    This paper provides the key elements to develop an integrated approach for measuring and monitoring city performance globally. The paper reviews the role of cities and why indicators are important. Then it discusses past approaches to city indicators and the systems developed to date, including the World Bank's initiatives. After identifying the strengths and weaknesses of past experiences, it discusses the characteristics of optimal indicators. The paper concludes with a proposed plan to develop standardized indicators that emphasize the importance of indicators that are measurable, replicable, potentially predictive, and most important, consistent and comparable over time and across cities.     Investigating the Potential of Ridesharing to Reduce Vehicle Emissions

    As urban populations grow, cities need new strategies to maintain a good standard of living while enhancing services and infrastructure development. A key area for improving city operations and spatial layout is the transportation of people and goods. While conventional transportation systems (i.e., fossil fuel based) are struggling to serve mobility needs for growing populations, they also represent serious environmental threats. Alternative-fuel vehicles can reduce emissions that contribute to local air pollution and greenhouse gases as mobility needs grow. However, even if alternative-powered vehicles were widely employed, road congestion would still increase. This paper investigates ridesharing as a mobility option to reduce emissions (carbon, particulates and ozone) while accommodating growing transportation needs and reducing overall congestion. The potential of ridesharing to reduce carbon emissions from personal vehicles in Changsha, China, is examined by reviewing mobility patterns of approximately 8,900 privately-owned vehicles over two months. Big data analytics identify ridesharing potential among these drivers by grouping vehicles by their trajectory similarity. The approach includes five steps: data preprocessing, trip recognition, feature vector creation, similarity measurement and clustering. Potential reductions in vehicle emissions through ridesharing among a specific group of drivers are calculated and discussed. While the quantitative results of this analysis are specific to the population of Changsha, they provide useful insights for the potential of ridesharing to reduce vehicle emissions and the congestion expected to grow with mobility needs. Within the study area, ridesharing has the potential to reduce total kilometers driven by about 24% assuming a maximum distance between trips less than 10 kilometers, and schedule time less than 60 minutes. For a more conservative maximum trip distance of 2 kilometers and passenger schedule time of less than 40 minutes, the reductions in traveled kilometers could translate to the equivalent of approximately 4.0 tons CO2 emission reductions daily

    Evaluating the circular economy for sanitation: Findings from a multi-case approach

    Addressing the lack of sanitation globally is a major global challenge with 700 million people still practicing open defecation. Circular Economy (CE) in the context of sanitation focuses on the whole sanitation chain which includes the provision of toilets, the collection of waste, treatment and transformation into sanitation-derived products including fertiliser, fuel and clean water. After a qualitative study from five case studies across India, covering different treatment technologies, waste-derived products, markets and contexts; this research identifies the main barriers and enablers for circular sanitation business models to succeed. A framework assessing the technical and social system changes required to enable circular sanitation models was derived from the case studies. Some of these changes can be achieved with increased enforcement, policies and subsidies for fertilisers, and integration of sanitation with other waste streams to increase its viability. Major changes such as the cultural norms around re-use, demographic shifts and soil depletion would be outside the scope of a single project, policy or planning initiative. The move to CE sanitation may still be desirable from a policy perspective but we argue that shifting to CE models should not be seen as a panacea that can solve the global sanitation crisis. Delivering the public good of safe sanitation services for all, whether circular or not, will continue to be a difficult task

    Provisioning systems for a good life within planetary boundaries

    The concept of provisioning systems has recently emerged as a promising way to understand the differences between levels of resource use and social outcomes observed across societies. However, the characteristics of provisioning systems remain poorly understood. Here, we make a new contribution to conceptualising provisioning systems and to understanding differences in the resource efficiency with which they achieve social outcomes. We define a provisioning system as a set of related elements that work together in the transformation of resources to satisfy a foreseen human need. We analyse six theories in terms of their contribution to understanding provisioning systems within the biophysical and social constraints of Raworth’s “Safe and Just Space” framework. We find that most of these theories fail to prioritise human needs and well-being, and do not incorporate explicit environmental limits. However, they provide important insights that we draw upon to identify six important provisioning system elements (households, markets, the commons, the state, techniques, and material stocks). Based on the theories, we also identify two important relationships between elements, namely feedbacks and power relations. We further propose the concept of “appropriating systems” as a component of provisioning systems. Appropriating systems reduce the resource efficiency of human well-being via rent extraction, and act as a barrier to meeting human needs at a sustainable level of resource use. We combine these concepts into a new framework, and discuss applications to energy systems

    A Cities Approach to SustainabilityThis thesis provides a response to the question of how we might achieve greater sustainability, and from that sustainable development. An engineering approach, or applied science (physical and social), integrated within a multi-stakeholder partnership, is proposed. A road map to a partial, or `shadow agreement' is proposed, that would hopefully serve as the start of a global process leading to comprehensive sustainable development.An argument is made why cities are the most likely actors to design and bring about such an agreement. An agreement among the world's larger cities (those urban areas with 5 million or more residents by 2050) is possible, and is likely a necessary, but not sufficient condition to achieve sustainable development. Each city is viewed as a unique system as well as collectively within a `system-of-systems,' and more broadly within local and global ecosystems and economies. Global boundaries and objectives such as the Sustainable Development Goals are down-scaled and applied at a metro-city level.Population projections are provided for the world's larger cities (in 2025, 2050, 2075 and 2100). Along with the hierarchy of sustainable cities, two new tools are developed in this thesis: (i) a cities approach to physical and socio-economic boundaries, and: (ii) sustainability costs curves. These two tools underpin the shadow agreement and are powerful planning and engineering tools in their own right. Case study application of the tools is provided for Dakar, Mumbai, Sao Paulo, Shanghai, and Toronto.Ph.D
