    Jurnal ini mengeksplorasi mengenai dinamika dan proses kandidasi calon Legislatif pada pileg serentak 2019. Salah satu hal yang terlihat fenomenal dalam Pileg serentak tahun 2019 ialah meningkatnya jumlah kandidat yang masih berusia muda terpilih di berbagai daerah tentunya tidak terlepas dari prosesi tahap kandidasi. perubahan konstelasi sistem Pemilu saat ini memberi ruang pada siapa saja untuk menjadi pemimpin.  Dengan menggunakan pendekatan deskriptif  kualitatif, saya cukup relevan menggambarkan realitas yang terjadi dalam proses kandidasi tersebut. Dengan menggunakan Teori Kandidasi dari Richard E. Matland yang melihat ada tiga tahapan dalam proses kandidasi yakni seleksi diri, seleksi partai, dan seleksi pemilih. Hasil tulisan ini menunjukkan bahwa motivasi terbesar datang dalam Kandidasi  Calon Legislatif yang sadar akan kualitas dan potensi yang dimilikinya. Mampu menembus barikade pencalonan dengan memiliki komunikasi politik yang baik dengan petinggi partai politik patut diacungi jempol, Teori Kandidasi Richard E. Matland menyederhanakan proses seleksi dari partai politik dalam lingkup pelacakan motivasi dan proses kandidasi ini maka untuk menjelaskan proses kandidasi melalui seleksi partai politik

    THE IMPACT OF HUMAN RESOURCE MOTIVATION ON PRIVATE INSTITUTIONS’ PERFORMANCE IN RWANDA - CASE STUDY: BRALIRWA PLC (2017-2020)

    The purpose of this study is to assess the impact of human resource motivation on the performance of private companies in Rwanda, specifically to assess the effectiveness of human resource motivation in Bralirwa PLC, within the period of 2017-2020. The targeted population of 80 staff members. The study used a primary method that involved questionnaires. A secondary method of data collection involved a desk review of relevant materials. Data collection was then analyzed using both Stata and SPSS software. The study indicated that there is a significant correlation between human resource motivation and private institutions in Rwanda. It was seen from analysis of responses, that there a correlation of 0.748(74.8%) is located in the interval [0.50-0.75[categorized as a positive and high correlation. As the significant level is at 0.01 (1%), the p-value of 0.000 (i.e., 0.0%) is less than 1%. This leads to confirm that there is a significant relationship between Human Resource Motivation and the performance of private companies in Bralirwa PLC. The training program is put in place where employees must be trained about their work and jobs in order to carrying out their work easily with a good attitude and confidence. 90% of respondents received training as a motivating factor toward performance. As the majority has been trained, it shows that employees are motivated by that additional ability to work, as they are working in changing environment. As the table above indicates, 21.5% of respondents told us that promotion depends on how the employee is committed to work, 34.3% said that promotion depends on service rendered, 7.1% said that promotion is based on the level of education of employees and 37.1% of respondents said that promotion depends on the employee professional experience. In general, the total asset turnover of Bralirwa PLC has good results in sales in four years in 67.6% in 2017, 73.4% in 2018, 82.7% in 2019 and 78.9 in 2020, in this way, investment in total asset in Bralirwa PLC is efficient. Based on information found from respondents and the questionnaire used during the research period, first hypothesis saying that there is effective human resource motivation in Bralirwa PLC is applied effectively has been verified and confirmed. The study recommends that Bralirwa should enhance human resource mobility to maintain production hence effective performance. They conclude that there is a significant correlation between human resource motivation and private institutions in Rwanda.  Article visualizations

    ASSESSMENT OF THE ROLE OF ACCOUNTING INFORMATION ON EFFECTIVE INVESTMENT DECISION - THE CASE OF BANQUE POPULAIRE DU RWANDA ATLASMARA

    The purpose of this study is to assess the role of accounting information on effective investment decisions at Banque Populaire du Rwanda Atlasmara. The target population was 50 staff members. The study used a primary method that involved questionnaires. Secondary methods of data collection involved a desk review of relevant materials. Data collection was then analyzed by using SPSS software. The study indicated a significant correlation between accounting information and investment decisions and all rely on information for an investment decision. It was seen from the analysis of responses, 83% argued always use accounting information for investment. It was revealed that the quality of accounting information in terms of its accuracy, adequacy, reliability, and mode of disclosure is a pertinent element of efficiency of investment decision making. The study recommends that commercial banks should use accounting always to increase the accuracy of their investment decision-making. The study recommends that Banque Populaire du Rwanda should consult the accounting information before making investment decisions and all interested parties to accounting information should use necessary financial ratios analysis for an investment decision.     Spectral Characterization of a Complete Equatorial Sample of 615 K Dwarfs

