    Prospects for India's cereal supply and demand to 2020:

    The possibility of an emerging cereal gap of serious proportions by the year 2020, is a useful illustration of the kind of constructive dialogue IFPRI hopes to encourage. It responds to several quite recent developments, notably the rapid expansion of India's industrial and service sectors since the 1991 structural reforms, the improved prospects for continued growth over the next few decades, and the likelihood of rising per capita incomes that could generate substantially increased demand for livestock products. As demand for livestock products grows, livestock production could increasingly depend on cereals for feed — perhaps as much as 50 million tons by 2020, according to G.S. Bhalla, Peter Hazell, and John Kerr, authors of this 2020 discussion paper on Prospects for Balancing Cereal Needs in India to 2020. These conclusions differ somewhat from other IFPRI studies, which have generally found that growth in demand for livestock products will be lower than the current study. This divergence of views is a useful signal to policymakers to pay careful attention to trends in demand for livestock products in India in the coming years. This study and the rest of IFPRI's 2020 research have consistently pointed to the vital link between agricultural policies and prospects for production growth in the next two decades.     The politics of judicial independence in the UK's changing constitution

    Judicial independence is generally understood as requiring that judges must be insulated from political life. The central claim of this work is that far from standing apart from the political realm, judicial independence is a product of it. It is defined and protected through interactions between judges and politicians. In short, judicial independence is a political achievement. This is the main conclusion of a three-year research project on the major changes introduced by the Constitutional Reform Act 2005, and the consequences for judicial independence and accountability. The authors interviewed over 150 judges, politicians, civil servants and practitioners to understand the day-to-day processes of negotiation and interaction between politicians and judges. They conclude that the greatest threat to judicial independence in future may lie not from politicians actively seeking to undermine the courts, but rather from their increasing disengagement from the justice system and the judiciary

    Despite its fundamental nature, the process of dynamic tensile failure (spall) is poorly understood. Spall initiation via cracks, voids, etc, before subsequent coalesce, is known to be highly microstructure-dependant. In particular, the availability of slip planes and other methods of plastic deformation controls the onset (or lack thereof) of spall. While studies have been undertaken into the spall response of BCC and FCC materials, less attention has paid to the spall response of highly anisotropic HCP materials. Here the dynamic behaviour of zirconium is investigated via plate-impact experiments, with the aim of building on an ongoing in-house body of work investigating these highly complex materials. In particular, in this paper the effect of impact stress on spall in a commercially sourced Zr rod is considered, with apparent strain-rate softening highlighted

    The Enthusiast’s Eye: The Value of Unsanctioned Knowledge in Design Historical Scholarship

    If design history research relies solely on institutionalized documentation and academic scholarship – that is, sanctioned knowledge – not only will its purview be limited to a very narrow segment of design culture, it will also lose out on a vast array of sources to valuable knowledge about our material environment produced by amateurs, collectors, and enthusiasts – what we in this article define as “unsanctioned knowledge.” Because of its dissociation with professional institutions and academic protocols and their – albeit admittedly utopian, but nonetheless upheld – ideals of objectivity, this type of knowledge is typically considered fundamentally subjective in nature and therefore of little or no relevance and value to academic scholarship. In this article, we argue that, to the contrary, design historical scholarship has much to gain from engaging more seriously with the unsanctioned knowledge represented by the enthusiast's eye

    Understanding clinician attitudes towards implementation of guided self-help cognitive behaviour therapy for those who hear distressing voices: using factor analysis to test normalisation process theory

    Background The Normalisation Process Theory (NPT) has been used to understand the implementation of physical health care interventions. The current study aims to apply the NPT model to a secondary mental health context, and test the model using exploratory factor analysis. This study will consider the implementation of a brief cognitive behaviour therapy for psychosis (CBTp) intervention. Methods Mental health clinicians were asked to complete a NPT-based questionnaire on the implementation of a brief CBTp intervention. All clinicians had experience of either working with the target client group or were able to deliver psychological therapies. In total, 201 clinicians completed the questionnaire. Results The results of the exploratory factor analysis found partial support for the NPT model, as three of the NPT factors were extracted: (1) coherence, (2) cognitive participation, and (3) reflexive monitoring. We did not find support for the fourth NPT factor (collective action). All scales showed strong internal consistency. Secondary analysis of these factors showed clinicians to generally support the implementation of the brief CBTp intervention. Conclusions This study provides strong evidence for the validity of the three NPT factors extracted. Further research is needed to determine whether participants’ level of seniority moderates factor extraction, whether this factor structure can be generalised to other healthcare settings, and whether pre-implementation attitudes predict actual implementation outcomes

    Localisation of GPR30, a novel G protein-coupled oestrogen receptor, suggests multiple functions in rodent brain and peripheral tissues

    Recently, the G protein-coupled receptor GPR30 has been identified as a novel oestrogen receptor (ER). The distribution of the receptor has been thus far mapped only in the rat central nervous system. This study was undertaken to map the distribution of GPR30 in the mouse brain and rodent peripheral tissues. Immunohistochemistry using an antibody against GPR30 revealed high levels of GPR30 immunoreactivity (ir) in the forebrain (e.g. cortex, hypothalamus and hippocampus), specific nuclei of the midbrain (e.g. the pontine nuclei and locus coeruleus) and the trigeminal nuclei and cerebellum Purkinje layer of the hindbrain in the adult mouse brain. In the rat and mouse periphery, GPR30-ir was detected in the anterior, intermediate and neural lobe of the pituitary, adrenal medulla, renal pelvis and ovary. In situ hybridisation histochemistry using GPR30 riboprobes, revealed intense hybridisation signal for GPR30 in the paraventricular nucleus and supraoptic nucleus (SON) of the hypothalamus, anterior and intermediate lobe of the pituitary, adrenal medulla, renal pelvis and ovary of both rat and mouse. Double immunofluorescence revealed GPR30 was present in both oxytocin and vasopressin neurones of the paraventricular nucleus and SON of the rat and mouse brain. The distribution of GPR30 is distinct from the other traditional ERs and offers an additional way in which oestrogen may mediate its effects in numerous brain regions and endocrine systems in the rodent
