African Private Security Companies and the Alien Tort Claims Act: Could Multinational Oil and Mining Companies be Liable?

This paper focuses specifically on the possible liability under the ATCA of multinational oil and mining companies operating in Africa. First, it will examine the relationships between the multinational oil and mining companies, private security forces and African governments. In doing so, it will describe the actual activities and operations of the private security forces in conjunction with the oil and mining corhpanies. Second, this paper will outline the elements of liability under the ATCA. This will include a discussion of recent cases in which foreign nationals have sued multinational companies in the United States for alleged human rights abuses committed abroad. Finally, this paper will explore whether the oil and mining companies could be liable for the actions of the private security forces in certain situations under the United States ATCA. It will also outline recommendations for the oil and mining companies on how to conduct their relationships with the private security forces so that their likelihood of liability might be reduced

SAIL Panama Canal Zone Project 2008 : Biological Survey of Panama (1910-1912)

During the 18th Annual 2008 SAIL meeting at the Smithsonian Tropical Research Institute in Panama, a suggestion was made for the need to digitize and make available through the Aquatic Commons some of the early documents related to the U.S. biological survey of Panama from 1910 to 1912. HEJ 2: High energy resummation for hadron colliders

We present HEJ 2, a new implementation of the High Energy Jets formalism for high-energy resummation in hadron-collider processes as a flexible Monte Carlo event generator. In combination with a conventional fixed-order event generator, HEJ 2 can be used to obtain greatly improved predictions for a number of phenomenologically important processes by adding all-order logarithmic corrections in . A prime example for such a process is the gluon-fusion production of a Higgs boson in association with widely separated jets, which constitutes the dominant background to Higgs boson production in weak-boson fusion

Dualism in action

We know what one dualist account of human action looks like, because Descartes gave us one. I want to explore the extent ot which presnet-day accounts of physical action are vulnerable to the charges that may be made against Descartes's dualist account. I once put forward an account of human action, and I have always maintained that my view about the basic shape of a correct ‘theory of aciton’ can be combined with a thoroughgoing opposition to dualism. But the possibility of the combination has been doubted and it will remain doubtful until we have a better understanding of what makes an account objectionably dualistic. In this paper, I hope to deflect some of the criticims aimed what I shall call my account, and to show that when they are turned onto their proper path their actual target is some physicalist accounts

Personal and sub-personal: a defence of Dennett's early distinction

Since 1969, when Dennett introduced a distinction between personal and sub‐personal levels of explanation, many philosophers have used ‘sub‐personal’ very loosely, and Dennett himself has abandoned a view of the personal level as genuinely autonomous. I recommend a position in which Dennett's original distinction is crucial, by arguing that the phenomenon called mental causation is on view only at the properly personal level. If one retains the commit‐’ ments incurred by Dennett's early distinction, then one has a satisfactory anti‐physicalistic, anti‐dualist philosophy of mind. It neither interferes with the projects of sub‐personal psychology, nor encourages ; instrumentalism at the personal level. People lose sight of Dennett’s personal/sub-personal distinction because they free it from its philosophical moorings. A distinction that serves a philosophical purpose is typically rooted in doctrine; it cannot be lifted out of context and continue to do its work. So I shall start from Dennett’s distinction as I read it in its original context. And when I speak of ‘the distinction’, I mean to point not only towards the terms that Dennett first used to define it but also towards the philosophical setting within which its work was cut out

Comparing methods of measuring sea-ice density in the East Antarctic

Remotely sensed derivation of sea-ice thickness requires sea·ice density. Sea-ice density was estimated with three techniques during the second Sea Ice Physics and Ecosystem eXperiment (SIPEX-II, September-November 2012, East Antarctica). The sea ice was first-year highly deformed, mean thickness 1.2 m with layers, consistent with rafting, and 6-7/10 columnar ice and 3/10 granular ice. Ice density was found to be lower than values (900-920 kg m⁻³ used previously to derive ice thickness, with columnar ice mean density of 870 kg m⁻³. At two different ice stations the mean density of the ice was 870 and 800 kg m⁻³, the lower density reflecting a high percentage of porous granular ice at the second station. Error estimates for mass/volume and liquid/solid water methods are presented. With 0.1 m long, 0.1 m core samples, the error on individual density estimates is 28 kg m⁻³. Errors are larger for smaller machined blocks. Errors increase to 46 kg m⁻³ if the liquid/solid volume method is used. The mass/volume method has a low bias due to brine drainage of at least 5%. Bulk densities estimated from ice and snow measurements along 100 m transects were high, and likely unrealistic as the assumption of isostatic balance is not suitable over these length scales in deformed ice
