Reusable Centaur study. Volume 1: Executive summary
A study of the Reusable Centaur for use as an initial upper stage with the space shuttle was conducted. The currently operative Centaur stage, with modifications for space shuttle orbiter compatibility and for improved performance, represents a cost effective development solution. The performance needs and available development funds are discussed. The main features of three Reusable Centaur configurations with increasing capability at increasing development costs are summarized
Heating of solar chromosphere by electromagnetic wave absorption in a plasma slab model
The heating of solar chromospheric inter-network regions by means of the
absorption of electromagnetic (EM) waves that originate from the photospheric
blackbody radiation is studied in the framework of a plasma slab model. The
absorption is provided by the electron-neutral collisions in which electrons
oscillate in the EM wave field and electron-neutral collisions damp the EM
wave. Given the uncertain nature of the collision cross-section due to the
plasma micro-turbulence, it is shown that for plausible physical parameters,
the heating flux produced by the absorption of EM waves in the chromosphere is
between % of the chromospheric radiative loss flux requirement. It is
also established that there is an optimal value for the collision
cross-section, m, that produces the maximal heating
flux of 1990 W m.Comment: Physics of Plasmas, in press, April 2011 issue (final printed

Simple analysis of off-axis solenoid fields using the scalar magnetostatic potential: application to a Zeeman-slower for cold atoms
In a region free of currents, magnetostatics can be described by the Laplace
equation of a scalar magnetic potential, and one can apply the same methods
commonly used in electrostatics. Here we show how to calculate the general
vector field inside a real (finite) solenoid, using only the magnitude of the
field along the symmetry axis. Our method does not require integration or
knowledge of the current distribution, and is presented through practical
examples, including a non-uniform finite solenoid used to produce cold atomic
beams via laser cooling. These examples allow educators to discuss the
non-trivial calculation of fields off-axis using concepts familiar to most
students, while offering the opportunity to introduce important advancements of
current modern research.Comment: 6 pages. Accepted in the American Journal of Physic
On the use of low-cost computer peripherals for the assessment of motor dysfunction in Parkinson’s disease – Quantification of bradykinesia using target tracking tasks
The potential of computer games peripherals to measure the motor dysfunction in Parkinson’s diseases is assessed. Of particular interest is the quantification of bradykinesia. Previous studies used modified or custom haptic interfaces, here an unmodified force feedback joystick and steering wheel are used with a laptop. During testing an on screen cursor moves in response to movements of the peripheral, the user has to track a continuously moving target (pursuit tracking), or move to a predetermined target (step tracking). All tasks use movement in the horizontal axis, allowing use of joystick or steering wheel. Two pursuit tracking tasks are evaluated, pseudo random movement, and a swept frequency task. Two step tracking tasks are evaluated, movement between two or between two of five fixed targets. Thirteen patients and five controls took part on a weekly basis. Patients were assessed for bradykinesia at each session using standard clinical measures. A range of quantitative measures was developed to allow comparison between and within patients and controls using ANOVA. Both peripherals are capable of discriminating between controls and patients, and between patients with different levels of bradykinesia. Recommendations for test procedures and peripherals are given

HI observations of the nearest starburst galaxy NGC 253 with the SKA precursor KAT-7
We present HI observations of the Sculptor Group starburst spiral galaxy NGC
253, obtained with the Karoo Array Telescope (KAT-7). KAT-7 is a pathfinder for
the SKA precursor MeerKAT, under construction. The short baselines and low
system temperature of the telescope make it very sensitive to large scale, low
surface brightness emission. The KAT-7 observations detected 33% more flux than
previous VLA observations, mainly in the outer parts and in the halo for a
total HI mass of M. HI can be found at
large distances perpendicular to the plane out to projected distances of ~9-10
kpc away from the nucleus and ~13-14 kpc at the edge of the disk. A novel
technique, based on interactive profile fitting, was used to separate the main
disk gas from the anomalous (halo) gas. The rotation curve (RC) derived for the
HI disk confirms that it is declining in the outer parts, as seen in previous
optical Fabry-Perot measurements. As for the anomalous component, its RC has a
very shallow gradient in the inner parts and turns over at the same radius as
the disk, kinematically lagging by ~100 km/sec. The kinematics of the observed
extra planar gas is compatible with an outflow due to the central starburst and
galactic fountains in the outer parts. However, the gas kinematics shows no
evidence for inflow. Analysis of the near-IR WISE data, shows clearly that the
star formation rate (SFR) is compatible with the starburst nature of NGC 253.Comment: 18 pages, 20 figures, 8 Tables. Accepted for publication to MNRA
Performance of AAOmega: the AAT multi-purpose fibre-fed spectrograph
AAOmega is the new spectrograph for the 2dF fibre-positioning system on the
Anglo-Australian Telescope. It is a bench-mounted, double-beamed design, using
volume phase holographic (VPH) gratings and articulating cameras. It is fed by
392 fibres from either of the two 2dF field plates, or by the 512 fibre SPIRAL
integral field unit (IFU) at Cassegrain focus. Wavelength coverage is 370 to
950nm and spectral resolution 1,000-8,000 in multi-Object mode, or 1,500-10,000
in IFU mode. Multi-object mode was commissioned in January 2006 and the IFU
system will be commissioned in June 2006.
The spectrograph is located off the telescope in a thermally isolated room
and the 2dF fibres have been replaced by new 38m broadband fibres. Despite the
increased fibre length, we have achieved a large increase in throughput by use
of VPH gratings, more efficient coatings and new detectors - amounting to a
factor of at least 2 in the red. The number of spectral resolution elements and
the maximum resolution are both more than doubled, and the stability is an
order of magnitude better.
The spectrograph comprises: an f/3.15 Schmidt collimator, incorporating a
dichroic beam-splitter; interchangeable VPH gratings; and articulating red and
blue f/1.3 Schmidt cameras. Pupil size is 190mm, determined by the competing
demands of cost, obstruction losses, and maximum resolution. A full suite of
VPH gratings has been provided to cover resolutions 1,000 to 7,500, and up to
10,000 at particular wavelengths.Comment: 13 pages, 4 figures; presented at SPIE, Astronomical Telescopes and

The impact of the Barnett formula on the Scottish economy: endogenous population and variable formula proportions
The Barnett formula is the official basis upon which increments to public funds are allocated to the devolved regions of the UK for those parts of the budget that are administered locally. There is considerable controversy surrounding the implications of its strict application for the relevant regions. The existing literature focuses primarily on the equity of the spatial changes to government per capita expenditure that would accompany such a change. In contrast, in this paper we attempt to quantify the system-wide economic consequences-the real, relative resource squeeze that accompanies the financial relative squeeze-on one devolved region, Scotland. The analysis uses a multisectoral regional computable general equilibrium modelling approach. We highlight the importance of population endogeneity, particularly since the population proportions used in the formula are now regularly updated
