    Grime and Punishment: Job Insecurity and Wage Arrears in the Russian Federation

    The initial years of transition in the Russian Federation have been characterised by relatively smaller falls in employment than in other reform-orientated countries of eastern Europe, despite the huge negative shock caused by the move from planned to market economy. Using information from two complementary household survey data sets, we show that for many Russian workers, the dominant form of labour market adjustment has instead been the delayed receipt of wages. Other forms of adjustment at the intensive margin have not been used much. Wage arrears are found across the private, state and budgetary sector in approximately equal proportions. There are large regional variations in the incidence of wage arrears. Workers in the metropolitan centre are significantly less affected by delayed and incomplete wage payments than workers in the provinces. There is less evidence that individual characteristics contribute much toward the incidence of wage arrears, though unobserved heterogeneity may have some role to play. As with the incidence of unemployment, however, there is evidence that the persistence of arrears is concentrated on a subset of the working population. We show that workers can only exercise the exit option of a job quit from a firm paying wages in arrears if the outside labour market is sufficiently dynamic.

    Potentialités du radar SAR en halieutique : application à la pêche thonière de surface et à la pêche artisanale

L'expérimentation HAREM (Halieutique et Radar : Expérimentation en Méditerranée), en prélude à un véritable programme, a évalué, pour la première fois, les potentialités, la qualité et l'originalité des données acquises en mer par ce type de radar en matière de biologie des pêches et d'environnement halieutique. HAREM a été menée en août 1989, avec le radar allemand E-SAR du DLR monté sur un avion Dornier 228. La difficulté principale a été d'estimer le créneau météorologique d'abord, puis halieutique, favorable sur quelques jours, de façon à disposer simultanément et en un même lieu des pêcheurs, des bancs de thons et des acquisitions radar. Dès les premiers vols, nous avons pu vérifier notre hypothèse : bancs de thons, cétacés, ainsi qu'engins de pêche, (bateaux, filets, pièges à poissons) sont détectables et identifiables avec un radar SAR (bande C, polarisation VV) par l'intermédiaire du signal généré par la déformation de la surface de l'eau. L'objectif de HAREM a été ainsi complètement atteint. A partir des données recueillies, des simulations de type ERS-1, par dégradation géométrique des données, ont été effectuées et semblent prometteuses en ce qui concerne la pêche thonièr

    Very high rotational frequencies and band termination in 73Br

    Rotational bands in 73Br have been investigated up to spins of 65/2 using the EUROBALL III spectrometer. One of the negative-parity bands displays the highest rotational frequency 1.85 MeV reported to date in nuclei with mass number greater than 25. At high frequencies, the experimental dynamic moment of inertia for all bands decrease to very low values, indicating a loss of collectivity. The bands are described in the configuration-dependent cranked Nilsson-Strutinsky model. The calculations indicate that one of the negative-parity bands is observed up to its terminating single-particle state at spin 63/2.     Metallopanstimulin as a marker for head and neck cancer

    BACKGROUND: Metallopanstimulin (MPS-1) is a ribosomal protein that is found in elevated amounts in the sera of patients with head and neck squamous cell carcinoma (HNSCC). We used a test, denoted MPS-H, which detects MPS-1 and MPS-1-like proteins, to determine the relationship between MPS-H serum levels and clinical status of patients with, or at risk for, HNSCC. PATIENTS AND METHODS: A total of 125 patients were prospectively enrolled from a university head and neck oncology clinic. Participants included only newly diagnosed HNSCC patients. Two control groups, including 25 non-smokers and 64 smokers, were studied for comparison. A total of 821 serum samples collected over a twenty-four month period were analyzed by the MPS-H radioimmunoassay. RESULTS: HNSCC, non-smokers, and smokers had average MPS-H values of 41.5 ng/mL, 10.2 ng/mL, and 12.8 ng/mL, respectively (p = 0.0001). CONCLUSION: We conclude that MPS-1 and MPS-1-like proteins are elevated in patients with HNSCC, and that MPS-H appears to be a promising marker of presence of disease and response to treatment in HNSCC patients

    Exploration of the Neisseria Resistome Reveals Resistance Mechanisms in Commensals That May Be Acquired by N. gonorrhoeae through Horizontal Gene Transfer

    Nonpathogenic Neisseria transfer mutations encoding antibiotic resistance to their pathogenic relative Neisseria gonorrhoeae. However, the resistance genotypes and subsequent phenotypes of nonpathogens within the genus have been described infrequently. Here, we characterize the minimum inhibitory concentrations (MICs) of a panel of Neisseria (n = 26)—including several commensal species—to a suite of diverse antibiotics. We furthermore use whole genome sequencing and the Comprehensive Antibiotic Resistance Database Resistance Gene Identifier (RGI) platform to predict putative resistance-encoding mutations. Resistant isolates to all tested antimicrobials including penicillin (n = 5/26), ceftriaxone (n = 2/26), cefixime (n = 3/26), tetracycline (n = 10/26), azithromycin (n = 11/26), and ciprofloxacin (n = 4/26) were found. In total, 63 distinct mutations were predicted by RGI to be involved in resistance. The presence of several mutations had clear associations with increased MIC such as DNA gyrase subunit A (gyrA) (S91F) and ciprofloxacin, tetracycline resistance protein (tetM) and 30S ribosomal protein S10 (rpsJ) (V57M) and tetracycline, and TEM-type β-lactamases and penicillin. However, mutations with strong associations to macrolide and cephalosporin resistance were not conclusive. This work serves as an initial exploration into the resistance-encoding mutations harbored by nonpathogenic Neisseria, which will ultimately aid in prospective surveillance for novel resistance mechanisms that may be rapidly acquired by N. gonorrhoeae

    Quantum teleportation and entanglement swapping with linear optics logic gates

    We report on the usage of a linear optics phase gate for distinguishing all four Bell states simultaneously in a quantum teleportation and entanglement swapping protocol. This is demonstrated by full state tomography of the one and two qubit output states of the two protocols, yielding average state fidelities of about 0.83 and 0.77, respectively. In addition, the performance of the teleportation channel is characterised by quantum process tomography. The non classical properties of the entanglement swapping output states are further confirmed by the violation of a CHSH-type Bell inequality of 2.14 on average.Comment: 11 pages, 3 figure

    Ternary organic photodetectors based on pseudo–binaries nonfullerene–based acceptors

    The addition of a third component to a donor:acceptor blend is a powerful tool to enhance the power conversion efficiency of organic solar cells. Featuring a similar operating mechanism, organic photodetectors are also expected to benefit from this approach. Here, we fabricated ternary organic photodetectors, based on a polymer donor and two nonfullerene acceptors, resulting in a low dark current of 0.42 nA cm−2 at −2 V and a broadband specific detectivity of 1012 Jones. We found that exciton recombination in the binary blend is reduced in ternary devices due to the formation of a pseudo-binary microstructure with mixed donor–acceptor phases. With this approach a wide range of intermediate open-circuit voltages is accessible, without sacrificing light-to-current conversion. This results in ternary organic photodetector (TOPD) with improved Responsivity values in the near-infrared. Moreover, morphology analyses reveal that TOPD devices showed improved microstructure ordering and consequentially higher charge carrier mobilities compared to the reference devices