    We present the results of a spectroscopic study to determine the stellar properties, activity levels, space motions, and ages of the nearest K dwarfs. The targeted stars are members of RKSTAR (RECONS K Star) Survey that includes ∼5000 K dwarf primaries within 50 pc. An initial study established a benchmark calibration set of 35 K dwarfs with known ages of 20 Myr to 5 Gyr and high resolution (R=80000) spectra acquired on the CHIRON echelle spectrometer on the SMARTS 1.5m telescope at CTIO. Two known spectral indicators of activity and youth — the Hα absorption line (6562.8 Å) and the Li I resonance line (6707.8 Å) — showed strong trends in the training set. A sample of 615 K dwarfs within 33 parsecs and found between declinations +30 and −30 degrees has now been observed with CHIRON and analyzed relative to the stars in the benchmark calibration set. Surprisingly, it appears that as many as ∼8% of these K dwarfs have spectroscopic features indicating that they are young and/or active. As expected, Galactic U V W space motions indicate that most of the stars fall into the thin (80%) and thick (20%) disk populations, with a single outlier, HD 134439, which is a known halo star. Overall, we find a set of metal poor K dwarfs with [Fe/H]values of −0.5 dex or less that account for 4% of the population in the solar neighborhood. Empirical SpecMatch has been used to measure stellar properties for this sample of K dwarfs: temperatures range from 3600–5500 K, metallicities range from −0.6 \u3c [Fe/H]\u3c +0.55, and rotational velocities (v sin i) range from less than 10 km/s to more than 50 km/s. Surface gravity values (log g values) have also been determined, although they are less reliable than the other quantities. Cross-matching with NASA’s Exoplanet Archive reveals that only 42 exoplanet host stars are among our sample, highlighting the limited focus on mid and late-type K dwarfs (Teff \u3c 4800 K) in large exoplanet surveys. As a result of this work, we have identified 500 K dwarfs that are calm host stars worthy of detailed efforts to detect terrestrial planets. This work will serve as a key resource for assessing host star suitability for exoplanet habitability

    Strategy tools: contextual factors impacting use and usefulness

    Strategy tools are a common element of tourism and hotel management courses, journal articles and textbooks. In this paper we explore why practitioners do not find tools useful and hence reject their use as a strategy practice. Drawing on a cross-case analysis of qualitative data from three hotel companies, key findings suggest that strategy tools may restrict the deployment of experience-based knowledge, strategy practices are legitimised by top managers' perceptions and the lack of strategizing activities inhibits the potential for tool use. The industry context, including the unique ownership-management structure and institutionalised practices, also significantly influences the use and perceived value of tools. Practitioners are recommended to reconsider the ability of strategy tools to facilitate debate and act as boundary spanning objects and tourism researchers are encouraged to further study how practitioners use and value tools in order to create new ones based on practice rather than only on theory

    Using generative modelling to produce varied intonation for speech synthesis

    Unlike human speakers, typical text-to-speech (TTS) systems are unable to produce multiple distinct renditions of a given sentence. This has previously been addressed by adding explicit external control. In contrast, generative models are able to capture a distribution over multiple renditions and thus produce varied renditions using sampling. Typical neural TTS models learn the average of the data because they minimise mean squared error. In the context of prosody, taking the average produces flatter, more boring speech: an "average prosody". A generative model that can synthesise multiple prosodies will, by design, not model average prosody. We use variational autoencoders (VAEs) which explicitly place the most "average" data close to the mean of the Gaussian prior. We propose that by moving towards the tails of the prior distribution, the model will transition towards generating more idiosyncratic, varied renditions. Focusing here on intonation, we investigate the trade-off between naturalness and intonation variation and find that typical acoustic models can either be natural, or varied, but not both. However, sampling from the tails of the VAE prior produces much more varied intonation than the traditional approaches, whilst maintaining the same level of naturalness.Comment: Accepted for the 10th ISCA Speech Synthesis Workshop (SSW10

    SETTLING FOR LESS: THE INSTITUTIONALIZATION OF THE HOTEL FEASIBILITY STUDY

    Hotel feasibility studies play an important role in the hotel development process as hotel developers, lenders, and operators all require an analysis of a hotel’s projected operating performance and the ensuing financial returns. Such studies are rarely effective, however, at predicting future performance. Although scholars and practitioners have repeatedly recommended numerous improvements to correct their methodological weaknesses and improve their accuracy, few changes have been incorporated. This study’s purpose was to identify the underlying reasons why the methodological improvements identified in previous studies have not been undertaken. The research employed a qualitative methodology based on interviews with leading hotel owners, developers, lenders, and consultants. The key findings of the research demonstrated that the way in which feasibility studies are used, the value the stakeholders place on them, cost and time constraints, and the limited incentives and accountability associated with improving underlying assumptions and methodologies are key drivers behind the marginalization and stagnant evolution of the hotel feasibility study
