Die Europäer werden gefordert: Präsidentenwechsel in Washington und außenpolitische Positionen
"Der Präsidentschaftswahlkampf in den USA bleibt spannend: Zwar gilt die Kandidatur
des Republikaners John McCain als nahezu sicher, doch bei den Demokraten
liefern sich Hillary Clinton und Barack Obama ein Kopf-an-Kopf-Rennen.
In dieser Analyse werden die außenpolitischen Positionen der Präsidentschaftsanwärter
Hillary Clinton, Barack Obama, John McCain und Michael Huckabee dargelegt
sowie mögliche Entwicklungsperspektiven für das zukünftige transatlantische
Verhältnis aufgezeigt, um zu klären, in wie weit nach der Wahl im November ein
außenpolitischer Kurswechsel der USA zu erwarten ist.
Bei den Demokraten profitiert Clinton von ihrer langjährigen politischen Erfahrung.
Im Falle einer Präsidentschaft Clintons, die als selbstbewusste und erfahrene
Politikerin in das Weiße Haus einziehen würde, ist davon auszugehen, dass sie sich
nicht scheuen würde, konkrete Forderungen an die Verbündeten zu richten, was
ein Konfliktpotenzial für die transatlantischen Beziehungen bedeutet.
Obama ist der einzige Kandidat, der im Hinblick auf Alter und Herkunft einen
deutlichen Wandel symbolisiert. Zugleich ist er ein Kandidat mit begrenzten
außen- und sicherheitspolitischen Erfahrungen. Seine Rolle als Brückenbauer und
der durch ihn symbolisierte politische Aufbruch sollten nicht darüber hinwegtäuschen,
dass auch unter seiner Präsidentschaft Spannungen und Konflikte im transatlantischen
Verhältnis zu erwarten sind.
Der moderne Konservative und als Kriegsheld gefeierte McCain ist der Kandidat
mit den größten außen- und sicherheitspolitischen Erfahrungen. Im Falle seines
Wahlsieges sollten sich die Europäer darauf einstellen, dass sie in ihm zwar einen
berechenbaren und mit ihren Problemen vertrauten Gesprächspartner finden, aber
auch einen Präsidenten, der nicht nur harte Positionen vertritt, sondern dazu substanzielle
Forderungen zugunsten einer gerechten Lastenteilung stellen wird, was
zu erheblichen Belastungen in den transatlantischen Beziehungen führen kann.
Huckabee hat kaum noch Chancen auf eine Nominierung; aber er könnte es als
Vizepräsidentschaftskandidat auf das »ticket« schaffen und McCain nachfolgen, falls
diesem etwas zustößt. Seine Erfahrungen im Bereich Europa und sein Verständnis
für die Belange der Verbündeten sind allerdings nur rudimentär vorhanden.
Die Strukturen des internationalen Systems werden sich bis zur Wahl im November
dieses Jahres kaum verändern. Von der nächsten Administration sollten daher
nur geringe Unterschiede zur Außenpolitik der gegenwärtigen Regierung erwartet
werden, wohl aber solche im Stil und im Umgang mit den Verbündeten. Es ist
davon auszugehen, dass von den Europäern gefordert werden wird, mehr militärische
Lasten zu übernehmen. In Anbetracht dessen sollten sich die Europäer
darauf einstellen, dass der Druck von einem grundsätzlich freundlich gesinnten
Partner USA stärker ist und weniger leicht abgelehnt werden kann, als wenn er von

This study analyzes the foreign policy positions of Hillary Clinton, Barack Obama, John McCain and Michael Huckabee. It also provides an outlook on transatlantic relations in the future in order to clarify to what extent a change of U.S. foreign policy can be expected after the 2008 election. As for the Democrats, Clinton benefits from her long-time experience in politics. In case of a Clinton presidency, a self-confident and experienced politician would enter the White House. It is assumed that she will not hesitate to confront the European allies with demands, which may cause transatlantic disputes. Obama is the only candidate who symbolizes a distinct change in terms of age and origin. At the same time he is a candidate with limited experience in foreign and security policy. His role as a binding element and symbol for political change should not deceive Europeans. Tensions and conflicts in the transatlantic relationship are likely to arise under his presidency, too. Modern conservative and war hero McCain has the greatest experience in foreign and security policy. In case of a McCain victory, Europeans should be prepared that although he is a predictable interlocutor familiar with European problems and concerns, he will confront his allies with tough choices and substantial demands in support of an equitable burden-sharing. This can have a considerable impact on transatlantic relations. Huckabee is unlikely to receive the Republican Party's nomination: but he could be a candidate for the Vice Presidency and succeed McCain in case something happens to him. His knowledge about Europe and his appreciation of the concerns of the allies are very limited. The structures within the international system will not change significantly until November 2008. A shift can be expected in the style and ways of dealing with the European allies - at least the candidates have announced this. It has to be assumed that a more equitable military burden-sharing among the allies is expected from all the candidates. It has to be kept in mind that pressure by a generally friendly United States is stronger and harder to oppose than pressure by an less liked partner." (author's abstract
