    Does the internet deserve everybody?

    There has been a long standing tradition amongst developed nations of influencing, both directly and indirectly, the activities of developing economies. Behind this is one of a range of aims: building/improving living standards, bettering the social status of recipient communities, etc. In some cases, this has resulted in prosperous relations, yet often this has been seen as the exploitation of a power position or a veneer for other activities (e.g. to tap into new emerging markets). In this paper, we explore whether initiatives to improve Internet connectivity in developing regions are always ethical. We draw a list of issues that would aid in formulating Internet initiatives that are ethical, effective, and sustainable

    Disability design and innovation in computing research in low resource settings

    80% of people with disabilities worldwide live in low resourced settings, rural areas, informal settlements and in multidimensional poverty. ICT4D leverages technological innovations to deliver programs for international development. But very few do so with a focus on and involving people with disabilities in low resource settings. Also, most studies largely focus on publishing the results of the research with a focus on the positive stories and not the learnings and recommendations regarding research processes. In short, researchers rarely examine what was challenging in the process of collaboration. We present reflections from the field across four studies. Our contributions are: (1) an overview of past work in computing with a focus on disability in low resource settings and (2) learnings and recommendations from four collaborative projects in Uganda, Jordan and Kenya over the last two years, that are relevant for future HCI studies in low resource settings with communities with disabilities. We do this through a lens of Disability Interaction and ICT4D

    Exploring the “impact” in Impact sourcing ventures: a sociology of space perspective

    Using qualitative methods this paper explores the lived experience of individuals employed in impact sourcing ventures. In doing so, the paper attempts to understand “impact” from the point of view of beneficiaries. The paper, drawing on Georg Simmel’s work on the sociology of space, explores how space influences the lived experience of beneficiaries in ImS ventures. The findings highlight the various strategies adopted by beneficiaries to navigate the dialectical tensions experienced as a result of living and working in the new (ImS workplace) and the old (community) space.     Socializing accountability for improving primary healthcare: an action research program in rural Karnataka

    The Alma Ata Declaration of 1978 invoked a socialising form of accountability through which communities and health workers participated in and were jointly accountable for primary healthcare. Aside from a few experiments, by the 1990s these ideals were quickly replaced by policy prescriptions based on increasing efficiency in data quality and reporting through the introduction of health information systems. More recently, there has been a revival of interest in community participation as a mechanism for improving the poor status of primary healthcare in developing countries through the constitution of village health committees. This paper documents and reflects on nine years of research on interventions aimed at improving primary healthcare accountability in rural Karnataka. Over this period, our focus has shifted from studying how computerised health information systems can strengthen conventional accountability systems to a period of extended participatory action research aimed at socialising accountability practices at village level. The findings from this study constitute vital knowledge for reforming the primary healthcare sector through different policy measures including the design of appropriate technology-based solutions

    Part 4: AI, Data Analytics and Automated Decision MakingInternational audienceArtificial intelligence (AI) is said to be the next big phase in digitalization. There is a global ongoing race to develop, implement and make use of AI in both the private and public sector. The many responsibilities of governments in this race are complicated and cut across a number of areas. Therefore, it is important that the use of AI supports these diverse aspects of governmental commitments and values. The aim of this paper is to analyze how AI is portrayed in Swedish policy documents and what values are attributed to the use of AI. We analyze Swedish policy documents and map benefits, considerations and risks with AI into different value ideals, based on an established e-government value framework. We conclude that there is a discrepancy in the policy level discourse on the use of AI between different value ideals. Our findings show that AI is strongly associated with improving efficiency and service quality in line with previous e-government policy studies. Interestingly, few benefits are highlighted concerning engagement of citizens in policy making. A more nuanced view on AI is needed for creating realistic expectations on how this technology can benefit society

    The role of the marginalized and unusual suspects in the production of digital innovations: Models of innovation in an African context

    The rapid proliferation of innovation concepts addressing experiences in the Global South raises crucial questions about the relevance of this phenomenon for development. In an effort to bring conceptual clarity, this paper reviews several related understandings of innovation and related approaches to, firstly, map overlaps and differences, and secondly, understand how they are situated within the development discourse. This study uses a literature review and applies thematic analysis in identifying the various innovation concepts, and the extent to which they include the marginalized in their framing and operationalization. In particular, this study evaluates whether these innovation concepts are framing innovation as something developed outside of poor communities but on behalf of them, whether innovation is designed alongside poor communities, or whether it is designed by and within poor communities. The findings of this study revealed that in most cases, these concepts are pro-poor, with very few exceptions of innovations done in collaboration with the poor, in a per-poor process

    Southern theories in ICT4D

    This paper suggests that the dominance of northern research paradigms in ICT4D may be viewed as a continuation of colonial sway over the endeavors of the global South. The notion of Southern Theory - as introduced in the work of Raewyn Connell, the Comaroffs, and others - may be a route by which re-searchers in the global South can reclaim the intellectual territory of ICT4D, with indigenous and regional research paradigms and theories rather than those simply absorbed from the global North

    Factors affecting e-government adoption in Liberia: A practitioner perspective

    Globally, e‐government implementation is growing, including in sub‐Saharan Africa, evidenced by the frequently reported benefits of e‐government programs in developed countries. The government of Liberia is pursuing an e‐government agenda to improve governance through the effective and efficient use of technology in the public sector. Liberia, one of the most underdeveloped countries in the world is bedeviled by over 10 years of civil war and most recently an Ebola virus outbreak which created severe human capacity gaps. The government has realized that in order to accelerate development and enhance its peoples' livelihood, it must integrate technology into its public administration procedures. However, the implementation of e‐government in Liberia has had mixed success. The objective of this research is to identify critical factors affecting the implementation of e‐government in Liberia. To achieve this aim, a reflective practitioner approach is employed as a lens to collect and guide the analysis of qualitative data. The data are collected through focus group discussion with senior IT practitioners (CIOs) of Liberia who are leading the delivery of e‐initiatives in Liberia. The factors identified are intended to guide how e‐government initiatives are implemented in Liberia. This research contributes to raising awareness about Liberia's e‐government program
