparent planning and implementation process based on collaborative decision-making and shared action.Key FindingsThe National Academy Panel overseeing this effort was impressed by the dedication of the EPA staff to this unique initiative and commended the EPA for its efforts to partner with communities in achieving important long-term and sustainable environmental improvements at the local level. Recommended actions for the CARE Program include: (1) develop and implement a multifaceted information sharing approach; (2) coordinate and refine internal program management activities; and (3) develop a strategic plan and a business plan for CARE

    From hostage to historian: Josephus, the emperors, and the city of Rome

    The voluminous works of the Judaean historian Flavius Josephus have been and continue to be of tremendous importance for our understanding of the worlds in which he lived. For centuries his works have been thoroughly investigated by scholars in diverse fields. Until more recently, however, the Roman context in which Josephus lived as he wrote was rarely explored at length, despite the fact that it is indispensable for our knowledge and understanding of the man and the historian. Recent scholarship has, however, taken up the exploration of his interactions with his environment with enthusiasm, undermining longstanding conceptions regarding his relationship with the Roman world in the process. The present study builds on these current trends and considers particularly the social circumstances in which Josephus lived in Rome during the latter part of his life. By exploring the relationship between Josephus and each of the Flavian emperors-Vespasian, Titus, and Domitian-individually, this study seeks to explore the nature of these relationships more comprehensively than has been done in the past. This aim of comprehensiveness is achieved in part by beginning not with Josephus' arrival in Rome in AD 71, but with his first voyage to the imperial capital during the reign of Nero, and by considering also the contact between Josephus and the future Roman emperors within the Roman army camp in Judaea during the course of the 1st Judaean War. In the examination of these relationships, this study supports the increasing recognition in Josephan scholarship that the Judaean historian cannot justifiably be characterized as a 'Flavian lackey' or propagandist, a view that has not yet been fully accepted by non-Josephan scholars. Having established the possible parameters of his relationships with the imperial family, the study also explores the contact between Josephus and other inhabitants of Rome, including the Herodian princes and the patron of his final works, the freedman Epaphroditus, in an attempt to determine as clearly as possible the social circles in which he functioned as he lived out the final years of his life in the city of Rome

    ROS Promote Epigenetic Remodeling and Cardiac Dysfunction in Offspring Following Maternal Engineered Nanomaterial (ENM) Exposure

    Background: Nano-titanium dioxide (nano-TiO2) is amongst the most widely utilized engineered nanomaterials (ENMs). However, little is known regarding the consequences maternal ENM inhalation exposure has on growing progeny during gestation. ENM inhalation exposure has been reported to decrease mitochondrial bioenergetics and cardiac function, though the mechanisms responsible are poorly understood. Reactive oxygen species (ROS) are increased as a result of ENM inhalation exposure, but it is unclear whether they impact fetal reprogramming. The purpose of this study was to determine whether maternal ENM inhalation exposure influences progeny cardiac development and epigenomic remodeling. Results: Pregnant FVB dams were exposed to nano-TiO2 aerosols with a mass concentration of 12.09 ± 0.26 mg/m3 starting at gestational day five (GD 5), for 6 h over 6 non-consecutive days. Aerosol size distribution measurements indicated an aerodynamic count median diameter (CMD) of 156 nm with a geometric standard deviation (GSD) of 1.70. Echocardiographic imaging was used to assess cardiac function in maternal, fetal (GD 15), and young adult (11 weeks) animals. Electron transport chain (ETC) complex activities, mitochondrial size, complexity, and respiration were evaluated, along with 5-methylcytosine, Dnmt1 protein expression, and Hif1α activity. Cardiac functional analyses revealed a 43% increase in left ventricular mass and 25% decrease in cardiac output (fetal), with an 18% decrease in fractional shortening (young adult). In fetal pups, hydrogen peroxide (H2O2) levels were significantly increased (~ 10 fold) with a subsequent decrease in expression of the antioxidant enzyme, phospholipid hydroperoxide glutathione peroxidase (GPx4). ETC complex activity IV was decreased by 68 and 46% in fetal and young adult cardiac mitochondria, respectively. DNA methylation was significantly increased in fetal pups following exposure, along with increased Hif1α activity and Dnmt1 protein expression. Mitochondrial ultrastructure, including increased size, was observed at both fetal and young adult stages following maternal exposure. Conclusions: Maternal inhalation exposure to nano-TiO2 results in adverse effects on cardiac function that are associated with increased H2O2 levels and dysregulation of the Hif1α/Dnmt1 regulatory axis in fetal offspring. Our findings suggest a distinct interplay between ROS and epigenetic remodeling that leads to sustained cardiac contractile dysfunction in growing and young adult offspring following maternal ENM inhalation exposure

