    We demonstrate a means of creating a digital image by using a two axis tilt micromirror to scan a scene. For each different orientation we extract a single grayscale value from the mirror and combine them to form a single composite image. This allows one to choose the distribution of the samples, and so in principle a variable resolution image could be created.     Inequality, marketisation and the left: Schools policy in England and Sweden

    It is argued in this article that the marketisation of schools policy has a tendency to produce twin effects: an increase in educational inequality, and an increase in general satisfaction with the schooling system. However, the effect on educational inequality is very much stronger where prevailing societal inequality is higher. The result is that cross-party political agreement on the desirability of such reforms is much more likely where societal inequality is lower (as the inequality effects are also lower). Counterintuitively, then, countries that are more egalitarian – and so typically thought of as being more left-wing – will have a higher likelihood of adopting marketisation than more unequal countries. Evidence is drawn from a paired comparison of English and Swedish schools policies from the 1980s to the present. Both the policy history and elite interviews lend considerable support for the theory in terms of both outcomes and mechanisms

    Acting Right? Privatization, Encompassing Interests, and the Left

    I present a theoretical account of the politics of privatization that predicts left-wing support for the policy is conditional on the proportionality of the electoral system. In contrast to accounts that see privatization as an inherently right-wing policy, I argue that, like trade policy, it has the feature of creating distributed benefits and concentrated costs. Less proportional electoral systems create incentives for the Left to be responsive to those who face the concentrated costs, and thus for them to oppose privatization more strongly. More proportional systems reduce these incentives and increase the extent to which distributed benefits are internalized by elected representatives. Hypotheses are derived from this theory at both the individual and macro-policy level, and then tested separately. Quantitative evidence on public opinion from the 1990s and privatization revenues from Western European countries over the period 1980–2005 supports the argument

    Nitric oxide formation in gas turbine engines: A theoretical and experimental study

    A modified Zeldovich kinetic scheme was used to predict nitric oxide formation in the burned gases. Nonuniformities in fuel-air ratio in the primary zone were accounted for by a distribution of fuel-air ratios. This was followed by one or more dilution zones in which a Monte Carlo calculation was employed to follow the mixing and dilution processes. Predictions of NOX emissions were compared with various available experimental data, and satisfactory agreement was achieved. In particular, the model is applied to the NASA swirl-can modular combustor. The operating characteristics of this combustor which can be inferred from the modeling predictions are described. Parametric studies are presented which examine the influence of the modeling parameters on the NOX emission level. A series of flow visualization experiments demonstrates the fuel droplet breakup and turbulent recirculation processes. A tracer experiment quantitatively follows the jets from the swirler as they move downstream and entrain surrounding gases. Techniques were developed for calculating both fuel-air ratio and degree of nonuniformity from measurements of CO2, CO, O2, and hydrocarbons. A burning experiment made use of these techniques to map out the flow field in terms of local equivalence ratio and mixture nonuniformity

    Are Policy Analogies Persuasive? The Household Budget Analogy and Public Support for Austerity

    Public opinion on complex policy questions is shaped by the ways in which elites simplify the issues. Given the prevalence of metaphor and analogy as tools for cognitive problem solving, the deployment of analogies is often proposed as a tool for this kind of influence. For instance, a prominent explanation for the acceptance of austerity is that voters understand government deficits through an analogy to household borrowing. Indeed, there are theoretical reasons to think the household finance analogy represents a most likely case for the causal influence of analogical reasoning on policy preferences. This article examines this best-case scenario using original survey data from the United Kingdom. It reports observational and experimental analyses that find no evidence of causation running from the household analogy to preferences over the government budget. Rather, endorsement of the analogy is invoked ex post to justify support for fiscal consolidation

