Moving Beyond Cleanup: Identifying the Crucibles of Environmental Gentrification
This paper reviews the distributional impacts associated with "environmental gentrification" following the cleanup and reuse of LULUs. By making a neighborhood more attractive, cleanup and reuse of LULUs may drive up local real estate prices. Renters in the neighborhood would have to pay higher rents. Moreover, existing residents may not value the removal of the disamenity as much as other households, creating a mismatch between their priorities and the new character of the neighborhood. Thus, even if they do not move, existing residents, especially renters, may be harmed by the gentrification effects of cleanup. We find that even a simple economic model does not yield clear predictions on neighborhood effects following cleanup, except for the initial effect of rising housing values. In the empirical literature, we actually find conflicting evidence of rising real estate prices following cleanup of LULUs. We find somewhat stronger evidence for increased housing density and increasing incomes, but no evidence for racial impacts. Our review also uncovers a variety of factors that are likely to minimize the likelihood of gentrification or temper its adverse consequences. Working Paper 07-2
A gyroscope calibration analysis for the Gamma Ray Observatory (GRO)
Current documentation and software do not adequately address the calculation and use of the optimal weight matrices involved in calibrating inertial reference units (IRU). Several facets of the GRO IRU calibration as it relates to the bias and misalignment weighting matrices are investigated. The physical meaning and use of the bias and misalignment weight matrices in IRU calibration are examined. The relation of the weighting and the final biases, misalignments, and their corrections are pursued. Methods for determining reliable, realistic weighting matrices to be used in the GRO IRU calibration (IRUCAL) utility are determined. Possible correlations among observation uncertainties are also explored. For the undetermined case where the maneuvers are insufficient to identify all calibration parameters, the weighting matrices allow as much information as possible to be extracted from the measurements. Finally, applicable simulated flight data are used, incorporating the appropriate calibration maneuvers, to test the weighting matrices in the IRUCAL utility, and examine correlation effects

Integrated Dynamic Facade Control with an Agent-based Architecture for Commercial Buildings
Dynamic façades have significant technical potential to minimize heating, cooling, and lighting energy use and peak electric demand in the perimeter zone of commercial buildings, but the performance of these systems is reliant on being able to balance complex trade-offs between solar control, daylight admission, comfort, and view over the life of the installation. As the context for controllable energy-efficiency technologies grows more complex with the increased use of intermittent renewable energy resources on the grid, it has become increasingly important to look ahead towards more advanced approaches to integrated systems control in order to achieve optimum life-cycle performance at a lower cost. This study examines the feasibility of a model predictive control system for low-cost autonomous dynamic façades. A system architecture designed around lightweight, simple agents is proposed. The architecture accommodates whole building and grid level demands through its modular, hierarchical approach. Automatically-generated models for computing window heat gains, daylight illuminance, and discomfort glare are described. The open source Modelica and JModelica software tools were used to determine the optimum state of control given inputs of window heat gains and lighting loads for a 24-hour optimization horizon. Penalty functions for glare and view/ daylight quality were implemented as constraints. The control system was tested on a low-power controller (1.4 GHz single core with 2 GB of RAM) to evaluate feasibility. The target platform is a low-cost ($35/unit) embedded controller with 1.2 GHz dual-core cpu and 1 GB of RAM. Configuration and commissioning of the curtainwall unit was designed to be largely plug and play with minimal inputs required by the manufacturer through a web-based user interface. An example application was used to demonstrate optimal control of a three-zone electrochromic window for a south-facing zone. The overall approach was deemed to be promising. Measles, Chickenpox, and Other Preventable Diseases: Why Stricter Vaccine Exemptions Are a Must-Proposed Legislation for Stricter Vaccine Exemption Standards
The outbreak of measles in 2019 was the largest measles outbreak since the Centers for Disease Control and Prevention declared it eliminated in 2000. With measles and other vaccine-preventable diseases on the rise, there is growing concern that vulnerable populations will be exposed to these diseases, which can lead to death. One major factor in this increase is the lackadaisical vaccine exemption policies that are implemented in the United States. If vaccine exemption policies were more like those of states that have lower exemption rates and included some inquiry into the sincerity and genuineness of the requesting parent\u27s religious beliefs, then it is likely vaccine-preventable disease outbreaks would decline. This Note looks to how different states through their state statutes implement vaccine exemption policies and then analyzes each state\u27s vaccination statistics. By using this empirical data and comparing state statutes, this Note determines which state vaccine exemption policies are the most effective in ensuring the health of the public. This Note advocates for a model state statute that incorporates the most effective state policies and includes inquiries into vaccine exemption requests, thus creating a more stringent standard in order to make vaccine exemptions less obtainable for those who do not truly need them. In implementing said policy, the population of the United States would achieve herd immunity and thus decrease or eliminate any outbreaks of vaccine-preventable diseases
