Socio-Economic Sourcing: Benefits of Small Business Set-Asides in Public Procurement
Purpose
Small businesses are critical to economic health and encouraged in government spending by set-asides – annual small business sourcing goals that often are not attained. Little research has explored the negative and risky stigmas associated with small business sourcing. Design/methodology/approach
This research explores reduced transaction costs of small business sourcing to government buyers. A survey of 350 government source selections reveals lower transaction costs derived from lower perceived risk of receiving a bid protest and via more efficient source selection processes. Findings
Contrary to common bias, the performance level of small businesses is no less than that of large business. Thus, small businesses engender lower transaction costs for correcting supplier’s performance. On the basis of these findings, managerial and theoretical implications are discussed
Standard-M mobile satellite terminal employing electronic beam squint tracking
In recent years, extensive experience has been built up at the University of Bristol in the use of the Electronic Beam Squint (EBS) tracking technique, applied to large earth station facilities. The current interest in land mobile satellite terminals, using small tracking antennas, has prompted the investigation of the applicability of the EBS technique to this environment. The development of an L-band mechanically steered vehicle antenna is presented. A description of the antenna is followed by a detailed investigation of the tracking environment and its implications on the error detection capability of the system. Finally, the overall hardware configuration is described along with plans for future work

Knowledge and the artefact
This paper discusses ways that knowledge may be found in or through artefacts. One purpose is to suggest situations where artefacts might be central to a narrative, rather than secondary to a text. A second purpose is to suggest ways that design and production of artefacts might be instrumental in eliciting knowledge.
Four general situations are proposed:
(1) Simple Forms - an artefact demonstrates or describes a principle or technique.
(2) Communication of Process - artefacts arising from a process make the process explicit.
(3) Artefacts Within the Research - artefacts are instrumental in advancing the research by communicating ideas or information.
(4) Knowledge Elicited by Artefacts - artefacts provide a stimulus or context which enables information to be uncovered. .</p

Testing equality of variances in the analysis of repeated measurements
The problem of comparing the precisions of two instruments using repeated measurements can be cast as an extension of the Pitman-Morgan problem of testing equality of variances of a bivariate normal distribution. Hawkins (1981) decomposes the hypothesis of equal variances in this model into two subhypotheses for which simple tests exist. For the overall hypothesis he proposes to combine the tests of the subhypotheses using Fisher's method and empirically compares the component tests and their combination with the likelihood ratio test. In this paper an attempt is made to resolve some discrepancies and puzzling conclusions in Hawkins's study and to propose simple modifications.\ud

The new tests are compared to the tests discussed by Hawkins and to each other both in terms of the finite sample power (estimated by Monte Carlo simulation) and theoretically in terms of asymptotic relative efficiencies
