Application of automatic vehicle location in law enforcement: An introductory planning guide
A set of planning guidelines for the application of automatic vehicle location (AVL) to law enforcement is presented. Some essential characteristics and applications of AVL are outlined; systems in the operational or planning phases are discussed. Requirements analysis, system concept design, implementation planning, and performance and cost modeling are described and demonstrated with numerous examples. A detailed description of a typical law enforcement AVL system, and a list of vendor sources are given in appendixes

Theory of ice premelting in porous media
Premelting describes the confluence of phenomena that are responsible for the
stable existence of the liquid phase of matter in the solid region of its bulk
phase diagram. Here we develop a theoretical description of the premelting of
water ice contained in a porous matrix, made of a material with a melting
temperature substantially larger than ice itself, to predict the amount of
liquid water in the matrix at temperatures below its bulk freezing point. Our
theory combines the interfacial premelting of ice in contact with the matrix,
grain boundary melting in the ice, and impurity and curvature induced
premelting, the latter occurring in regions which force the ice-liquid
interface into a high curvature configuration. These regions are typically
found at points where the matrix surface is concave, along contact lines of a
grain boundary with the matrix, and in liquid veins. Both interfacial
premelting and curvature induced premelting depend on the concentration of
impurities in the liquid, which, due to the small segregation coefficient of
impurities in ice are treated as homogeneously distributed in the premelted
liquid. Our principal result is an equation for the fraction of liquid in the
porous medium as a function of the undercooling, which embodies the combined
effects of interfacial premelting, curvature induced premelting, and
impurities. The result is analyzed in detail and applied to a range of

Random Diffusion Model with Structure Corrections
The random diffusion model is a continuum model for a conserved scalar
density field driven by diffusive dynamics where the bare diffusion coefficient
is density dependent. We generalize the model from one with a sharp wavenumber
cutoff to one with a more natural large-wavenumber cutoff. We investigate
whether the features seen previously -- namely a slowing down of the system and
the development of a prepeak in the dynamic structure factor at a wavenumber
below the first structure peak -- survive in this model. A method for
extracting information about a hidden prepeak in experimental data is

Sources of magnetic fields in recurrent interplanetary streams
The sources of magnetic fields in recurrent streams were examined. Most fields and plasmas at 1 AU were related to coronal holes, and the magnetic field lines were open in those holes. Some of the magnetic fields and plasmas were related to open field line regions on the sun which were not associated with known coronal holes, indicating that open field lines are more basic than coronal holes as sources of the solar wind. Magnetic field intensities in five equatorial coronal holes ranged from 2G to 18G. Average measured photospheric magnetic fields along the footprints of the corresponding unipolar fields on circular equatorial arcs at 2.5 solar radii had a similar range and average, but in two cases the intensities were approximately three times higher than the projected intensities. The coronal footprints of the sector boundaries on the source surface at 2.5 solar radii, meandered between -45 deg and +45 deg latitude, and their inclination ranged from near zero to near ninety degrees
Partly Occupied Wannier Functions
We introduce a scheme for constructing partly occupied, maximally localized
Wannier functions (WFs) for both molecular and periodic systems. Compared to
the traditional occupied WFs the partly occupied WFs posses improved symmetry
and localization properties achieved through a bonding-antibonding closing
procedure. We demonstrate the equivalence between bonding-antibonding closure
and the minimization of the average spread of the WFs in the case of a benzene
molecule and a linear chain of Pt atoms. The general applicability of the
method is demonstrated through the calculation of WFs for a metallic system
with an impurity: a Pt wire with a hydrogen molecular bridge.Comment: 5 pages, 4 figure
Local and global properties of conformally flat initial data for black hole collisions
We study physical properties of conformal initial value data for single and
binary black hole configurations obtained using conformal-imaging and
conformal-puncture methods. We investigate how the total mass M_tot of a
dataset with two black holes depends on the configuration of linear or angular
momentum and separation of the holes. The asymptotic behavior of M_tot with
increasing separation allows us to make conclusions about an unphysical
``junk'' gravitation field introduced in the solutions by the conformal
approaches. We also calculate the spatial distribution of scalar invariants of
the Riemann tensor which determine the gravitational tidal forces. For single
black hole configurations, these are compared to known analytical solutions.

A simple analytical model for dark matter halo structure and adiabatic contraction
A simple analytical model for describing inner parts of dark matter halo is
considered. It is assumed that dark matter density is power-law. The model
deals with dark matter distribution function in phase space of adiabatic
invariants (radial action and angular momentum). Two variants are considered
for the angular part of the distribution function: narrow and broad
distribution. The model allows to describe explicitly the process of adiabatic
contraction of halo due to change of gravitational potential caused by
condensation of baryonic matter in the centre. The modification of dark matter
density in the centre is calculated, and is it shown that the standard
algorithm of adiabatic contraction calculation overestimates the compressed
