    Corporate Decision Making: Protecting Against Power Outage Loss

    This research focuses on a firm’s decision processes related to protecting against power outage loss. The case study example finds that the firm does not use a normative method of investment analysis. Most financial analysis is conducted after the project has already been selected. Even in postselection analysis we see deviations from the normative model, particularly the addition of a risk factor above the cost of capital as well as probability neglect. As a result, this research utilizes a sequential behavioral model to describe the firm’s processes. An event driven mentality combined with capital constraint are two key drivers of the behavioral model

    Building Teacher Capacity to Support English Language Learners in Schools Receiving School Improvement Grants

    The Study of School Turnaround examines the improvement process in a purposive sample of 35 case study schools receiving federal funds through the School Improvement Grants (SIG) program over a three-year period (2010 -- 11 to 2012 -- 13 school years). This brief focuses on 11 of these SIG schools with high proportions of English Language Learner (ELL) students (a median of 45 percent ELLs), describing their efforts to improve teachers' capacity for serving ELLs through staffing strategies and professional development (PD). Key findings that emerged from the ELL case study data collected during the 2011 -- 12 and 2012 -- 13 school years include:Few schools reported leveraging staffing strategies to improve teacher capacity for serving ELLs. Administrators in 3 of the 11 schools reported considering ELL expertise and experience when hiring classroom teachers, while respondents in 2 of the 11 schools reported that teachers' ELL expertise and experience purposefully factored into assignment of teachers to specific classrooms.Most teacher survey respondents (54 to 100 percent) in all 11 schools reported participating in ELL-related PD during the 2011 -- 12 school year. On average, teachers reported that ELL-related PD accounted for less than 20 percent of their total PD hours.Teacher survey respondents in schools that reported a greater PD focus on ELL-related topics, such as instructional strategies for advancing English proficiency or instructional strategies to use for ELLs within content classes, also generally appeared more likely to report that PD improved their effectiveness as teachers of ELLs

    New Generation Cooperatives and Cooperative Theory

    North Dakota and Minnesota are currently witnessing a renewal in the growth of cooperative enterprises. At the heart of this renewal lies the so-called New Generation Cooperative (NGC), a term that has been applied to the dozens of value-added processing, selected membership cooperatives that have recently formed in the region's agricultural sector. A key organizational feature of NGCs is the linking of producer capital contributions and product delivery rights. This paper describes the organizational features of NGCs and positions them in the broader context of cooperative incentive structures, governance structures, and the cooperative development process. More generally, the paper uses NGCs as a lens through which important elements of cooperative theory can be reviewed

    Increasing Investment in STEM Education for Females: Policy Considerations

    During this difficult economic time, as policy makers decide how to use their limited resources to help prepare the rising generation for the demands of an ever-changing workforce, aligning K-12 educational priorities with higher education and economic development can help maximize public dollar investments in STEM education, particularly when females are given access to STEM and STEM-related education and programs. Smart public policy initiatives can help increase the representation of women in the technology, research and development, and innovation departments. The purpose of this article is to provide policy recommendations that could help increase gender diversity and participation in STEM education pipelines and stimulate innovation. Viewing public dollar investments in female STEM education as an economic development tool not only encourages diverse participation in traditionally male dominated industries but can help leverage STEM education into an economic driver that promotes strong technology sectors in state economies
