    ¿Qué puede esperar Latinoamérica del próximo presidente de EEUU, y qué puede esperar el próximo presidente de EEUU de Latinoamérica? Con los mercados financieros sumidos en el caos y los norteamericanos cada vez más preocupados por su futuro económico, no es sorprendente que las cuestiones de política exterior –incluidos la guerra de Irak y el terrorismo internacional– hayan quedados relegados a un segundo plano en la carrera presidencial norteamericana. Hace algunos meses, aprovechando el Día de la Independencia Cubana, tanto Barack Obama como John McCain pronunciaron importantes discursos acerca de Latinoamérica ante audiencias en Miami. John McCain llegó incluso a viajar a Colombia y México. Tras esto, la región desapareció prácticamente de las dos campañas durante varios meses. No fue hasta el último debate del 15 de octubre que los candidatos abordaron algunos temas claves referentes a las relaciones de EEUU con Latinoamérica –entre otros el Tratado de Libre Comercio de América del Norte (TLCAN, o NAFTA en inglés), el acuerdo comercial firmado pero no ratificado entre EEUU y Colombia, y el peligro de depender del petróleo importado de Venezuela–

    Land Reform and Conflict in South Sudan: Evidence from Yei River County

    Nach der Unabhängigkeit des Südsudan im Jahr 2011 wurde die Landreform zu einem wesentlichen Aspekt der Staatsbildung, teils um historisches Unrecht auszugleichen, teils aber auch, um künftige Konflikte um Land zu verhindern. Im Verlauf der Zeit wurde jedoch Land zum Ausgangspunkt für Konflikte, auch zwischen Gemeinden, in denen es keine Geschichte "ethnischer Konflikte" gab. Anhand zweier Fallstudien ländlicher Gebiete im Yei River County im Südsudan zeigen die Autoren, dass diese Konflikte vor allem aus Widersprüchen im bestehenden Rechtsrahmen für Land und Boden entstehen. Die Widersprüche selbst führen sie auf den Top-down-Ansatz der Staatsbildung zurück, der den gesellschaftlichen und ländlichen Wandel - ein Ergebnis von Kolonialismus und Bürgerkriegen - vielfach außer Acht lässt.Following South Sudanese independence in 2011, land reform became a major aspect of state building, partly to address historical injustices and partly to avoid future conflicts around land. In the process, land became a trigger for conflicts, sometimes between communities with no histories of "ethnic conflict." Drawing on cases in two rural areas in Yei River County in South Sudan, this paper shows that contradictions in the existing legal frameworks on land are mainly to blame for those conflicts. These contradictions are influenced, in turn, by the largely top-down approach to state building, which has tended to neglect changes in society and regarding land resulting from colonialism and civil wars

    Depletion-Isolation Effect in Vertical MOSFETs During the Transition From Partial to Fully Depleted Operation

    A simulation study is made of floating-body effects (FBEs) in vertical MOSFETs due to depletion isolation as the pillar thickness is reduced from 200 to 10 nm. For pillar thicknesses between 200–60 nm, the output characteristics with and without impact ionization are identical at a low drain bias and then diverge at a high drain bias. The critical drain bias Vdc for which the increased drain–current is observed is found to decrease with a reduction in pillar thickness. This is explained by the onset of FBEs at progressively lower values of the drain bias due to the merging of the drain depletion regions at the bottom of the pillar (depletion isolation). For pillar thicknesses between 60–10 nm, the output characteristics show the opposite behavior, namely, the critical drain bias increases with a reduction in pillar thickness. This is explained by a reduction in the severity of the FBEs due to the drain debiasing effect caused by the elevated body potential. Both depletion isolation and gate–gate coupling contribute to the drain–current for pillar thicknesses between 100–40 nm

    Drain current multiplication in thin pillar vertical MOSFETs due to depletion isolation and charge coupling

    Drain current multiplication in vertical MOSFETs due to body isolation by the drain depletion region and gate–gate charge coupling is investigated at pillar thicknesses in the range of 200–10 nm. For pillar thickness >120 nm depletion isolation does not occur and hence the body contact is found to be completely effective with no multiplication in drain current, whereas for pillar thicknesses <60 nm depletion isolation occurs for all drain biases and hence the body contact is ineffective. For intermediate pillar thicknesses of 60–120 nm, even though depletion isolation is apparent, the body contact is still effective in improving floating body effects and breakdown. At these intermediate pillar thicknesses, a kink is also observed in the output characteristics due to partial depletion isolation. The charging kink and the breakdown behavior are characterized as a function of pillar thickness, and a transition in the transistor behavior is seen at a pillar thickness of 60 nm. For pillar thickness greater than 60 nm, the voltage at which body charging occurs decreases (and the normalized breakdown current increases) with decreasing pillar thickness, whereas for pillar thickness less than 60 nm, the opposite trend is seen. The relative contributions to the drain current of depletion isolation and the inherent gate–gate charge coupling are quantified. For pillar thickness between 120 and 80 nm, the rise in the drain current is found to be mainly due to depletion isolation, whereas for pillar thicknesses <60 nm, the increase in the drain current is found to be governed by the inherent gate–gate charge coupling

    Radioprotective effect of lidocaine on neurotransmitter agonist-induced secretion in irradiated salivary glands.

