    Assessing Gear Modifications Needed to Optimize Yields in a Heavily Exploited, Multi-Species, Seagrass and Coral Reef Fishery

    Effective management is necessary if small-scale fisheries, such as those found in mixed habitats including seagrass and coral reefs, are to continue providing food for many of the poorest communities of the world. Gear-based management, although under represented and under studied, has the potential to be adaptive, address multiple objectives, and be crafted to the socio-economic setting. Management effectiveness in seagrass and coral reef fisheries has generally been evaluated at the scale of the fish community. However, community level indicators can mask species-specific declines that provide significant portions of the fisheries yields and income. Using a unique dataset, containing ten years of species level length frequency catch data from a multi-gear, multi-species seagrass and coral reef fishery in Kenya, we evaluate species specific fishery statuses, compare gear use to gear regulations and estimate the potential needs for further gear restrictions. Despite the high diversity of the fishery, fifteen species represented over 90% of the catch, and only three species represented 60% of the catch. The three most abundant species in the catch, Lethrinus lentjan (Lacepède), Siganus sutor (Valenciennes) and Leptoscarus vaigiensis (Quoy & Gaimard) all showed evidence of growth overfishing. Lethrinus lentjan, with an exploitation rate of 0.82, also shows evidence of recruitment overfishing. Current legal but weakly enforced gear restrictions are capable of protecting a significant portion of the catch up to maturity but optimization of yield will require that the current mesh size be increased from 6.3 to 8.8 and 9.2 cm to increase yields of L. lentjan and S. sutor, respectively. Given the difficulties of enforcing mesh size, we recommend that the economic benefits of these larger mesh sizes be communicated and enforced through co-management.     What matters to whom and why? Understanding the importance of coastal ecosystem services in developing coastal communities

    Coastal ecosystems support the livelihoods and wellbeing of millions of people worldwide. However, the marine and terrestrial ecosystem services that coastal ecosystems provide are particularly vulnerable to global environmental change, as are the coastal communities who directly depend on them. To navigate these changes and ensure the wellbeing of coastal communities, policy-makers must know which coastal ecosystem services matter to whom, and why. Yet, in developing coastal settings, capturing people's perceptions of the importance of ecosystem services is challenging for several reasons. Firstly, coastal ecosystem services encompass both terrestrial and marine services across multiple categories (i.e. provisioning, supporting, and cultural) that are difficult to value together. Secondly, widely used monetary valuation techniques are often inappropriate because of culturally specific attributions of value, and the intangible nature of key cultural ecosystem services. Thirdly, people within communities may hold different ecosystem services values. In this paper, we examine how people ascribe and explain the importance of a range of marine and terrestrial ecosystem services in three coastal communities in Papua New Guinea. We use a mixed-methods approach that combines a non-monetary ranking and rating assessment of multiple ecosystem services, with a socio-economic survey (N = 139) and qualitative explanations of why ecosystem services matter. We find that people uniformly ascribe the most importance to marine and terrestrial provisioning services that directly support their livelihoods and material wellbeing. However, within communities, gender, wealth, and years of formal schooling do shape some differences in how people rate ecosystem services. In addition, although cultural ecosystem services were often rated lower, people emphasized that they ranked provisioning services highly, in part, because of their contribution to cultural values like bequest. People also expressed concern about extractive ecosystem services, like fuelwood, that were perceived to be destructive, and were rated low. We contend that comprehensive ecosystem services assessments that include narratives can capture the broad importance of a range of ecosystem services, alongside relational values and normative judgements. This exploratory approach is a useful step towards understanding the complexities of ecosystem services in developing coastal settings

    Rights and representation support justice across aquatic food systems

    Injustices are prevalent in food systems, where the accumulation of vast wealth is possible for a few, yet one in ten people remain hungry. Here, for 194 countries we combine aquatic food production, distribution and consumption data with corresponding national policy documents and, drawing on theories of social justice, explore whether barriers to participation explain unequal distributions of benefits. Using Bayesian models, we find economic and political barriers are associated with lower wealth-based benefits; countries produce and consume less when wealth, formal education and voice and accountability are lacking. In contrast, social barriers are associated with lower welfare-based benefits; aquatic foods are less affordable where gender inequality is greater