Das Atlantische Bündnis in der Anpassungskrise
'Die Studie befasst sich mit den Bemühungen der Allianz, ihr Selbstverständnis und ihre Instrumente an ein fundamental gewandeltes internationales Umfeld anzupassen. Ausführlich werden die Schritte zur Eindämmung des internationalen Terrorismus und der Verbreitung von Massenvernichtungswaffen dargestellt sowie die NATO-Einsätze auf dem Balkan, in Afghanistan und nun auch im Irak diskutiert. Außerdem werden das Verhältnis der NATO zur EU/ ESVP und die Beziehungen zu den verschiedenen Kooperations- und Dialogpartnern dargelegt, wobei die Frage nach Komplementarität oder Konkurrenz im Vordergrund steht. Da die Wirksamkeit des Bündnisses auch von seinem institutionellen Instrumentarium abhängt, wird dieses ebenfalls einer Überprüfung unterzogen. Abschließend wird die Frage nach der Zukunft des Bündnisses gestellt: Ist die NATO in der Lage, den schwierigen Anpassungsprozeß zu bewältigen, oder ist sie ein Relikt aus den Zeiten des Ost-West-Konflikts, dessen Fortbestand ungewiss ist? Die Verfasserin kommt zu dem Schluss, dass das Bündnis nur dann eine Zukunft hat, wenn es flexiblere Strukturen entwickelt, welche sowohl 'coalitions of the willing' als auch eine enge Kooperation mit anderen Institutionen erlauben.' Welche Macht darf es denn Sein? Tracing ‘Power’ in German Foreign Policy Discourse
The relationship between ‘Germany’ and ‘power’ remains a sensitive issue. While observers tend to agree that Germany has regained the status of the most powerful country in Europe, there is debate whether that is to be welcomed or whether that is a problem. Underpinning this debate are views, both within Germany and amongst its neighbours, regarding the kind of power Germany has, or should (not) have. Against this backdrop, the article reviews the dominant role conceptions used in the expert discourse on German foreign policy since the Cold War that depict Germany as a particular type of ‘power’. Specifically, we sketch the evolution of three prominent conceptions (constrained power, civilian power, hegemonic power) and the recent emergence of a new one (shaping power). The article discusses how these labels have emerged to give meaning to Germany’s position in international relations, points to their normative and political function, and to the limited ability of such role images to tell us much about how Germany actually exercises power

Germany is faced with considérable challenges : lacking the capacity and the désire to support politically or even militarily American policy, it bas lost strategie importance for the Americans. Nevertheless, the existence of a close and confidential relationship between Washington and Bonn remains one of the underlying principles of German policy. As for France, it has perfected its strategy anchored in Europe, by choosing a policy of rapprochement with the Atlantic Alliance and the US, thus becoming their privileged partner. As a consequence Germany has lost its function of 'interpret' between the two countries. The Federal Republic therefore risks finding itself between the devil and the deep blue sea if it opposes the global strategy of France and the US or if it becomes marginalised by leading an overly passive international policy.L'Allemagne est confrontée à des défis considérables. N'étant ni en mesure ni désireuse de soutenir politiquement, voire militairement, la politique américaine, elle perd de son importance stratégique aux yeux des Américains. Mais l'existence de relations étroites et confiantes entre Bonn et Washington demeure l'un des principes de base de la politique allemande. De son côté, la France a parachevé sa stratégie d'ancrage européen en optant pour une politique de rapprochement avec l'Alliance atlantique et les Etats-Unis, devenant ainsi un partenaire privilégié de ces derniers. Par conséquent, la fonction d'« interprète » que l'Allemagne avait assurée vis-à-vis de Paris et de Washington a perdu toute sa valeur.