    Previously we verified the radioprotective effect of lidocaine on the function and ultrastructure of salivary glands in rabbits. However, the underlying mechanism of lidocaine's radioprotective effect is unknown. We hypothesized that lidocaine, as a membrane stabilization agent, has a protective effect on intracellular neuroreceptor-mediated signaling and hence can help preserve the secretory function of salivary glands during radiotherapy. Rabbits were irradiated with or without pretreatment with lidocaine before receiving fractionated radiation to a total dose of 35 Gy. Sialoscintigraphy and saliva total protein assay were performed before radiation and 1 week after the last radiation fraction. Isolated salivary gland acini were stimulated with either carbachol or adrenaline. Ca(2+) influx in response to the stimulation with these agonists was measured using laser scanning confocal microscopy. The uptake of activity and the excretion fraction of the parotid glands were significantly reduced after radiation, but lidocaine had a protective effect. Saliva total protein concentration was not altered after radiation. For isolated acini, Ca(2+) influx in response to stimulation with carbachol, but not adrenaline, was impaired after irradiation; lidocaine pretreatment attenuated this effect.     RNApredator: fast accessibility-based prediction of sRNA targets

    Bacterial genomes encode a plethora of small RNAs (sRNAs), which are heterogeneous in size, structure and function. Most sRNAs act as post-transcriptional regulators by means of specific base pairing interactions with the 5′-untranslated region of mRNA transcripts, thereby modifying the stability of the target transcript and/or its ability to be translated. Here, we present RNApredator, a web server for the prediction of sRNA targets. The user can choose from a set of over 2155 genomes and plasmids from 1183 bacterial species. RNApredator then uses a dynamic programming approach, RNAplex, to compute putative targets. Compared to web servers with a similar task, RNApredator takes the accessibility of the target during the target search into account, improving the specificity of the predictions. Furthermore, enrichment in Gene Ontology terms, cellular pathways as well as changes in accessibilities along the target sequence can be done in fully automated post-processing steps. The predictive performance of the underlying dynamic programming approach RNAplex is similar to that of more complex methods, but needs at least three orders of magnitude less time to complete.     Nursing and community rates of Mycobacterium tuberculosis infection among students in Harare, Zimbabwe.

    BACKGROUND: African hospitals have experienced major increases in admissions for tuberculosis, but they are ill-equipped to prevent institutional transmission. We compared institutional rates and community rates of tuberculin skin test (TST) conversion in Harare, Zimbabwe. METHODS: We conducted a cohort study of TST conversion 6, 12, and 18 months into training among 159 nursing and 195 polytechnic school students in Harare. Students had negative TST results (induration diameter, or =10 mm) per 100 person-years (95% confidence interval [CI], 14.2-26.2 conversions per 100 person-years), and polytechnic school students experienced 6.0 (95% CI, 3.5-10.4) conversions per 100 person-years. The rate of difference was 13.2 conversions (95% CI, 6.5-20.0) per 100 person-years. With a more stringent definition of conversion (increase in the induration diameter of > or =10 mm to at least 15 mm), which is likely to increase specificity but decrease sensitivity, conversion rates were 12.5 and 2.8 conversions per 100 person-years in nursing and polytechnic school students, respectively (rate difference, 9.7 conversions per 100 person-years; 95% CI, 4.5-14.8 conversions per 100 person-years). Nursing students reportedly nursed 20,868 inpatients with tuberculosis during 315 person-years of training. CONCLUSIONS: Both groups had high TST conversion rates, but the extremely high rates among nursing students imply high occupational exposure to Mycobacterium tuberculosis. Intense exposure to inpatients with tuberculosis was reported during training. Better prevention, surveillance, and management of institutional M. tuberculosis transmission need to be supported as part of the international response to the severe human immunodeficiency virus infection epidemic and health care worker crisis in Africa

    Software Quality Assurance (SQA) memainkan peran penting dalam pengembangan perangkat lunak di berbagai industri, termasuk perusahaan yang beroperasi di sektor energi surya atau solar. Dalam konteks ini, teori SQA menyediakan kerangka kerja dan pendekatan untuk memastikan bahwa perangkat lunak yang dikembangkan memenuhi standar kualitas yang ditetapkan dan memenuhi kebutuhan perusahaan solar. SQA melibatkan serangkaian kegiatan, seperti pengelolaan risiko, pengujian perangkat lunak, pengukuran kualitas, dan manajemen konfigurasi, yang berkontribusi pada pengembangan dan pemeliharaan perangkat lunak yang andal dan efektif. Dalam industri energi surya, SQA dapat diterapkan dalam berbagai aspek. Misalnya, dalam domain DSS02, SQA dapat membantu dalam membangun dan memvalidasi sistem pendukung keputusan yang mampu memberikan analisis dan rekomendasi yang akurat berdasarkan data energi surya yang terkumpul.