    Coral reef ecosystem services in the Anthropocene

    Coral reefs underpin a range of ecosystem goods and services that contribute to the well‐being of millions of people. However, tropical coral reefs in the Anthropocene are likely to be functionally different from reefs in the past. In this perspective piece, we ask, what does the Anthropocene mean for the provision of ecosystem services from coral reefs? First, we provide examples of the provisioning, regulating, cultural and supporting services underpinned by coral reef ecosystems. We conclude that coral reef ecosystem service research has lagged behind multidisciplinary advances in broader ecosystem services science, such as an explicit recognition that interactions between social and ecological systems underpin ecosystem services. Second, drawing on tools from functional ecology, we outline how these social–ecological relationships can be incorporated into a mechanistic understanding of service provision and how this might be used to anticipate future changes in coral reef ecosystem services. Finally, we explore the emergence of novel reef ecosystem services, for example from tropicalized coastlines, or through changing technological connections to coral reefs. Indeed, when services are conceived as coming from social–ecological system dynamics, novelty in services can emerge from elements of the interactions between people and the ecosystem. This synthesis of the coral reef ecosystem services literature suggests the field is poorly prepared to understand the changing service provision anticipated in the Anthropocene. A new research agenda is needed that better connects reef functional ecology to ecosystem service provision. This research agenda should embrace more holistic approaches to ecosystem service research, recognizing them as co‐produced by ecosystems and society. Importantly, the likelihood of novel ecosystem service configurations requires further conceptualization and empirical assessment. As with current ecosystem services, the loss or gain of services will not affect all people equally and must be understood in the context in which they occur.     Abstract Climate change is a significant future driver of change in coastal social-ecological systems. Our knowledge of impacts, adaptation options, and possible outcomes for marine environments and coastal industries is expanding, but remains limited and uncertain. Alternative scenarios are a way to explore potential futures under a range of conditions. We developed four alternative future scenarios for the Great Barrier Reef and its fishing and tourism industries positing moderate and more extreme (2-3°C above pre-industrial temperatures) warming for 2050 and contrasting 'limited' and 'ideal' ecological and social adaptation. We presented these scenarios to representatives of key stakeholder groups to assess the perceived viability of different social adaptation options to deliver desirable outcomes under varied contexts

    A social-ecological approach to conservation planning: embedding social considerations

    Many conservation plans remain unimplemented, in part because of insufficient consideration of the social processes that influence conservation decisions. Complementing social considerations with an integrated understanding of the ecology of a region can result in a more complete conservation approach. We suggest that linking conservation planning to a social-ecological systems (SES) framework can lead to a more thorough understanding of human-environment interactions and more effective integration of social considerations. By characterizing SES as a set of subsystems, and their interactions with each other and with external factors, the SES framework can improve our understanding of the linkages between social and ecological influences on the environment. Using this framework can help to identify socially and ecologically focused conservation actions that will benefit ecosystems and human communities, and assist in the development of more consistent evidence for evaluating conservation actions by comparing conservation case studies

    Disaggregating ecosystem service values and priorities by wealth, age, and education

    Ecosystem services support the livelihoods and wellbeing of millions of people in developing countries. However, the benefits from ecosystem services are rarely, if ever, distributed equally within communities. Little work has examined whether and how socio-economic characteristics (e.g. age, poverty, education) are related to how people value and prioritize ecosystem services. We interviewed 372 people connected to coral reef fisheries in 28 communities across four countries in the western Indian Ocean. Each fisher ranked the importance of nine ecosystem service benefits, and then rated which services they most desired an improvement in quantity or quality. We disaggregated their responses to see whether age, poverty, or years of formal schooling influence how fishers rank and prioritize coral reef ecosystem services. Overall, we found little empirical evidence of strong differences between groups. However, the wealthiest fishers did prioritize improvements in habitat ecosystem services and recreational benefits more than other fishers. Our findings emphasize that people directly dependent on coral reef fisheries for their livelihood hold mostly similar values and priorities for ecosystem services. However, poverty influences whether fishers prioritize improvements in supporting ecosystem services associated with environmental care, in this case habitat benefits. Making the differences and similarities between the importance of and priorities for ecosystem services explicit can help decision-makers to target and frame management to be more socially inclusive and equitable and therefore, more effective

