    LIBRA: An inexpensive geodetic network densification system

    A description is given of the Libra (Locations Interposed by Ranging Aircraft) system, by which geodesy and earth strain measurements can be performed rapidly and inexpensively to several hundred auxiliary points with respect to a few fundamental control points established by any other technique, such as radio interferometry or satellite ranging. This low-cost means of extending the accuracy of space age geodesy to local surveys provides speed and spatial resolution useful, for example, for earthquake hazards estimation. Libra may be combined with an existing system, Aries (Astronomical Radio Interferometric Earth Surveying) to provide a balanced system adequate to meet the geophysical needs, and applicable to conventional surveying. The basic hardware design was outlined and specifications were defined. Then need for network densification was described. The following activities required to implement the proposed Libra system are also described: hardware development, data reduction, tropospheric calibrations, schedule of development and estimated costs

    Unlike racial discrimination, age discrimination statutes do not prohibit all forms of discrimination but only those forms that are arbitrary. In this respect age is most analogous to sex as a basis of discrimination: in neither case has a conclusive statutory presumption been made that these factors are irrelevant in an employment situation; in both situations the employer must make his decision to hire or not to hire on the abilities of the individual and not on assumptions, proven or unproven, about the class as a whole. This note considers the extent of arbitrary age discrimination and what measures have been taken and should be taken to combat it

    HyQue: evaluating hypotheses using Semantic Web technologies

    <p>Abstract</p> <p>Background</p> <p>Key to the success of e-Science is the ability to computationally evaluate expert-composed hypotheses for validity against experimental data. Researchers face the challenge of collecting, evaluating and integrating large amounts of diverse information to compose and evaluate a hypothesis. Confronted with rapidly accumulating data, researchers currently do not have the software tools to undertake the required information integration tasks.</p> <p>Results</p> <p>We present HyQue, a Semantic Web tool for querying scientific knowledge bases with the purpose of evaluating user submitted hypotheses. HyQue features a knowledge model to accommodate diverse hypotheses structured as events and represented using Semantic Web languages (RDF/OWL). Hypothesis validity is evaluated against experimental and literature-sourced evidence through a combination of SPARQL queries and evaluation rules. Inference over OWL ontologies (for type specifications, subclass assertions and parthood relations) and retrieval of facts stored as Bio2RDF linked data provide support for a given hypothesis. We evaluate hypotheses of varying levels of detail about the genetic network controlling galactose metabolism in <it>Saccharomyces cerevisiae</it> to demonstrate the feasibility of deploying such semantic computing tools over a growing body of structured knowledge in Bio2RDF.</p> <p>Conclusions</p> <p>HyQue is a query-based hypothesis evaluation system that can currently evaluate hypotheses about the galactose metabolism in <it>S. cerevisiae</it>. Hypotheses as well as the supporting or refuting data are represented in RDF and directly linked to one another allowing scientists to browse from data to hypothesis and <it>vice versa.</it> HyQue hypotheses and data are available at <url>http://semanticscience.org/projects/hyque</url>.</p

    Recent Journalism Awards Won by Old, New, and Hybrid Media

    This compares the quality of the old media to that of the new media by determining how often each type of media source wins major journalism awards. It divides media sources into three categories: old, new and hybrid. New media is limited to publications that were started purely as online news publications. Old media is classified in the traditional sense to include such newspapers as the New York Times. Hybrid media combines elements of both new and old media. Our research compares the number of Pulitzer Prizes and other major journalism awards won by these three types of media sources since 2005 (or the dates these awards first opened to non-traditional types of media). The results demonstrate that traditional media still wins the vast majority of journalism awards (225 of 307 awards (73%), including 24 of 37 Pulitzer Prizes), while the new media won only 36 of 307 awards, and only 4 Pulitzer Prizes). The results are especially striking for awards for investigatory journalism (traditional media won 65 of 86 awards - 76%) and for local journalism (traditional media won 23 of 32 awards - 77%). This is evidence that the reporting by the traditional media is often of a significantly higher quality than that of the new or hybrid media.
