Quality assurance of the workshop activity - including test facilities
Especially for MS with various boarders it is essential to know the state of the testing system in the neighbour countries. In North Rhine Westphalia a well-established system is working well since years. But how is the situation in other Federal States like Rhineland Palatinate, Hessen or Lower Saxony? All three federal states are following the same EU Directive, but the responsibility of the local authorities is different compared to North Rhine Westphalia. But in all cases we are accepting a sticker on a sprayer throughout the whole Europe. Or how is the quality system in the Netherlands? Following that question a developed questionnaire and parameters for quality control of accepted workshops was provided in the shape of a SPISE Advice. This SPISE Advice was adapted to the local situation in North Rhine Westphalia. With this system a visit of a recognized workshop in the Netherlands was conducted in collaboration with local authorities (SKL). The reason for this visit was to be sure that there will be no problem with the mutual recognition of a tested sprayer. This review showed a good result with a comparable system between the Netherlands and North Rhine Westphalia. Characterization of Water Dissociation on -AlO: Theory and Experiment
The interaction of water with -alumina (i.e. -AlO
surfaces is important in a variety of applications and a useful model for the
interaction of water with environmentally abundant aluminosilicate phases.
Despite its significance, studies of water interaction with
-AlO surfaces other than the are extremely
limited. Here we characterize the interaction of water (DO) with a well
defined -AlO surface in UHV both
experimentally, using temperature programmed desorption and surface-specific
vibrational spectroscopy, and theoretically, using periodic-slab density
functional theory calculations. This combined approach makes it possible to
demonstrate that water adsorption occurs only at a single well defined surface
site (the so-called 1-4 configuration) and that at this site the barrier
between the molecularly and dissociatively adsorbed forms is very low: 0.06 eV.
A subset of OD stretch vibrations are parallel to this dissociation coordinate,
and thus would be expected to be shifted to low frequencies relative to an
uncoupled harmonic oscillator. To quantify this effect we solve the vibrational
Schr\"odinger equation along the dissociation coordinate and find fundamental
frequencies red-shifted by more than 1,500 cm. Within the context
of this model, at moderate temperatures, we further find that some fraction of
surface deuterons are likely delocalized: dissociatively and molecularly

Tiling theory applied to the surface structure of icosahedral AlPdMn quasicrystals
Surfaces in i-Al68Pd23Mn9 as observed with STM and LEED experiments show
atomic terraces in a Fibonacci spacing. We analyze them in a bulk tiling model
due to Elser which incorporates many experimental data. The model has
dodecahedral Bergman clusters within an icosahedral tiling T^*(2F) and is
projected from the 6D face-centered hypercubic lattice. We derive the
occurrence and Fibonacci spacing of atomic planes perpendicular to any 5fold
axis, compute the variation of planar atomic densities, and determine the
(auto-) correlation functions. Upon interpreting the planes as terraces at the

On Pair Production in the Crab Pulsar
We consider the widespread assumption that coherent pulsar radio emission is
based on extended pair production leading to plasma densities highly exceeding
the Goldreich-Julian density. We show as an example that the observed low
frequency (160 MHz) emission of the Crab pulsar is incompatible to the model of
extended pair production. Our results rule out significant pair production if a
plasma process is responsible for coherence and the radio emission originates
