    Do institutions matter for FDI spillovers ? the implications of China's"special characteristics"

    The authors investigate how institutions affect productivity spillovers from foreign direct investment (FDI) to China's domestic industrial enterprises during 1998-2007. They examine three institutional features that comprise aspects of China's"special characteristics": (1) the different sources of FDI, where FDI is nearly evenly divided between mostly Organization for Economic Co-operation and Development (OECD) countries and Hong Kong (SAR of China), Taiwan (China), and Macau (SAR of China); (2) China's heterogeneous ownership structure, involving state- (SOEs) and non-state owned (non-SOEs) enterprises, firms with foreign equity participation, and non-SOE, domestic firms; and (3) industrial promotion via tariffs or through tax holidays to foreign direct investment. The authors also explore how productivity spillovers from FDI changed with China's entry into the WTO in late 2001. They find robust positive and significant spillovers to domestic firms via backward linkages (the contacts between foreign buyers and local suppliers). The results suggest varied success with industrial promotion policies. Final goods tariffs as well as input tariffs are negatively associated with firm-level productivity.     Improved Healing of Pressure Ulcers Using Dermapulse, A New Electrical Stimulation Device

    A double-blind, clinical study of pulsed electrical stimulation using the Dermapulse® device was carried out on 40 pressure ulcers, randomized to receive either active (stim) or sham treatment. Electrodes were placed over saline-moistened gauze on the ulcers. An electrical current of 35mA was delivered to the wound tissues at a frequency of 128 pulses per second. Polarity was negative until the wound debrided, then alternated from .positive to negative every three days. Ulcers were treated for 30 minutes twice daily for four weeks, after which sham patients could cross over to active treatment, and stim patients could continue active treatment. Ulcer healing was determined by measuring the length and width of the ulcer and calculating the L x W product. The same clinicians measured the ulcers each week, were kept blinded to treatment group, and were not the same persons who applied the treatment. Nine centers treated 40 ulcers (19 sham and 21 stim). Analysis of the characteristics of the patients, the ulcers, and concomitant wound care by both univariate and multivariate analyses showed comparability of the groups. After four weeks, the stim ulcers healed more than twice as much as the sham ulcers (49.8% vs. 23.4%; (p = 0.042). The stim ulcers healed 12.5% per week compared to 5.8% for the sham group. In the 15 crossover patients, four weeks of active stimulation caused nearly four times as much healing as their four weeks of sham treatment (47.9% vs. 13.4%; p = 0.012). By the last week of-active stimulation they had healed an average of 64%, and complete healing occurred in 40% of these ulcers after an average of nine weeks. Seventeen of the active treatment ulcers had extended therapy, and by their last week of treatment had healed an average of 75%. Forty-one percent of these ulcers healed completely after an average of 11.8 weeks. There were no significant safety problems identified

    Satellite-derived cloud fields during the FIRE cirrus IFO case study

    The First ISCCP Regional Experiment (FIRE) Cirrus Intensive Field Observation (IFO) program measured cirrus cloud properties with a variety of instruments from the surface, aircraft, and satellites. Surface and aircraft observations provide a small scale point and line measurements of different micro- and macro-physical properties of advecting and evolving cloud systems. Satellite radiance data may be used to measure the areal variations of the bulk cloud characteristics over meso- and large scales. Ideally, the detailed cloud properties derived from the small scale measurements should be tied to the bulk cloud properties typically derived from the satellite data. Full linkage of these data sets for a comprehensive description of a given cloud field, one of the goals of FIRE, should lead to significant progress in understanding, measuring, and modeling cirrus cloud systems. The relationships derived from intercomparisons of lidar and satellite data by Minnis et al. are exploited in a mesoscale analysis of the satellite data taken over Wisconsin during the Cirrus IFO case study

    Science requirements for a global change technology initiative (GCTI) Architecture Trade Study were established by reviewing and synthesizing results from recent studies. A scientific rationale was adopted and used to identify a comprehensive set of measureables and their priorities. Spatial and temporal requirements for a number of measurement parameters were evaluated based on results from several working group studies. Science requirements were defined using these study results in conjunction with the guidelines for investigating global changes over a time scale of decades to centuries. Requirements are given separately for global studies and regional process studies. For global studies, temporal requirements are for sampling every 1 to 12 hours for atmospheric and radiation parameters and 1 day or more for most earth surface measurements. Therefore, the atmospheric measureables provide the most critical drivers for temporal sampling. Spatial sampling requirements vary from 1 km for land and ocean surface characteristics to 50 km for some atmospheric parameters. Thus, the land and ocean surface parameters have the more significant spatial variations and provide the most challenging spatial sampling requirements

    This paper examines how industrial policy – specifically tariff liberalization and tax subsidies – affects the magnitude and direction of FDI spillovers. We examine these spillover effects across the diverse ownership structure of China’s manufacturing sector for 1998 through 2007. We find that tariff reforms, particularly tariff reductions associated with China’s WTO ascension, increased the productivity impacts of FDI’s backward spillovers. Tax policy – both corporate income and VAT subsidies – has seemingly drawn FDI into strategic industries that spawn significant vertical spillovers. We conclude that liberalization measures during the critical 1998–2007 period on balance served to enhance productivity growth in Chinese industry

    A comparison of ISCCP and FIRE satellite cloud parameters

    One of the goals of the First ISCCP Regional Experiment (FIRE) is the quantification of the uncertainties in the cloud parameter products derived by the International Satellite Cloud Climatology Project (ISCCP). This validation effort has many facets including sensitivity analyses and comparisons to similar data or theoretical results with known accuracies. The FIRE provides cloud-truth data at particular points or along particular lines from surface and aircraft measurement systems. Relating these data to the larger, area-averaged ISCCP results requires intermediate steps using higher resolution satellite data analyses. Errors in the cloud products derived with a particular method can be determined by performing analyses of high resolution satellite data over the area surrounding the point or line measurement. This same analysis technique may then be used to derive cloud parameters over a larger area containing similar cloud fields. It is assumed that the uncertainties found for the small scale analyses are the same for the large scale so that the method has been calibrated for the particular cloud type; i.e., its accuracy is known. Differences between the large scale results using the ISCCP technique and the calibrated method can be computed and used to determine if any significant biases or rms errors occur in the ISCCP results. Using this approach, we control for policies that are likely to be correlated with both firm-level productivity and industry FDI, thereby limiting the problem of omitted variables and bias associated with estimating the impacts of FDI spillovers. During 1998-2007, the span of our Chinese firm-level data set, both tariffs and FDI tax holidays changed dramatically. Our results highlight the efficacy of vertical FDI spillovers. We find that tariff reforms, particularly tariff reductions associated with China’s WTO ascension, increased the productivity impacts of FDI’s backward spillovers. Tax policy – both corporate income and VAT subsidies – has seemingly drawn FDI into strategic industries that spawn significant vertical spillovers. We conclude that liberalization measures during the critical 1998-2007 period on balance served to enhance productivity growth in Chinese industry.
