A full permutation polygon synthetic indicator (FPPSI) approach for measuring and evaluating city prosperity: case study in Da Nang City, Vietnam
Economic growth has dominated development strategies and goals for many years, but prosperity encompasses more than that. In 2013, UN-Habitat proposed the City Prosperity Initiative (CPI) as a tool to quantify cities' prosperity and sustainable development. The CPI is accompanied by six essential components with 62 indicators associated with the urban settlement, incorporating productivity, infrastructure development, quality of life, social inclusion, environmental sustainability, and urban governance and legislation. The research aims to use the indicators of CPI and adopted the Full Permutation Polygon Synthetic Indicator method to measure and evaluate the level of prosperity of Da Nang City of Vietnam with data from 2004 to 2019. According to the findings of our study, the value of a synthetic indicator for the prosperity of Da Nang City increased, from 0.34 in 2004 to 0.36 in 2009, 0.43 in 2014, and 0.45 in 2019, which indicates a moderate level of wealth. On the one hand, Da Nang City has high levels of quality of life, equity and social inclusion, and urban governance and legislation. However, the city still has modest determinants of prosperity in terms of the environment, productivity and infrastructure. The Full Permutation Polygon Synthetic Indicator technique provides a comprehensive solution that illustrates the system integration idea. As a result, the proposed methodology offers a potential foundation for decision-making to promote sustainable urban development strategies and assess the effectiveness of these action
DOES DEMOGRAPHICS MATTER IN LIFELONG LEARNING? A RESEARCH CONTEXT OF VIETNAM
Objective: Lifelong learning (LLL) has lately attracted significant attention from the society in general, universities and corporations in particular. For the case of Vietnam, the Government has pledged to create a Lifelong Learning Society. A number of initiatives have been launched to help achieve this goal, including the Southeast Asian Ministers of Education Organization Centre for Lifelong Learning (SEAMEO CELLL) and "Book Day", a day dedicated to encouraging reading and raising awareness of its importance in the development of knowledge and skills. Lifelong learning (LLL) programs are also being adopted at libraries, museums, cultural centers, and clubs in Vietnam. In addition to the effort done by the Vietnamese government, a number of non-governmental, non-profit organizations and educational institutions have started to take action to encourage literacy and lifelong learning. It can be said that education and educational reforms are always the top concern of each country. This study is to investigate about lifelong learning of community with 4 aspects: (1) Learning Competencies; (2) Learning Contexts; (3) Learning Contents and (4) Learning Goals as well as examining the differences in the opinion about lifelong learning between categorical variables. The second purpose of the study is to examine the relationship between an individual's perspective on lifelong learning and their actual learning capacity, as well as learning motive.
Methods: The paper deploys primary data collecting from 270 people in different sectors and different occupations. Standard statistical techniques such as mean analysis, OLS multivariable analysis are used to find the answer for proposed hypotheses.
Results: Using a sample of 270 respondents varying in age, gender, and employment status, the authors found that there are differences on the attitudes towards lifelong learning, the motivations and skills needed for this “journey”.
Conclusion: From the findings, researchers proposed recommendations to promoting and fostering lifelong learning of community with the case of Vietnam

Regenerating Arbitrary Video Sequences with Distillation Path-Finding
If the video has long been mentioned as a widespread visualization form, the
animation sequence in the video is mentioned as storytelling for people.
Producing an animation requires intensive human labor from skilled professional
artists to obtain plausible animation in both content and motion direction,
incredibly for animations with complex content, multiple moving objects, and
dense movement. This paper presents an interactive framework to generate new
sequences according to the users' preference on the starting frame. The
critical contrast of our approach versus prior work and existing commercial
applications is that novel sequences with arbitrary starting frame are produced
by our system with a consistent degree in both content and motion direction. To
achieve this effectively, we first learn the feature correlation on the
frameset of the given video through a proposed network called RSFNet. Then, we
develop a novel path-finding algorithm, SDPF, which formulates the knowledge of
motion directions of the source video to estimate the smooth and plausible
sequences. The extensive experiments show that our framework can produce new
animations on the cartoon and natural scenes and advance prior works and