    Harnessing global fisheries to tackle micronutrient deficiencies

    Micronutrient deficiencies account for an estimated one million premature deaths annually, and for some nations can reduce gross domestic product1,2 by up to 11%, highlighting the need for food policies that focus on improving nutrition rather than simply increasing the volume of food produced3. People gain nutrients from a varied diet, although fish—which are a rich source of bioavailable micronutrients that are essential to human health4—are often overlooked. A lack of understanding of the nutrient composition of most fish5 and how nutrient yields vary among fisheries has hindered the policy shifts that are needed to effectively harness the potential of fisheries for food and nutrition security6. Here, using the concentration of 7 nutrients in more than 350 species of marine fish, we estimate how environmental and ecological traits predict nutrient content of marine finfish species. We use this predictive model to quantify the global spatial patterns of the concentrations of nutrients in marine fisheries and compare nutrient yields to the prevalence of micronutrient deficiencies in human populations. We find that species from tropical thermal regimes contain higher concentrations of calcium, iron and zinc; smaller species contain higher concentrations of calcium, iron and omega-3 fatty acids; and species from cold thermal regimes or those with a pelagic feeding pathway contain higher concentrations of omega-3 fatty acids. There is no relationship between nutrient concentrations and total fishery yield, highlighting that the nutrient quality of a fishery is determined by the species composition. For a number of countries in which nutrient intakes are inadequate, nutrients available in marine finfish catches exceed the dietary requirements for populations that live within 100 km of the coast, and a fraction of current landings could be particularly impactful for children under 5 years of age. Our analyses suggest that fish-based food strategies have the potential to substantially contribute to global food and nutrition security

    Decomposability of soil organic matter over time: the Soil Incubation Database (SIDb, version 1.0) and guidance for incubation procedures

    The magnitude of carbon (C) loss to the atmosphere via microbial decomposition is a function of the amount of C stored in soils, the quality of the organic matter, and physical, chemical, and biological factors that comprise the environment for decomposition. The decomposability of C is commonly assessed by laboratory soil incubation studies that measure greenhouse gases mineralized from soils under controlled conditions. Here, we introduce the Soil Incubation Database (SIDb) version 1.0, a compilation of time series data from incubations, structured into a new, publicly available, open-access database of C flux (carbon dioxide, CO2, or methane, CH4). In addition, the SIDb project also provides a platform for the development of tools for reading and analysis of incubation data as well as documentation for future use and development. In addition to introducing SIDb, we provide reporting guidance for database entry and the required variables that incubation studies need at minimum to be included in SIDb. A key application of this synthesis effort is to better characterize soil C processes in Earth system models, which will in turn reduce our uncertainty in predicting the response of soil C decomposition to a changing climate. We demonstrate a framework to fit curves to a number of incubation studies from diverse ecosystems, depths, and organic matter content using a built-in model development module that integrates SIDb with the existing SoilR package to estimate soil C pools from time series data. The database will help bridge the gap between point location measurements, which are commonly used in incubation studies, and global remote-sensed data or data products derived from models aimed at assessing global-scale rates of decomposition and C turnover.     The vital roles of blue foods in the global food system

    Blue foods play a central role in food and nutrition security for billions of people and are a cornerstone of the livelihoods, economies, and cultures of many coastal and riparian communities. Blue foods are extraordinarily diverse, are often rich in essential micronutrients and fatty acids, and can often be produced in ways that are more environmentally sustainable than terrestrial animal-source foods. Capture fisheries constitute the largest wild-food resource for human extraction that would be challenging to replace. Yet, despite their unique value, blue foods have often been left out of food system analyses, policies, and investments. Here, we focus on three imperatives for realizing the potential of blue foods: (1) Bring blue foods into the heart of food system decision-making; (2) Protect and develop the potential of blue foods to help end malnutrition; and (3) Support the central role of small-scale actors in fisheries and aquaculture. Recognition of the importance of blue foods for food and nutrition security constitutes a critical justification to preserve the integrity and diversity of aquatic species and ecosystems.Additional co-authors: Christopher D.
