    Influence network linkages across implementation strategy conditions in a randomized controlled trial of two strategies for scaling up evidence-based practices in public youth-serving systems.

    BackgroundGiven the importance of influence networks in the implementation of evidence-based practices and interventions, it is unclear whether such networks continue to operate as sources of information and advice when they are segmented and disrupted by randomization to different implementation strategy conditions. The present study examines the linkages across implementation strategy conditions of social influence networks of leaders of youth-serving systems in 12 California counties participating in a randomized controlled trial of community development teams (CDTs) to scale up use of an evidence-based practice.MethodsSemi-structured interviews were conducted with 38 directors, assistant directors, and program managers of county probation, mental health, and child welfare departments. A web-based survey collected additional quantitative data on information and advice networks of study participants. A mixed-methods approach to data analysis was used to create a sociometric data set (n = 176) to examine linkages between treatment and standard conditions.ResultsOf those network members who were affiliated with a county (n = 137), only 6 (4.4%) were directly connected to a member of the opposite implementation strategy condition; 19 (13.9%) were connected by two steps or fewer to a member of the opposite implementation strategy condition; 64 (46.7%) were connected by three or fewer steps to a member of the opposite implementation strategy condition. Most of the indirect steps between individuals who were in different implementation strategy conditions were connections involving a third non-county organizational entity that had an important role in the trial in keeping the implementation strategy conditions separate. When these entities were excluded, the CDT network exhibited fewer components and significantly higher betweenness centralization than did the standard condition network.ConclusionAlthough the integrity of the RCT in this instance was not compromised by study participant influence networks, RCT designs should consider how influence networks may extend beyond boundaries established by the randomization process in implementation studies.Trial registrationNCT00880126

    Public/community Health Education Professional Accreditation among Stand-alone Baccalaureate Programs

    Background and Purpose: Formal training for health promotion practitioners often includes academic study in health education. Accreditation is an important quality assurance mechanism. One concern expressed during Council of Education for Public Health (CEPH) professional meetings is the capacity of stand-alone undergraduate programs in health education to meet the demands of accreditation. The purpose of this study was to determine the accreditation knowledge level among the program directors of stand-alone programs, and identify the perceived challenges, support for and value ascribed to accreditation among these programs operating without an affiliated graduate program. Methods: Thirtyfive undergraduate program coordinators identified via the 2009 American Association for Health Education (AAHE) directory completed a 21-item survey instrument. Results: Most program coordinators knew about undergraduate accreditation requirements (82.9%), but program coordinators of self-identified small programs had significantly more concerns about the availability of resources needed to successfully attain accreditation. Conclusion: It is important to consider and provide resources for successful attainment of accreditation among smaller undergraduate institutions. Information regarding this general concern will be important to both the CEPH and academic program coordinators as they move forward with the new stand-alone baccalaureate accreditation initiative

    Integrity testing of brush seal in a T-700 engine

    A split-ring brush seal was fabricated, installed between two labyrinth-honeycomb shroud seals, and tested in the fourth-stage turbine of a T-700 engine. The annealed Haynes 25 bristles rubbed directly against the nonconditioned, irregular Rene 80 turbine blade shroud surface. A total of 21 hr of cyclic and steady-state data were taken with surface speeds of 335 m/s (1100 ft/s) and shroud temperatures to 620 C (1150 F). Wear appeared to be rapid initially, with an orange flash of hot brush fragments during the first engine startup, to minimal after 10 hr of operation. The brush survived the testing but experienced some bristle pullouts and severe bristle wear; some turbine interface wear and possible material transfer was noted. Future design concerns center on tribological behavior at the interface with or without lubricants

    Relative performance comparison between baseline labyrinth and dual-brush compressor discharge seals in a T-700 engine test

    In separate series of T-700 engine tests, direct comparisons were made between the forward-facing labyrinth and dual-brush compressor discharge seals. Compressor speeds to 43,000 rpm, surface speeds to 160 m/s (530 ft/s), pressures to 1 MPa (145 psi), and temperatures to 680 K (765 F) characterized these tests. The wear estimate for 40 hr of engine operations was less than 0.025 mm (0.001 in.) of the Haynes 25 alloy bristles running against a chromium-oxide-coated rub runner. The pressure drops were higher for the dual-brush than for the forward-facing labyrinth seal, implying better seal characteristics and engine performance for the brush seal. Modification of the secondary flow path requires that changes in cooling air and engine dynamics be accounted for

    Satellite-based sea ice thickness changes in the Laptev Sea from 2002 to 2017: comparison to mooring observations

    The gridded sea ice thickness (SIT) climate data record (CDR) produced by the European Space Agency (ESA) Sea Ice Climate Change Initiative Phase 2 (CCI-2) is the longest available, Arctic-wide SIT record covering the period from 2002 to 2017. SIT data are based on radar altimetry measurements of sea ice freeboard from the Environmental Satellite (ENVISAT) and CryoSat-2 (CS2). The CCI-2 SIT has previously been validated with in situ observations from drilling, airborne remote sensing, electromagnetic (EM) measurements and upward-looking sonars (ULSs) from multiple ice-covered regions of the Arctic. Here we present the Laptev Sea CCI-2 SIT record from 2002 to 2017 and use newly acquired ULS and upward-looking acoustic Doppler current profiler (ADCP) sea ice draft (VAL) data for validation of the gridded CCI-2 and additional satellite SIT products. The ULS and ADCP time series provide the first long-term satellite SIT validation data set from this important source region of sea ice in the Transpolar Drift. The comparison of VAL sea ice draft data with gridded monthly mean and orbit trajectory CCI-2 data, as well as merged CryoSat-2–SMOS (CS2SMOS) sea ice draft, shows that the agreement between the satellite and VAL draft data strongly depends on the thickness of the sampled ice. Rather than providing mean sea ice draft, the considered satellite products provide modal sea ice draft in the Laptev Sea. Ice drafts thinner than 0.7 m are overestimated, while drafts thicker than approximately 1.3 m are increasingly underestimated by all satellite products investigated for this study. The tendency of the satellite SIT products to better agree with modal sea ice draft and underestimate thicker ice needs to be considered for all past and future investigations into SIT changes in this important region. The performance of the CCI-2 SIT CDR is considered stable over time; however, observed trends in gridded CCI-2 SIT are strongly influenced by the uncertainties of ENVISAT and CS2 and the comparably short investigation period

    Thermodynamics of Gas Turbine Cycles with Analytic Derivatives in OpenMDAO

    A new equilibrium thermodynamics analysis tool was built based on the CEA method using the OpenMDAO framework. The new tool provides forward and adjoint analytic derivatives for use with gradient based optimization algorithms. The new tool was validated against the original CEA code to ensure an accurate analysis and the analytic derivatives were validated against finite-difference approximations. Performance comparisons between analytic and finite difference methods showed a significant speed advantage for the analytic methods. To further test the new analysis tool, a sample optimization was performed to find the optimal air-fuel equivalence ratio, , maximizing combustion temperature for a range of different pressures. Collectively, the results demonstrate the viability of the new tool to serve as the thermodynamic backbone for future work on a full propulsion modeling tool
