Space Station Centrifuge: A Requirement for Life Science Research
A centrifuge with the largest diameter that can be accommodated on Space Station Freedom is required to conduct life science research in the microgravity environment of space. (This was one of the findings of a group of life scientists convened at the University of California, Davis, by Ames Research Center.) The centrifuge will be used as a research tool to understand how gravity affects biological processes; to provide an on-orbit one-g control; and to assess the efficacy of using artificial gravity to counteract the deleterious biological effect of space flight. The rationale for the recommendation and examples of using ground-based centrifugation for animal and plant acceleration studies are presented. Optimal Memoryless Encoding for Low Power Off-Chip Data Buses
Off-chip buses account for a significant portion of the total system power
consumed in embedded systems. Bus encoding schemes have been proposed to
minimize power dissipation, but none has been demonstrated to be optimal with
respect to any measure. In this paper, we give the first provably optimal and
explicit (polynomial-time constructible) families of memoryless codes for
minimizing bit transitions in off-chip buses. Our results imply that having
access to a clock does not make a memoryless encoding scheme that minimizes bit

Comparing two financial crises: the case of Hong Kong real estate markets
Hong Kong is no stranger to bubbles or crisis. During the Asian Financial Crisis(AFC), the Hong Kong housing price index drops more than 50% in less than a year. The same market then experiences the Internet Bubble, the SARS attack, and recently the Global Financial Crisis (GFC). This paper attempts to provide some âstylized factsâ of the real estate markets and the macroeconomy, and follow the event-study methodology to examine whether the markets behave differently in the AFC and GFC, and discuss the possible linkage to the change in government policies (âlearning effectâ) and the flow of Chinese consumers and investors to Hong Kong (âChina factorâ).regime switching, structural change, small open economy, bounded rationality, banking policy
Extremely High Energy Neutrinos and their Detection
We discuss in some detail the production of extremely high energy (EHE)
neutrinos with energies above 10^18 eV. The most certain process for producing
such neutrinos results from photopion production by EHE cosmic rays in the
cosmic background photon field. However, using assumptions for the EHE cosmic
ray source evolution which are consistent with results from the deep QSO survey
in the radio and X-ray range, the resultant flux of neutrinos from this process
is not strong enough for plausible detection. A measurable flux of EHE
neutrinos may be present, however, if the highest energy cosmic rays which have
recently been detected well beyond 10^20 eV are the result of the annihilation
of topological defects which formed in the early universe. Neutrinos resulting
from such decays reach energies of the grand unification (GUT) scale, and
collisions of superhigh energy neutrinos with the cosmic background neutrinos
initiate neutrino cascading which enhances the EHE neutrino flux at Earth. We
have calculated the neutrino flux including this cascading effect for either
massless or massive neutrinos and we find that these fluxes are conceivably
detectable by air fluorescence detectors now in development. The
neutrino-induced showers would be recognized by their starting deep in the
atmosphere. We evaluate the feasibility of detecting EHE neutrinos this way
using air fluorescence air shower detectors and derive the expected event rate.
Other processes for producing deeply penetrating air showers constitute a
