    The Effectiveness of the Strategies Interest Groups Use to Influence Health Care Reform in The United States: A Case Study Analysis of President Clinton, Bush, and Obama\u27s Health Care Reforms

    This independent study explores the effectiveness of the strategies interest groups use to influence health care reform in the United States. This is done through testing three hypotheses The hypotheses are: 1) With all other things being equal, interest groups who are more active with the reform movement are more likely to be successful in their goals than those who are less active, 2) With all other things being equal, interest groups who are aligned with presidential health care reform initiatives are more likely to be successful in their goals than those who are not aligned, and 3) With all other things being equal, interest groups who are aligned with the ideological majority in Congress are more likely to be successful in their goals than those who are not aligned with the ideological majority in Congress. An empirical case study approach was utilized and the health care reform attempts of President Clinton, Bush, and Obama were analyzed regarding interest group activity. Interest groupā€™s activity (Newspaper Mentions, Ideological Alignment, Presidential Alignment, and Success Levels were observed throughout the three cases and conclusions were drawn about how interest group activities are affected in instances where the president has success and when there is a strong opposition movement against the president. The individual strategies used by interest groups were evaluated for impact on the success of a group\u27s policy outcome

    This article considers the problem of statistical inference in linear regression models with dependent errors. A sieve-type generalized least squares (GLS) procedure is proposed based on an autoregressive approximation to the generating mechanism of the errors. The asymptotic properties of the sieve-type GLS estimator are established under general conditions, including mixingale-type conditions as well as conditions which allow for long-range dependence in the stochastic regressors and/or the errors. A Monte Carlo study examines the finite-sample properties of the method for testing regression hypotheses

    Identification of the growth arrest and DNA damage protein GADD34 in the normal human heart and demonstration of alterations in expression following myocardial ischaemia

    Growth arrest and DNA damage protein 34 (GADD34) is a multifunctional protein upregulated in response to cellular stress and is believed to mediate DNA repair and restore protein synthesis. In the present study we have examined GADD34 immunoreactivity in human myocardial tissue at defined survival times following cardiac arrest and determined alterations in expression following ischaemia. In the normal human heart, GADD34 immunoreactivity was generally intense and present within most cells. GADD34 immunoreactivity was downregulated in tissue displaying ischaemic damage and remained intense in adjacent non-infarcted tissue. Unlike brain, GADD34 was not found to be upregulated in the peri-infarct zone. Cells displaying apoptotic changes were located in regions displaying reduced GADD34 immunoreactivity. In the brain, it is thought that GADD34 supports re-initiation of protein synthesis following ischaemia. Similarly, GADD34 may perform important functions in cardiac tissue in response to ischaemia

    Efficient methods for generating pseudo-randomly distributed unitary operators are needed for the practical application of Haar distributed random operators in quantum communication and noise estimation protocols. We develop a theoretical framework for analyzing pseudo-random ensembles generated through a random circuit composition. We prove that the measure over random circuits converges exponentially (with increasing circuit length) to the uniform (Haar) measure on the unitary group and describe how the rate of convergence may be calculated for specific applications.Comment: 4 pages (revtex), comments welcome. v2: reference added, title changed; v3: published version, minor changes, references update

    Relative Expression Levels Rather Than Specific Activity Plays the Major Role in Determining In Vivo AKT Isoform Substrate Specificity

    The AKT protooncogene mediates many cellular processes involved in normal development and disease states such as cancer. The three structurally similar isoforms: AKT1, AKT2, and AKT3 exhibit both functional redundancy and isoform-specific functions; however the basis for their differential signalling remains unclear. Here we show that in vitro, purified AKT3 is āˆ¼47-fold more active than AKT1 at phosphorylating peptide and protein substrates. Despite these marked variations in specific activity between the individual isoforms, a comprehensive analysis of phosphorylation of validated AKT substrates indicated only subtle differences in signalling via individual isoforms in vivo. Therefore, we hypothesise, at least in this model system, that relative tissue/cellular abundance, rather than specific activity, plays the dominant role in determining AKT substrate specificity in situ
