    Diversifying Marine-Based Employment Opportunities in Peripheral Communities

    End of project reportThis project was a development project connected to an INTERREG sub-programme called the Northern Periphery Programme (NPP). More specifically, this project was funded as an NPP Preparatory Project. The aim of such NPP Preparatory Projects is to facilitate the development of a transnational consortium that may produce an application to the NPP for a main project. Such a main project application will not directly ensue from this Preparatory Project, although it may do so in the future. Nevertheless, there are tangible immediate returns to Teagasc from this Preparatory Project that include 1) the opportunity, if considered appropriate, for Teagasc to join an existing NPP main project in 2011 that promotes a new mechanism to support rural enterprise such as food and tourism in the form of the Economusuem® concept and 2) the establishment of new international and national academic and agency contacts working in the area of local development

    The Rural Development Programme (2007-2013) and Farmer Innovation: A Review to Date and Look to the Future

    working paperThis paper seeks to comment on farmer innovation in relation to the measures within the Rural Development Programme (2007-2013). Evidence is presented on the general extent of innovation among farmers and the specific uptake of measures within Axes 1, 2 and 3 of the RDP. Changes to, and curtailment of, measures within the various Axes since the inception of the RDP until April 2010 are identified. Following a discussion of some of the internal and external factors that promote or hinder farmer innovation and participation with the Axes, suggestions are made about how to increase farmer engagement with the RDP. It is concluded that for the remainder of the RDP, certain bureaucratic barriers, governance issues, resource issues, training needs, and research gaps must be addressed if farm households are to innovate to the extent that they are expected to as a result of the RD

    Aspects of the furniture industry in Ireland

    This dissertation examines aspects of networking, industrial organisation, innovation, and industrial agglomeration in the Irish furniture manufacturing industry. With its focus on firm behaviour, industrial organisation and industrial structure the research is located within the tradition of industrial economics. Based on heterodox economic perspectives and utilising a variety of methods (albeit principally case study based), the dissertation provides new theoretical and empirical knowledge on this under-researched, resilient, predominantly Irish-owned and geographically dispersed low and medium technology industry. The dissertation consists of four thematically homogenous papers, the theme being the industrial economics of the furniture industry in Ireland. The first paper, based on a case study of a network of three furniture firms, differentiates between two main situations in terms of the evolution of trust: where firms are geographically clustered and where they are spatially dispersed. The second paper examines the development of the Irish furniture industry in the context of policy changes, and compares two different forms of industrial organisation in the furniture industry, the wooden furniture industrial district in County Monaghan and the TORC network in Dublin, Wicklow and Cork. The third paper, drawing on case studies of four firms, examines the changing nature of embeddedness and innovation for Irish low-tech firms, focusing primarily on the furniture industry but also including data on another low-tech sector – fabricated metal products – as a comparison. The final paper, using the methodology of standardised location quotients, addresses whether or not there is evidence of industrial agglomeration in the Irish furniture industry.     The Evolution of a Collective Response to Rural Underdevelopment

Thanks are due for comments and suggestions received from participants at both events.The downturn in the Irish economy coupled with high levels of unemployment has focused attention on the need to promote economic development throughout the economy. This paper provides case study evidence on one successful approach to rural economic development by outlining the evolution, outcomes and key capabilities involved in a collective action response to the challenge of rural underdevelopment in North West Connemara. Reviewing a fifty year period, the case study shows that collective action in the region has not only been a series of events, but more crucially from a development perspective, it is embedded as an institution and a process. Therefore, as a result of learning by this community over a fifty year period, a collective action response has evolved as a key strategy to overcome government and market failure in relation to rural development. This case provides a good example to other communities of how locality can be drawn upon and used as an advantage in an increasingly globalised environment and how a local community can seek to ameliorate the negative aspects of globalisation by harnessing its local resources. In broad policy terms, the implication is that there are public good benefits to be gained from assisting and encouraging local communities through the provision of finance and capability building support, to deliver collective action responses to their particular challenges

    Static Structures and Dynamic Processes of Participation and Access: a Case Study of Connemara Community Radio

    CONNEMARA COMMUNITY RADIO (CCR) is a community-based radio station broadcasting from Letterfrack in the North West Connemara area of Co. Galway since 1995. On air for 10 hours daily, it is possibly the smallest community radio station in Ireland serving a remote, yet large and sparsely populated rural franchise area. One of the main motivations behind CCR’s original establishment was that the radio station would promote community development in its franchise area (Day, 2007b; Heanue, 2002). Set against the literatures on community radio (Day, 2007a, b; Kanayama, 2007; Rennie, 2006; Sánchez, 2003; Heanue, 2002; Girard, 1992) and community development (Tilly, 2004; Moseley, 2003; Varley and Curtin, 2002; Lowe et al., 1998; Mannion, 1996; Curtin et al., 1991; Varley, 1991; Griffiths, 1974; Armstrong, 1971) this article uses a mixture of quantitative and qualitative data collected over the period 2000 to 2008 to analyse the community development aspects of this radio station. The explicit community development focus is important for two reasons. First, as a core principle, community radio seeks to contribute to community development. Second, North West Connemara as a remote, economically challenged rural area relies heavily on endogenous development and has a long-standing and vibrant community development sector (see Heanue et al., 2012). A central objective behind the establishment of CCR by Connemara West Plc was to support and engage in community development efforts. This article seeks to assess the extent to which that objective is being reached by describing and analysing various indicators and processes of participation of local people with the radio station and the form of access they have to it

