    A model of boundedly rational learning in dynamic games

Some examples of studies using boundedly rational players are Axelrod (1987), Miller (1989), Andreoni and Miller (1990) who use genetic algorithm and Marimon etal. (1990) and Arthur (1990) who use classifier systems. In this dissertation, a Two Armed Bandit Problem and the KiyotakiWright (1989) Economic Environment are constructed and the learning behaviour ol the boundedly rational players is observed by using classifier systems in computer programs. From the simulation results, we observe that experimentation and imitation enables faster convergence to the correct decision rules of players in both repeated static decision problems and dynamic games.Aksoy, HakanM.S

    Developing a new execution strategy for the production of zoning parcels according to the parcel plan

    Arazi ve Arsa Düzenlemeleri (AAD), planlı şehircilik ilkeleri kapsamında uygulaması yerel yönetimlerce zorunlu olan uygulamalar kapsamındadır. Bu uygulamayla birçok parselin, parsel maliklerinden izin alınmaksızın İmar Kanunun 18. Maddesi ve uygulama yönetmeliği ile Planlı Alanlar Yönetmeliği hükümlerine ve uygulama imar planına göre parselasyonu yapılarak yapılaşmaya uygun hale getirilmektedir. Günümüz meri mevzuatı kapsamında parselasyon planına göre müstakil yapı yapılmasına müsait tapuya tescilli imar parseli üretimine ilişkin uygulamalar alan esaslı ve kısmen değer esaslı olarak yapılmakta olup her parselde eşit oranda değer artışı olduğu kabul edilmektedir. Ancak; bu durum her zaman her uygulamada sağlanamamaktadır ve bazı parsellerde diğer parsellere göre daha farklı değer artışları yaşandığı için hukuk dilinde haksız zenginleşmeye yol açmaktadır. İmar uygulamaları çalışmalarında alan esaslı çalışma yerine taşınmazın kadastro ve imar parsel değerlerine göre derece dönüşüm esaslı uygulama stratejisi geliştirilmiş, haksız zenginleşmeyi önleyebilecek daha adil bir model oluşturulmuştur. Çalışmada; Erzurum Büyükşehir Belediyesince kesinleştirilip tapu müdürlüğünce tescil edilen gerçek bir imar uygulaması incelenerek, her parselden eşit Düzenleme Ortaklık Payı (DOP) kesintisi uygulamasına alternatif olacak şekilde, kadastro ve imar parsellerinin değerlerinin oranlanmasından derece dönüşüm modeli geliştirilmiş, imar parseli tahsisinde 1163 sayılı Kooparatifler Kanununun 23. Maddesine uygun olarak şerefiye esaslı tahsis modeli uygulanmış ve imar uygulaması nedeniyle oluşan değer artışı malikler arasında paylaştırılarak değer eşitliği sağlanmıştır.Land arrangements (LA) is within the scope of practices that are mandatory by local governments within the scope of planned urbanism principles. With this application; Cadastral parcels are made suitable for construction by subdividing them according to the zoning legislation and implementation zoning plan, without obtaining permission from the parcel owners. Within the scope of today's Turkish legislation; Applications for the production of zoning parcels, which are suitable for detached structures according to the parceling plan and registered with the title deed, are made on an area-based basis and it is accepted that there is an equal increase in value in each parcel. However; Equal increase in value cannot be achieved in every application and since some parcels experience different value increases compared to other parcels, it leads to unjust enrichment in the language of law. In the zoning implementation studies, an application strategy based on degree conversion has been developed according to the cadastral and zoning parcel values of the real estate instead of the area-based work. Thus, a fairer model has been created that can prevent unjust enrichment. In the study, a real zoning application, which was finalized by the Erzurum Metropolitan Municipality and registered by the land registry directorate, was examined. In practice; As an alternative to the application of equal Regulation Partnership Share (RPS) deduction from each parcel, a degree conversion model has been developed from the ratio of the values of the cadastral and zoning parcels.     Organik Yetiştiricilikte Bezelye-Fasulye-Bakla Rotasyonunun Verim Ve Kalite Özelliklerine Etkisi