Impacts of flood on health: epidemiologic evidence from Hanoi, Vietnam
Vietnam is one of the most disaster-prone countries in the world. The country suffers from many kinds of natural disasters, of which the most common and serious one is flooding. Long and heavy rainfall during the last days of October and the first week of November 2008 resulted in a devastating flood unseen for over three decades in the capital city of Hanoi. It caused a substantial health impact on residents in and around the city and compromised the capacity of local health services. The aim of this study is to ascertain the vulnerability and health impacts of the devastating flood in Hanoi by identifying the differences in mortality, injuries, and morbidity patterns (dengue, pink eye, dermatitis, psychological problems, and hypertension) between flood affected and non-affected households. A cross-sectional study was carried out involving 871 households in four selected communes (two heavily flood affected and two comparatively less affected) from two severely flooded districts of Hanoi. Participants were interviewed and information collected on the social, economic, and health impacts of the devastation within 1 month after the flood. The self-reported number of deaths and injuries reported in this study within 1 month after the heavy rainfall were a bit higher in severely affected communes as compared to that of the less affected communes of our study. The findings showed higher incidences of dengue fever, pink eye, dermatitis, and psychological problems in communes severely affected by flood as compared to that of the controlled communes. For people in flood prone areas (at risk for flooding), flood prevention and mitigation strategies need to be seriously thought through and acted upon, as these people are exposed to greater health problems such as psychological issues and communicable diseases such as pink eye or dermatitis
Physiochemical properties, antibacterial and antioxidant activities of Terminalia catappa seed oils from two extracting processes
Terminalia catappa is a widespread medium tree species in many tropical countries. While the majority of the studies up to date focuses on the aerial part of the plant such as leaf, stem bark and fruit, information about the phytochemical property as well as the biological property of the edible seed is still scarce. This study was the first to explore the fatty acid composition, antibacterial and antioxidant activities of the seed oil from T. catappa grown in Vietnam. The results showed that both the hot-pressed and cold-pressed oils contained a high level of unsaturated fatty acids such as oleic (~32%) and linoleic acids (28.38%-29.2%), as well as saturated fatty acids such as palmitic acid (~33.3%-33.61%). The presence of eicosadienoic acid in T. catappa seed oils was reported in this study for the first time. These oils displayed antibacterial activity against 5 out of 12 tested strains such as Bacillus cereus, Staphylococcus aureus, Escherichia coli, Pseudomonas aeruginosa and Vibrio parahaemolyticus. The antioxidant activity of the oils was also recorded by DPPH radical scavenging assays with IC50 values of 950 µg/ml and 2529 µg/ml for cold-pressed oil and hot-pressed oil respectively. This study has provided promising extracting methods and resulted in oils that could be good candidates for developing food sources with valuable fatty acids, antioxidant and antibacterial capacities against both Gram-positive and negative bacteria in the human diet
Image Collage on Arbitrary Shape via Shape-Aware Slicing and Optimization
Image collage is a very useful tool for visualizing an image collection. Most
of the existing methods and commercial applications for generating image
collages are designed on simple shapes, such as rectangular and circular
layouts. This greatly limits the use of image collages in some artistic and
creative settings. Although there are some methods that can generate
irregularly-shaped image collages, they often suffer from severe image
overlapping and excessive blank space. This prevents such methods from being
effective information communication tools. In this paper, we present a shape
slicing algorithm and an optimization scheme that can create image collages of
arbitrary shapes in an informative and visually pleasing manner given an input
shape and an image collection. To overcome the challenge of irregular shapes,
we propose a novel algorithm, called Shape-Aware Slicing, which partitions the
input shape into cells based on medial axis and binary slicing tree.
Shape-Aware Slicing, which is designed specifically for irregular shapes, takes
human perception and shape structure into account to generate visually pleasing
partitions. Then, the layout is optimized by analyzing input images with the
goal of maximizing the total salient regions of the images. To evaluate our
method, we conduct extensive experiments and compare our results against
previous work. The evaluations show that our proposed algorithm can efficiently
arrange image collections on irregular shapes and create visually superior

Towards Green Tourism Development: Customers’ Perception of Using Plastic Products in the 5-star Hotels in Ho Chi Minh City
In recent years, green tourism has become a development trend, attracting the attention of the community, tourism businesses and tourists in many countries around the world. However, the approach of green tourism development in Vietnam is still limited in terms of scale and participants. This article examines the situation of using plastic products and the plastic waste treatment in the 5-star hotels in Ho Chi Minh City. Specifically, this study aims to explore the perception of customers of the use of plastic products. By doing so, the study contributes to clarifying the current situation of green tourism development in the hotel sector in the study area. The authors used the research methods of questionnaire, semi-structured interview and non-participant observation to conduct this study. Research results show that although the use of plastic products in hotels is still high, the plastic waste treatment is not thorough because of high treatment costs. But, the hotels tend to change policy on the treatment of plastic waste in an environmentally friendly manner. Besides, customers’ perception of plastic products is completely positive related to their attitudes when using, the willingness to pay and the desire to access more environmentally friendly services and products in the hotel sector. Based on the results, the article also discusses and suggests implications and approaches to developing products and services in hotels towards the development of green tourism and sustainable tourism in the future
