With Bismarck as his Chancellor--indeed, the creator of that Empire--William stood at the pinnacle of power in Europe protected by the intricate web of treaties and alliances that made Berlin the center of Europe. Young and ambitious, he decided that he wanted to rule his nation, and, by interpolation, Europe. William could not do this while wasconfronted by the prestige of Bismarck. In 1890, the differences that had sprung up between the Kaiser and the Cancellor came to a head; Bismarck went into retirement. William lost no time in decimating the protactive treaties of Bismarck. One by one they fell. The Russian Reinsurance Treaty was followed closely by the rse of that Bismarckian nightmare, the Franco-Russian Alliance. Thus, France escaped isolation within which she had writhed for some thirty years..

    Groundwater Depletion and Agricultural Land Use Change in Wichita County, Kansas

    Though researchers have documented groundwater and land use changes in the High Plains, few studies have investigated their interactions. This paper examines the relationship between groundwater depletion and agricultural land use change in greater detail than previous studies. Water well measurements and satellite imagery were used to detect changes in groundwater and land cover in Wichita County, Kansas, between 1975 and 2001. Analysis of these changes using GIS indicated that areas experiencing the greatest decline in groundwater were indeed being removed from irrigation, while areas with limited groundwater decline were experiencing fewer land use changes

    Lessons learned from professional development workshops on using GIS to teach geography and history in the K-12 classroom

    A GIS oriented professional development activity engaged social studies teachers with the importance of maps and graphics in teaching geography and history. With an introduction to ArcGIS Online and National Geographic Map Maker, the activity provided teachers with the ability to make their own maps and identify GIS materials for their classrooms. Conducting the workshop reinforced our belief in the need for considerable hands-on activity with participants allowed to work at their own pace. Pre- and post-event surveys showed positive gains regarding the teachers’ likelihood to include GIS based maps and graphics in teaching. The activity provided teachers with enough knowledge of GIS that they were ready to use the technology immediately

    Climatology of nocturnal rainfall for Northeast Kansas, 1950–2012

    Nighttime rainfall has long been thought of as an important component to the central Great Plains hydroclimate during the wettest three-month period known as the “late spring - early summer precipitation maximum” from May–July (MJJ), though the climatological characteristics in Kansas are not very well documented in the literature. The nighttime rainfall characteristics are examined based on hourly precipitation data for Topeka, KS and other Kansas stations for a 63-year period from 1950–2012 for May–July. Nighttime rainfall is a major contributor to the overall moisture budget in the Great Plains, contributing over 50% of the overall rainfall total for the three-month period, with an increase in the percentage from May to July. Most nocturnal rainfall events initiate around the local midnight hour, with earlier start times in May compared to June and July. The greatest hourly precipitation tends to occur around the same time, with a gradual step down into the mid-morning hours. Geographically, areas in the eastern portion of the state receive more nighttime rainfall on average for all three months than areas to the west

Hourly average temperature, relative humidity, and wind speed values for 22 locations (Des Moines, Mason City, Sioux City, Waterloo, Concordia, Dodge City, Goodland, Russell, Topeka, Wichita, Columbia, Kansas City, KCI, Springfield, St. Louis, Grand Island, Lincoln, Norfolk, North Platte, Omaha, Scottsbluff, and Valentine), spanning the last 10 yr, were obtained. Daily solar radiation values could not be obtained from the weather stations and were calculated based on a formula that takes hemisphere, latitude, and day of the year into account. The comprehensive climate index (CCI) model was used to predict DMI, ADG, and feed efficiency of feedlot cattle. The CCI enables one to quantify beef cattle performance for a number of breeds based on environmental conditions (temperature, relative humidity, wind speed, and solar radiation) at any time in the year. Because mostly beef cattle breed calves are placed into the feedlot in the Midwest, the British (beef breed) option in CCI was chosen to calculate the maintenance energy requirement of cattle. It was assumed that calves would be placed on feed at 340 kg and be marketed at 613 kg and that diets would have 3200 kcal/kg metabolic energy and would have DMI of 2.10% of the BW. Results comparing the 22 locations showed that Mason City had the highest and Columbia had the lowest DMI (P < 0.05). Cattle raised in Kansas and Missouri had lower DMI than those raised in Iowa and Nebraska. Cattle had ADG ranging from 1.74 to 1.69 kg/d; Scottsbluff and Goodland had the highest ADG and Columbia had the lowest ADG (P < 0.05). As it is observed in DMI, cattle raised in south latitudes had lower ADG than those raised in northern latitudes. Springfield and Wichita had better feed efficiency than other locations, and Mason City had the worst feed efficiency. Cattle raised in Kansas and Missouri had better feed efficiency than those raised in Iowa and Nebraska (P < 0.05). Results showed that there are differences in terms of performance of cattle raised in different locations in the Midwest and this should be taken into consideration for economical beef production