    Organik tarımda temel ilkelerden biri işletme dışı girdiler yerine işletme içi girdilere dayalı olabildiğince kapalı bir sistemin kurulmasıdır. Bu açıdan yeşil gübreleme, organik tarım teknikleri arasında toprak verimliliğinin sağlanması açısından temel bir uygulamadır. Çalışma, ardı ardına yetiştirilen baklagil sebze türlerinin önceki baklagil türünden nasıl etkilendiğinin belirlenmesi amacıyla Ege Üniversitesi Ziraat Fakültesi Bahçe Bitkileri Bölümü deneme alanlarında 4 tekerrürlü ve bölünmüş parseller deneme desenine göre kurulmuştur. Bu amaçla 3 farklı baklagil sebze türü (bezelye, fasulye, bakla) birbiri ardına üretimde ülkemizde geçerli organik tarıma ilişkin kanun ve yönetmelikler izlenerek yetiştirilmiştir. Ayrıca bölünmüş parsellerde içeriği bilinen ve organik tarımda kullanımı sertifikalandırılmış Biofarm Aktif (N:P:K, 3,5:3:3) kompostundan elde edilen kompost çayının etkileri de araştırılmıştır. Çalışmada üretimi yapılan bezelye, fasulye ve bakla bitkilerinin toplam biyomasları, verimleri (parsel başına verim, birim alandaki verim, bitki başına verim) ve temel kalite parametreleri (bakla eni, bakla boyu, bakla ağırlığı, ortalama tohum sayısı) belirlenmiştir. Ayrıca hasat edilen ürün dışında toprağa karıştırılan kök-gövde-yaprak biyomasları hesaplanarak bir sonraki ürüne olan etkileri araştırılmıştır. Denemeler sonunda bezelye sonrası fasulye yetiştiriciliğinde yapılan kompost çayı uygulamasının kontrol ile karşılaştırılmasında verim ve kalite yönünden istatistiksel anlamda farklılıklar görülmemiştir. Benzer şekilde fasulye sonrası yetiştirilen bakla bitkisinde de verim ve kalite açısından istatistiksel farklılık saptanamamıştır. Bakla yetiştiriciliği sonrası toprağa karıştırılan toplam kuru madde miktarında kompost çayı uygulanan parsellerde artış saptanmıştır.     Evaluation of the Toxoplasma gondii IgG Avidity request and results in a tertiary care hospital

    Objectives: Toxoplasmosis is a parasitic infection caused by Toxoplasma gondii (T. gondii) with various clinical outcomes. Serological tests determining IgG and IgM produced against T. gondii are widely used for laboratory diagnosis of the infection. IgG avidity test identifying the infection initiation in diagnosis is required when specific IgM antibodies are not able to be detected in early period of infection, IgM antibodies in patients with reactivation are not increased or especially in pregnant with IgM positivity. In this study, it was aimed to evaluate avidity test results and to determine the algorithmic place of this test in T. gondii infection. Methods: In this study, avidity test results requested from all of the clinics and services from serology laboratory in 1 January 2013-31 December 2013 were included. Totally, 84 anti-T. gondii IgG avidity was requested. The avidity value was researched by ELISA method using anti-T. gondii IgG avidity kit in patients included in this study. Anti-T. gondii IgG and IgM antibody tests were performed by ELISA method using commercial kit. Results: 61, 13 and 2 requests were evaluated as high avidity 72.6%, low avidity 15.5% and intermediate value 2.4%, respectively, while 8 requests were unnecessary. Conclusion: It was concluded that primarily anti-T. gondii IgG and IgM tests should be performed in suspicious cases in terms of toxoplasmosis and the IgG avidity tests should be requested from only suitable cases after the evaluation of the test results according to clinic table of the patients and/or the week of pregnancy.     Instantaneous Gain in Video Head Impulse Test: A Reliability Study

    Objective:Vestibulo-ocular reflex gain at 40, 60, and 80 ms following the head movement start is calculated as the instantaneous gain. The purpose of this study was to investigate the reliability of instantaneous gain values at 40, 60, and 80 ms with testing and retesting in healthy adults.Methods:The study was conducted with Interacoustics EyeSeeCam vHIT (Interacoustics, Denmark), and 42 healthy adults were evaluated twice at half-hour intervals (test and retest) by the same practitioner. Agreement of mean gain, gain asymmetry, and instantaneous gain was evaluated using a paired samples t-test.Results:Mean age of the participants was 33.62±11.17; 38.1% were male and 61.9% were female. In the degree of the agreement, paired sample correlation (r) between test and retest results of the horizontal semicircular canals was found to be higher than those of the vertical semicircular canals. Moreover, the highest correlation between test and retest for instantaneous gain, calculated for only horizontal semicircular canals, was found at 80 ms on each side (0.791; 0.838, right and left, respectively), while the lowest correlation between these parameters was found between the gain asymmetry values.Conclusion:The video head impulse test used in studies calculates the mean gain in approximately at 60 ms. However, the higher correlation between mean gain values at 80 ms in our findings indicates that gain calculation strategies and techniques for latencies should be discussed. Additionally, the low correlation of vertical semicircular canals for mean gain and gain asymmetry between semicircular canal pairs, which clearly shows that more standard and more reliable methods should be developed

