Climate justice and global cities: Mapping the emerging discourses
Ever since climate change came to be a matter of political concern, questions of justice have been at the forefront of academic and policy debates in the international arena. Curiously, as attention has shifted to other sites and scales of climate change politics matters of justice have tended to be neglected. In this paper, we examine how discourses of justice are emerging within urban responses to climate change. Drawing on a database of initiatives taking place in 100 global cities and qualitative case-study research in Philadelphia, Quito and Toronto, we examine how notions of distributive and procedural justice are articulated in climate change projects and plans in relation to both adaptation and mitigation. We find that there is limited explicit concern with justice at the urban level. However, where discourses of justice are evident there are important differences emerging between urban responses to adaptation and mitigation, and between those in the north and in the south. Adaptation responses tend to stress the distribution of ‘rights’ to protection, although those in the South also stress the importance of procedural justice. Mitigation responses also stress ‘rights’ to the benefits of responding to climate change, with limited concern for ‘responsibilities’ or for procedural justice. Intriguingly, while adaptation responses tend to stress the rights of individuals, we also find discourses of collective rights emerging in relation to mitigation
Navigating climate’s human geographies: Exploring the whereabouts of climate politics
Just as global institutions and environmental assessment processes embark on the latest effort to integrate more social science into global environmental change research, it appears that the social sciences of climate change are unable or unwilling to address this challenge. In this article, I explore the nature of these dynamics within human geography and argue that climate change occupies a curiously ambiguous position within our discipline of both an explicit presence and an underlying absence. Framed predominantly in terms of a biophysical challenge requiring some form of social response, work on climate change retains an assumed socio-nature divide – a position which has yet to be substantively challenged by the different strands of political ecology, new materialism and environmental humanities that now pervade the discipline. To advance new geographies of climate change, the article argues that our understanding of climate change needs to shift from that of a problem that needs specific responses to a condition that is constituted through specific forms of socio-spatial relation and in turn constitutes the politics, ethics and meaning of particular socio-spatial orderings, from the citizen to the city, the community to the corporation
Heterotopia and the urban politics of climate change experimentation
Seeking to govern the city in relation to climate change is a political project that at once imagines the present in terms of the future and the future in terms of the present. The urban politics of climate change has brought multiple visions of the possibilities (and limits) of urban futures. In this context, we find urban responses taking experimental form – creating sites through which to explore and experience different futures. They provide spaces in which utopian visions can be imagined, enacted and contested. Conceptualizing urban climate change experiments as heterotopic sites seems fruitful in at least two regards. Firstly, it captures their provisional and ambivalent relationship with the broader urban milieu. Secondly, and even more critically, it opens up the dialogues between the future and present which are at the heart of the climate governance project, and highlights the spatial form of these politics. We examine both with reference to two examples of climate experimentation in Berlin and Philadelphia
Nature-based Solutions for Urban Biodiversity Governance
In this paper, we examine how cities are working with nature-based solutions for biodiversity. Drawing on a sample of 199 nature-based solutions across Europe, we identify how cities work with nature-based solutions to conserve nature, restore nature, and to find ways to thrive through harnessing nature’s contribution to people. Our findings show that cities are making explicit contributions to biodiversity through nature-based solutions, and often adopt specific and quantifiable targets to guide their actions. Yet there is significant variation in the ways in which biodiversity goals and interventions are being pursued. Where biodiversity goals and actions are included in nature-based solutions, they are mainly ecosystem-based - focusing on the protection, restoration or enhancement of the integrity, functionality, and connectivity of habitats and ecosystems - with fewer focused on specific species, and very few projects concerned with genetic diversity. Although it is often assumed that urban action towards biodiversity goals will be undertaken through local planning processes, our analysis shows that European cities are taking project-based actions for biodiversity through a set of explicit, quantitative and measurable targets, which are tailored to the specific conditions of urban settings. On the basis of these findings, we suggest that if cities are to achieve ambitious goals for biodiversity over the next decade, new international frameworks being developed for the post-2020 period should include targets that acknowledge the way in which biodiversity is governed in cities and the contribution that cities make to conserve, restore and thrive with nature to guide urban action
Micro-hydro politics: producing and contesting community energy in the North of England
Analyses of the politics of energy production have traditionally focused on issues of resource extraction and large scale generation. Yet questions of politics are just as critical when it comes to considering the development of ‘small’ energy – variously referred to as micro-or distributed generation and frequently associated with the growing role of communities in the production of renewable energy. In this paper, we focus on a resource – a local river – to examine the ways in which a community-based project sought to produce it as a viable and legitimate source of energy production. Such an initiative, we find, is fraught with challenges. In particular, we identify three facets of the production of micro-hydro power that have been critical to its deployment and contestation. First, the means through which the hydro resource is calculated and valued. Second, the ways in which recasting the river in energy resource terms serves to challenge established notions of the river. Third, the identification of hydro power as a ‘low carbon’ energy resource has at once served to create new discourses about the role and responsibilities for using the river as an energy resource, whilst also calling into question its viability in the long term under conditions of climate change
Revisiting the urban politics of climate change
In our 2005 paper, Rethinking Sustainable Cities, we made a case for the increasing significance of climate change in the urban politics of sustainability. Taking a multilevel governance perspective, we argued that the ‘urban’ governance of climate protection was not confined to a local arena or to the actions of the state, but rather was orchestrated through the interrelations between global, national and local actors across state/nonstate boundaries. We revisit these arguments and examine their validity in the light of the rapidly changing landscape of urban responses to climate change and the growing academic literature in this field. We consider in turn: the ways in which climate change is shaping urban agendas; the utility of multilevel governance perspectives for understanding this phenomenon; and the extent to which we can identify a ‘new’ politics of urban climate change governance and its consequent implications for the development of theory and practice in this field
A survey of urban climate change experiments in 100 cities
Cities are key sites where climate change is being addressed. Previous research has largely overlooked the multiplicity of climate change responses emerging outside formal contexts of decision-making and led by actors other than municipal governments. Moreover, existing research has largely focused on case studies of climate change mitigation in developed economies. The objective of this paper is to uncover the heterogeneous mix of actors, settings, governance arrangements and technologies involved in the governance of climate change in cities in different parts of the world. The paper focuses on urban climate change governance as a process of experimentation. Climate change experiments are presented here as interventions to try out new ideas and methods in the context of future uncertainties. They serve to understand how interventions work in practice, in new contexts where they are thought of as innovative. To study experimentation, the paper presents evidence from the analysis of a database of 627 urban climate change experiments in a sample of 100 global cities. The analysis suggests that, since 2005, experimentation is a feature of urban responses to climate change across different world regions and multiple sectors. Although experimentation does not appear to be related to particular kinds of urban economic and social conditions, some of its core features are visible. For example, experimentation tends to focus on energy. Also, both social and technical forms of experimentation are visible, but technical experimentation is more common in urban infrastructure systems. While municipal governments have a critical role in climate change experimentation, they often act alongside other actors and in a variety of forms of partnership. These findings point at experimentation as a key tool to open up new political spaces for governing climate change in the city