    The role of extension and forest characteristics in understanding the management decisions of new forest owners in Ireland

    peer-reviewedMany European countries have seen significant changes in forest ownership structure, with the emergence of a cohort commonly referred to as new forest owners, mainly within the non-industrial, private forest (NIPF) owner group. The drivers of this change differ between countries but these owners frequently lack an existing knowledge base to draw on regarding forest management decisions and practices and may possess different objectives to traditional owners. As a result there is uncertainty concerning the management intentions of these owners. The provision of extension services is a recognised approach to supporting decision-making by NIPF owners but there have been relatively few studies that have sought to quantify the effectiveness of such initiatives in terms of management outcomes. In addition to measuring the outcome of extension initiatives, exploring the positive or negative outcomes can assist with the design of future initiatives. Ensuring that such initiatives are designed for appropriate phases in the forest life-cycle is important. This paper reports the results from a number of surveys that sought to explore the impact of an extension initiative, a thinning demonstration, on actual management outcomes and what characteristics of owners and their forests might explain observed management decisions. A retrospective pre-post test questionnaire was used at the demonstration to capture knowledge impacts and management intentions. A follow up survey was conducted 18 months later to investigate what, if any, practices had been undertaken. Data from a national household survey of land owners were also analysed to investigate whether the observations from the demonstration had significance for the wider population. The results suggest that the demonstration was successful in imparting knowledge to forest owners both in terms of self-reported learning and actual management outcomes. However, from an Irish perspective management decisions are dominated by forest age as the majority of the private estate is still in its first rotation. This presents a challenge to extension service personnel and to research seeking to explain management practices at a national level

    Sustainability levels in Irish dairy farming: a farm typology according to sustainable performance indicators

    Feeding the world’s population in a sustainable manner is one of the key challenges facing the future of global agriculture. The recent removal of the milk quota regime in the European Union has prompted an expansionary phase in dairy farming, especially in Ireland. Achieving this expansion in a sustainable manner is crucial to the long-term survival and success of the Irish dairy sector. In this paper we examine the sustainability of Irish dairy farming, defining ‘sustainability’ as economically profitable, environmentally friendly and socially efficient. A typology of Irish dairy farms has been created using data on profitability, environmental efficiency and social integration derived from the Teagasc National Farm Survey. Economic, social and environmental performance indicators were determined and aggregated and then used in a multivariate analysis for the identification and classification of farm clusters. The purpose of this study to classify Irish dairy farms using performance indicators, thereby, assisting policy makers in identifying patterns in farm performance with a view to formulating more targeted policies. Two of the three clusters elicited from the analysis were similar in regards to their respective indicator scores. However, the remaining cluster was found to perform poorly in comparison. The results indicate a clear distinction between ‘good’ and ‘weak’ performers, and the positive relationship between the economic, environmental and social performance of Irish dairy farms is evident

    Factors underlying farmers' intentions to adopt best practices: The case of paddock based grazing systems

    The Irish beef sector is expected to increase output as part of the most recent national agriculture strategy. General improvements in pasture production efficiency can be achieved by increasing grass utilisation. However, Irish beef production is primarily based on extensive pastoral grazing with low uptake of best management practices among farmers. An important step in facilitating innovation in the sector is to gain improved understanding of the innovative behaviour of farmers. Hence, this study uses psychological constructs to analyse factors that affect the adoption of paddock based grazing systems by Irish beef farmers (n = 382). Farmers were surveyed from different regions within Ireland and Principal Component Analysis used to empirically confirm the hypothesised Theory of Planned Behaviour (TPB) constructs. Cluster analysis was thereafter employed as classification criteria to cluster respondents into types. The TPB was subsequently applied to explain intention to implement the grazing practice. Three clusters of farmers were elicited based on their beliefs of paddock based grazing systems and labelled The Engaged, The Restricted, and The Partially Engaged. The Restricted cluster was particularly unlikely to uptake the grazing practice as they perceived they lacked the required resources to implement the innovation. This was of particular relevance as the practice can be implemented with relatively few resources and therefore signals a knowledge gap. The findings are relevant to policy as they provide insights on the factors influencing the process of targeting knowledge transfer through appropriate channels which can help build potential drivers for behavioural change

    Factors influencing dairy farmers’ adoption of best management grazing practices

    Understanding of farmers’ influences relating to the adoption of innovations is imperative for the Irish dairy sector to improve efficiencies and productivity. There is a particular need for a better appreciation of how farmers’ grassland management practices are shaped. The Spring Rotation Planner (SRP) is a management tool that divides the area of a farm into weekly portions and takes the estimation out of planning the first grazing rotation. It offers a cost-saving alternative on many dairy farms, which could contribute to strengthening the competitiveness of the sector. Adoption rates of the SRP amongst farmers have been low despite extensive promotion of its advantages. This study therefore aims to use psychological constructs to analyse factors that affect the adoption of the SRP by commercial dairy farmers in Ireland. Dairy farmers (n = 256) were surveyed from different regions within the country. Principal Component Analysis was used to empirically confirm the hypothesised Theory of Planned Behaviour (TPB) beliefs. Cluster analysis was thereafter employed as classification criteria to cluster respondents into types. The TPB was subsequently applied to explain intention to implement the SRP. Two clusters of farmers were elicited; low and high adopters of the SRP. Low-Adopters of the SRP were characterised by their high sense of resource constraint. It is recommended that carefully planned communication, targeted at the different farmer types, can help encourage uptake of the SRP