    Baseline aortic pre-ejection interval predicts reverse remodeling and clinical improvement after cardiac resynchronization therapy

    Background: Cardiac resynchronization therapy (CRT) has been shown to reduce heart failure-related morbidity and mortality. However, approximately one in three patients do not respond to CRT. The aim of the current study was to determine the parameter(s) which predict reverse remodeling and clinical improvement after CRT. Methods: A total of 54 patients (43 male, 11 female; mean age 61.9 ± 10.5 years) with heart failure and New York Heart Association (NYHA) class III–IV symptoms and in whom left ventricular ejection fraction (LVEF) was £ 35% and QRS duration was ≥ 120 ms, despite optimal medical therapy, were enrolled. An echocardiographic examination was performed before, and six months after, CRT. An echocardiographic response was defined as a reduction of end-systolic volume ≥ 10% after six months, and a clinical response was defined as a reduction ≥ 1 in the NYHA functional class score. Results: An echocardiographic response was observed in 38 (70.4%) of the patients and a clinical response occurred in 41 (75.9%) of the patients. Of the dyssynchrony parameters, only the aortic pre-ejection interval (APEI) was observed to significantly predict the clinical response (p = 0.048) and echocardiographic response (p = 0.037). A 180.5 ms cut-off value for the APEI predicted the clinical response with a sensitivity of 92.3% and a specificity of 39%, and the echocardiographic response with a sensitivity of 93.0% and a specificity of 42%. Conclusions: APEI derived from pulsed-wave Doppler, which is available in every echocardiography machine, is a simple and practical method that could be used to select patients for CRT.     The Design, Analysis and Test of a Unique Gas Turbine Scroll for the F-35, Joint Strike Fighter

    ABSTRACT The design of the APU (Auxiliary Power Unit) for the F-35 JSF (Joint Strike Fighter) focused on minimizing size and weight while meeting stringent performance goals. To help realize that goal, a unique turbine scroll was designed. The scroll design delivers air from the combustor to the turbine inlet with minimal loss and flow distortion while minimizing design space. CFD (Computational Fluid Dynamics) results of scroll total pressure loss and exit peripheral distribution of total pressure, Mach number, and flow angle are presented. Rig tests were utilized for measuring and validating the computed total pressure and Mach number distributions around the periphery of the scroll exit. Comparisons of the CFD simulations and test data indicate strong correlation in values of average total pressure loss, local total pressure loss and Mach number around the exit periphery

    RELATIONSHIP BETWEEN THE DEGENERATIVE CHANGES IN THE MANDIBULAR CONDYLE AND ARTICULAR EMINENCE INCLINATION, HEIGHT, AND SHAPE: A CBCT STUDY

    Objectives: This study aimed to analyze the articular eminence inclination and height and correlate these findings with the eminence shapes and degenerative condylar changes using cone-beam computed tomography (CBCT). Materials and Methods: The assessments were established on CBCT images of 566 temporomandibular joints (TMJ) that were included from the computer database. Age and gender were recorded for all individuals. Degenerative changes were examined in the articular surface of the condyle. The articular eminence (AE) inclination and height measurements were performed on central parasagittal slices of the TMJ. The shape of the AE was classified as box, sigmoid, flattened, and deformed. Results: The prevalence of degenerative changes in the condyle was higher in males, but no significant difference was found (p ˃ 0.05). The AE inclination and height have a relation with gender and age groups. The AE inclination and height results were greater in males (p < 0.05). The reduced mean values of eminence inclination and height in the +50-year-old group were detected (p < 0.05). Sigmoid and box-shaped articular eminence morphologies were more common. The eminence with deformed-shaped was related to two or more degenerative alterations in the condylar head. Conclusion: The degenerative condylar changes can affect eminence inclination and height by mechanical loading and changed articular dynamics. Gender and age have a significant effect on the AE morphology. The articular eminence shape is influenced by combinations of two or more degenerative changes