    All Keynesians now? Public support for countercyclical government borrowing

    In the wake of the 2008 financial crisis, macroeconomic policy returned to the political agenda, and the influence of Keynesian ideas about fiscal stimulus rose (and then fell) in expert circles. Much less is known, however, about whether and when Keynesian prescriptions for countercyclical spending have any support among the general public. We use a survey experiment, fielded twice, to recover the extent to which UK respondents hold such countercyclical attitudes. Our results indicate that public opinion was countercyclical—Keynesian—in 2016. We then use Eurobarometer data to estimate the same basic parameter for the population for the period 2010–2017. The observational results validate our experimental findings for the later period, but also provide evidence that the UK population held procyclical views at the start of the period. Thus, there appear to be important dynamics in public opinion on a key macroeconomic policy issue

    A Qualitative Description Investigation of U.S. Higher Education Quantitative Datasets

    Currently, the U.S. system of higher education is almost exclusively evaluated by quantitative data based on traditional student trajectories and university structured programs. This could be problematic for community colleges and post-traditional students, who are a growing population at all institutions. Therefore, we conducted a pilot, qualitative description analysis of three U.S. quantitative national datasets to assess their accuracy and identify factors that influence classifications. We interviewed individuals (n=13) who would qualitatively be considered success stories, specifically individuals who attended community colleges during their undergraduate studies and ultimately high ranking graduate programs, to gather information about their educational timelines. In some cases, the datasets would classify these individuals as completers but not always. Participants would be classified as non-completers for two major reasons: transfer prior to Associate degree completion and limitations with prescribed timelines. The latter is complicated by the perceived freedom of the open door policy at community colleges. The results from this study indicate a need to modify existing quantitative metrics to purposefully incorporate community colleges and their students, and the findings reinforce the importance of qualitative research in higher education

    Wetropolis extreme rainfall and flood demonstrator: from mathematical design to outreach

    Government and consulting experts on flood mitigation generally face difficulties when trying to explain the science of extreme flooding to the general public, in particular the concept of a return period. Too often, for example, people perceive they are safe for the next 100 years after a 1:100-year return-period flood has hit their town. UK flood practitioners therefore gave us the challenge to design an outreach tool that conceptualises the science of flooding in a way that is accessible to and directly engages the public, and in particular demonstrates what a return period is. Furthermore, we were tasked with designing a live 3-D physical model rather than a graphical or animated 2-D game on a screen. We show here how we tackled that challenge by designing, constructing, and showcasing the Wetropolis Flood Demonstrator. Wetropolis is a transportable and conceptual physical model with random rainfall, river flow, a flood plain, an upland reservoir, a porous moor, representing the upper catchment and visualising groundwater flow, and a city which can flood following extreme and random rainfall. A key novelty is the supply of rainfall every Wetropolis day. Several aspects of Wetropolis are considered. i. We present the modular mathematical and numerical design on which Wetropolis is based. It guided the choice of parameter values of Wetropolis, which was loosely inspired by the Leeds Boxing Day floods of the River Aire in 2015. The design model further serves as the building block and inspiration for adaptations suited to particular local demands. Moreover, the model is purposely lean and therefore quick to compute, serving flexibility in the outreach-tool design, but is less suitable for any detailed scientific validation. ii. The constructed Wetropolis is described here in broad terms, but we include a link to a GitHub site with details to inspire other bespoke designs. The goal, again, is to facilitate new adaptations of Wetropolis for particular catchments different to the Leeds River Aire case. iii. Our experience in showcasing Wetropolis is summarised and discussed, with the purpose of giving an overview as well as inspiring improved and bespoke adaptations. While Wetropolis should be experienced live, with videos found on the GitHub site, here we provide a photographic overview. To date, Wetropolis has been showcased to 500 to 1000 people at public workshops and exhibitions on recent UK floods, as well as to flood practitioners and scientists at various research and stakeholder workshops. iv. We conclude with some ongoing design changes, including how people can experience natural flood management in a revised Wetropolis design. Finally, we also discuss how Wetropolis, although originally focussed solely on outreach, led to a new cost-effectiveness analysis and protocol for assessing flood-mitigation plans and inspired other physical models for use in education and water management
