Penelitian ini dilakukan dengan menggunakan teknik pengumpulan data berupa wawancara dan observasi. Hasil penelitian ini menunjukkan bahwa Dari indikator  yang digunakan dalam penelitian ini,maka dari hasil kesimpulan keseluruhan  sebaran responden yang dimuat pada tabel maka kategori tersebut termasuk pada kategori standar baik ( 76 % - 100 % ) rata-rata

    Perilaku birokrasi dalam pelayanan publik menentukan kualitas pelayanan publik. Penelitian ini bertujuan untuk mengetahui fungsi perilaku birokrasi dalam peningkatan kualitas layanan pada Kantor Distrik  Biak Kota. Teknik analisis data yang penulis gunakan dalam penelitian ini adalah teknik analisis deskriptif kualitatif, dengan teknik pengumpulan data yang digunakan yaitu wawancara, observasi dan kuesioner. Hasil penelitian menunjukkan bahwa Pelaksanaan fungsi birokrasi pada Distrik Biak Kota Kabupaten Biak Numfor telah dilaksanakan, namun belum dilakukan dengan baik yang berdasarkan tanggapan responden masih dikategorikan cukup. Dari penelitian ini bisa dilihat bahwa fungsi birokrasi dengan indikatornya karakteristik individu dan birokrasi sangat berhubungan dengan kualitas layanan sipil.Kata kunci: Perilaku, birokrasi, pelayanan masyarakat.Perilaku birokrasi dalam pelayanan publik menentukan kualitas pelayanan publik.     The effectiveness of an act of service or specific actions performed in a precise and impact on the fulfillment of the needs of the public. This study aims to determine the effectiveness of the service of electronic identity cards (E-ID) at the official residence, civil records, manpower and transmigration Soppeng. To achieve these objectives the researchers used a technique of collecting data through interviews, observation and documentation. Data have been obtained from the results of the study were processed using qualitative analysis. The results showed that: (1) The efficiency of service E-ID card at the Department of Population, Civil, Labor and Transmigration Soppeng less effective, (2) Procedure service E-ID card is good, (3) coordination of the leadership of subordinates at the Department Population, Civil, Labor and Transmigration Soppeng are effective, (4) The responsiveness of the employees already good, (5) Facilities and infrastructure are less effective

    In improving service quality Tamalate faced District Office on the quality of Human Resources and Organizational Culture is always oriented to quality services in an effort to meet the needs and expectations of society. The purpose of this study were (i) to analyze the influence of human resource management of the quality of service at the District Office Tamalate Makassar; (ii) to analyze the influence of organizational culture on quality of service at the District Office Tamalate Makassar; (iii) to analyze the influence of human resource management and organizational culture on quality of service at the District Office Tamalate Makassar. The samples are saturated samples that use the entire population as a sample of 19 employees. Data collection methods used were observation, interviews, and questionnaires. Data were analyzed with simple regression with SPSS 20:00 for windows.     REVITALIZING INSTITUTIONAL FUNCTIONS IN HANDLING STREET CHILDREN: GOOD PRACTICES FROM INDONESIA

    The study describes the revitalization of institutional functions through the Saribattang Rapid Response Team (RRT) innovation program in dealing with street children in Makassar City Indonesia. This type of research is descriptive with a qualitative approach. The data sources consist of primary data and secondary data with the research instrument being the researcher himself in conducting observations, interviews, and documentation studies. The results of the study found that there was a revitalization of institutional functions in the form of implementing the Saribattang RRT innovation which was shown through relative advantages, easy to adopt, relevant to the systems and norms adopted by the actors, and the results can be measured through the method of data recapitulation of controlling street children, direct checks in the field, and the results of home visits by social workers. The revitalization of institutional functions and the development of innovation in RRT Saribattang is directed at involving all stakeholders, including academics, the private sector, the community, media and related institutions to be directly involved actively and responsively in preventing and controlling street children so that the city is free from street children.     ABSTRACT: Tourism is a leading sector of multidimensional development that is the focus of attention of national and regional governments around the world, including Indonesia to enter the New Normal Local Economy (NENOLE) era. One of the strategies of choice in fostering tourist interest in visiting one of the preferred strategies in fostering tourist interest in visiting tourism destinations or tourist attraction objects (TAO) in Indonesia is through the re�realization of the SaptaPesonaTourism (SPT) program. This developmental descriptive study aims to explain the results of the re-actualization of the SPT program as a source of competitive advantage based on local competence in Toraja Indonesia. Data were collected through observation, interviews, focus group discussions, and documentation. The descriptive-qualitative analysis technique used follows the stages of the interactive model, namely data collection, data condensation, data presentation, conclusion drawing/ verification. The results showed that the creation of physical, socio-psychological, and ecological (environmental) situations and conditions in most tourism destinations or TAO actualized the SPT program with high results. Created situations and conditions that provide a sense of security and comfort because the psychological, social, and physical environment is orderly, clean, cool, friendly, and beautiful so that it is memorable for tourists and all interested parties. This reality shows that the preconditions (requirements) that accommodate the development of a core strategy in the form of the embodiment of the elements of SPT and a resource-based strategy approach combined with a market-based strategy approach are appropriate to be used as approaches strategy to increase the competitiveness of tourism destinations based on local competencies owned

    Reactualization of Tourism Destination Management Policy: Good Practices from Indonesia

    Abstract The Biak Numfor Regency Tourism Office, Indonesia has established a policy to categorize or label selected tourist destinations into superior destinations to facilitate supervision and increase tourism competitiveness, increase regional economic growth, increase the quantity and quality of regional infrastructure, and improve community welfare. This research, which was conducted in Biak Numfor Regency, determined ten destinations in the category of leading tourist destinations. This descriptive-qualitative-explorative research aims to obtain data and information from community members and tourism destination managers by using observation and interview techniques. The actualization of the leading tourist destination management policy in Biak Numfor is based on tourism supporting elements, namely People, Planet, Property abbreviated as 3P and four aspects of tourism management namely Attraction, Amenities, Access, and Ancillary, abbreviated A4. The results showed that several A4 elements did not work well, namely people, attraction, and ancillary. Meanwhile, the elements of the planet, prosperity, amenities, and access have been actualized, although in some tourist destinations the achievement of indicators is still not optimal. If we look closely, in Biak Numfor Regency, 3P and 4A can only work well if there is support from below through the community (bottom-up) and from above through the government (top-down). The actualization of tourism destination management policies proves that the actors who should play the most role are the government and the community. Although there is also support from the private sector and some local communities who care about tourism. The roles of the actors still seem to function partially and have not been bound by a clear work plan for their task. Three determinant factors affect tourism management, namely Ulayat land rights, community mindsets, and synergistic cooperation between stakeholders. Therefore, it is necessary to actualize policies that regulate land litigation in Biak, policies to improve the quality of Human Resources that can compete and collaborate with various actors who can sustainably develop the tourism sector

    The goal of tourism development is basically to improve the status of tourism from the development sub-sector to the mainstay development sector that is able to activate the economy and other related sectors. This study aims to determine the Government's Role in the Development of Yendi Beach Tourism Object in Yendidori Village, Yendidori District, Biak Numfor District. Data collection techniques used such as; observation, interview, and documentation. The analytical method used is qualitative analysis. The results showed that the role of the Tourism Office in the Development of Yendi Beach Tourism Potential Yendindori Village in Biak Numfor Regency was dominant as a motivator where the Tourism Office as a tourism stakeholder in Biak Numfor District needed its role in motivating the community, investors and tourism entrepreneurs.