The comprehensive climate index (CCI) model was used to predict DMI, ADG, and feed efficiency of feedlot cattle in 15 locations in Turkey. The CCI enables one to quantify beef cattle performance for a number of breeds based on environmental conditions (temperature, relative humidity, wind speed, and solar radiation) at any time in the year. Because mostly dairy breed calves are placed into the feedlot in Turkey, the Holstein (dairy breed) option in the CCI was chosen to calculate the maintenance energy requirement. Based on previous feedlot feeding studies conducted in Turkey, it was assumed that calves would be placed on feed at 250 kg and be marketed at 520 kg and that the diet would have 2600 kcal/kg metabolic energy and would have DMI of 2.31% of the BW. It was assumed that cattle would receive 2 kg/d straw and that the concentrate mixture would consist of 52.65% barley, 26% corn, 19% cotton seed meal, 1.5% limestone, 0.25% vitamins, 0.5% salt, and 0.1% minerals. Cultural energy inputs were calculated by multiplying the amount of inputs and their corresponding cultural energy based on values from existing literature. Cultural energy used for feed was derived from DMI of cattle and corresponding values for each feed ingredient. Transportation energy was also included in the analysis, including costs for shipping calves from animal market to the farm, shipping yearlings to slaughterhouse, and shipping feed ingredients to the farm. Cultural energy expended for feed made up more than half of the total cultural energy and differed among cities (P < 0.05). Cultural energy for feed was highest for the coldest places and lowest for hot locations. Cultural energy of transportation constituted the second highest cultural energy expenditure. Cultural energy expended per kilogram live weight gain (defined as total cultural energy expended divided by kg live weight gain) was highest for the coldest location and lowest for relatively hotter cities (P < 0.05). Cultural energy use efficiency (defined by kcal input/kcal output) followed the feed efficiency ranking with cattle having better feed efficiency also have better cultural energy use efficiency. Results showed that cattle having higher ADG did not mean that they would also have better cultural energy use efficiency

    Modulation of Human Herpesvirus 8/Kaposi’s Sarcoma-Associated Herpesvirus Replication and Transcription Activator Transactivation by Interferon Regulatory Factor 7

    Human herpesvirus 8 (HHV-8)/Kaposi’s sarcoma-associated herpesvirus infection goes through lytic and latent phases that are regulated by viral gene products, but very little is known about the involvement of host proteins. The replication and transcription activator (RTA) is a viral protein sufficient to initiate lytic replication by activating downstream genes, including the viral early gene open reading frame 57 (ORF 57), which codes for a posttranscriptional activator. In this study, we demonstrate that cellular interferon regulatory factor 7 (IRF-7) negatively regulates this process by competing with RTA for binding to the RTA response element in the ORF 57 promoter to down-regulate RTA-induced gene expression. We also show that alpha interferon represses RTA-mediated transactivation and that repression involves IRF-7. Our study indicates that upon HHV-8 infection, the host responds by suppression of lytic gene expression through binding of IRF-7 to the lytic viral gene promoter. These findings suggest that HHV-8 has developed a novel mechanism to induce but then subvert the innate antiviral response, specifically the interferon-signaling pathway, to regulate RTA activity and ultimately the viral latent/lytic replicative cycle

    Spatially heterogeneous land cover/land use and climatic risk factors of tick-borne feline cytauxzoonosis

    Background: Feline cytauxzoonosis is a highly fatal tick-borne disease caused by a hemoparasitic protozoan, Cytauxzoon felis. This disease is a leading cause of mortality for cats in the Midwestern United States, and no vaccine or effective treatment options exist. Prevention based on knowledge of risk factors is therefore vital. Associations of different environmental factors, including recent climate were evaluated as potential risk factors for cytauxzoonosis using Geographic Information Systems (GIS). Methods: There were 69 cases determined to be positive for cytauxzoonosis based upon positive identification of C. felis within blood film examinations, tissue impression smears, or histopathologic examination of tissues. Negative controls totaling 123 were selected from feline cases that had a history of fever, malaise, icterus, and anorexia but lack of C. felis within blood films, impression smears, or histopathologic examination of tissues. Additional criteria to rule out C. felis among controls were the presence of regenerative anemia, cytologic examination of blood marrow or lymph node aspirate, other causative agent diagnosed, or survival of 25 days or greater after testing. Potential environmental determinants were derived from publicly available sources, viz., US Department of Agriculture (soil attributes), US Geological Survey (land-cover/landscape, landscape metrics), and NASA (climate). Candidate variables were screened using univariate logistic models with a liberal p value (0.2), and associations with cytauxzoonosis were modeled using a global multivariate logistic model (p<0.05). Spatial heterogeneity among significant variables in the study region was modeled using a geographically weighted regression (GWR) approach. Results: Total Edge Contrast Index (TECI), grassland-coverage, humidity conditions recorded during the 9th week prior to case arrival, and an interaction variable, “diurnal temperature range×percent mixed forest area” were significant risk factors for cytauxzoonosis in the study region. TECI and grassland areas exhibited significant regional differences in their effects on cytauxzoonosis outcome, whereas others were uniform. Conclusions: Land-cover areas favorable for tick habitats and climatic conditions that favor the tick life cycle are strong risk factors for feline cytauxzoonosis. Spatial heterogeneity and interaction effects between land-cover and climatic variables may reveal new information when evaluating risk factors for vector-borne diseases

    Planning Framework Options for The Massachusetts Ocean Plan (DRAFT)

    The Massachusetts Ocean Partnership (MOP) Planning Frameworks Team, in consultation with the Massachusetts Executive Office of Energy and Environmental Affairs (EEA), and based on collective experience and a review of ocean, coastal and resource management programs from the US and other countries, suggests that nine elements are essential components of the framework for the Massachusetts Ocean Plan and its implementation. While management plans and programs generally have these elements in common, there are a range of options for carrying out each program component. These options were presented to structure and inform the development of the Massachusetts Ocean Plan. For the most part, the range of options represents those that were considered to be appropriate under the Commonwealth’s existing legal and administrative structure and responsive to the requirements of the Massachusetts Ocean Act. However, the general concepts these options represent are likely to be transferable to other jurisdictions (especially in the United States) and can inform future ocean management and planning in Massachusetts. Additionally, options or their core elements can be combined to create additional alternatives within one of the nine planning components