    A comprehensive standardised data definitions set for acute coronary syndrome research in emergency departments in Australasia

    Patients with chest discomfort or other symptoms suggestive of acute coronary syndrome are one of the most common categories seen in many Emergency Departments (EDs). Although the recognition of patients at high risk of acute coronary syndrome has improved steadily, identifying the majority of chest pain presentations who fall into the low-risk group remains a challenge. Research in this area needs to be transparent, robust, applicable to all hospitals from large tertiary centres to rural and remote sites, and to allow direct comparison between different studies with minimum patient spectrum bias. A standardized approach to the research framework using a common language for data definitions must be adopted to achieve this. The aim was to create a common framework for a standardized data definitions set that would allow maximum value when extrapolating research findings both within Australasian ED practice, and across similar populations worldwide. Therefore a comprehensive data definitions set for the investigation of non-traumatic chest pain patients with possible acute coronary syndrome was developed, specifically for use in the ED setting. This standardized data definitions set will facilitate‘knowledge translation’ by allowing extrapolation of useful findings into the real-life practice of emergency medicine

    Adam Smith’s Green Thumb and Malthus’ Three Horsemen: Cautionary tales from classical political economy

    This essay identifies a contradiction between the flourishing interest in the environmental economics of the classical period and a lack of critical parsing of the works of its leading representatives. Its focus is the work of Adam Smith and Thomas Malthus. It offers a critical analysis of their contribution to environmental thought and surveys the work of their contemporary devotees. It scrutinizes Smith's contribution to what Karl Polanyi termed the "economistic fallacy," as well as his defenses of class hierarchy, the "growth imperative" and consumerism. It subjects to critical appraisal Malthus's enthusiasm for private property and the market system, and his opposition to market regulation. While Malthus's principal attraction to ecological economists lies in his having allegedly broadened the scope of economics, and in his narrative of scarcity, this article shows that he, in fact, narrowed the scope of the discipline and conceptualized scarcity in a reified and pseudo-scientific way

    Agricultural mitigation and adaptation to climate change in Yolo County, CA

    This place‐based case study in an agricultural county in California’s Central Valley focused on the period of 2010–2050, and dealt with biophysical and socioeconomic issues related to both mitigation of greenhouse gas (GHG) emissions and to adaptation to an uncertain climate. In the past 100 years, changes in crop acreage has been more related to crop price and availability of irrigation water than to growing degree days during summer, and in fact, summer temperatures have increased less than winter temperatures. Econometric analysis indicated that warmer winters, as projected by Geophysical Fluid Dynamics Laboratory‐Bias Corrected Constructed Analog during 2035–2050, could result in less wheat acreage, more alfalfa and tomato acreage, and slight effects on tree and vine crops. The Water Evaluation and Planning (WEAP) model showed that these econometric projections did not reduce irrigation demand under either the B1 or A2 scenarios, but a diverse, water‐efficient cropping pattern combined with improved irrigation technology reduced demand to 12 percent below the historic mean. Collaboration during development of Yolo County’s Climate Action Plan showed that nitrous oxide (mainly from nitrogen fertilizers) was the main source (≅40 percent) of agricultural emissions. Emissions from cropland and rangeland were several orders of magnitude lower than urbanized land per unit area. A survey distributed to 570 farmers and ranchers achieved a 34 percent response rate. Farmers concerned about climate change were more likely to implement water conservation practices, and adopt voluntary GHG mitigation practices. Use of the urban growth model (UPlan) showed that channeling much or all future urban development into existing urban areas will increase ecosystem services by preserving agricultural land and open space, immensely reducing the Yolo County’s GHG emissions, and greatly enhancing agricultural sustainability
