Consolidated List of Requirements
This document is a consolidated catalogue of requirements for the Electronic
Health Care Record (EHCR) and Electronic Health Care Record Architecture
(EHCRA), gleaned largely from work done in the EU Framework III and IV
programmes and CEN, but also including input from other sources including world-wide
standardisation initiatives. The document brings together the relevant work done into a
classified inventory of requirements to inform the on-going standardisation process as
well as act as a guide to future implementation of EHCRA-based systems. It is meant as
a contribution both to understanding of the standard and to the work that is being
considered to improve the standard. Major features include the classification into issues
affecting the Health Care Record, the EHCR, EHCR processing, EHCR interchange and
the sharing of health care information and EHCR systems. The principal information
sources are described briefly. It is offered as documentation that is complementary to the
four documents of the ENV 13606 Parts I-IV produced by CEN Pts 26,27,28,29. The
requirements identified and classified in this deliverable are referenced in other
deliverables
Dynamic nonlinear pricing: Biased expectations, inattention, and bill shock
Recent research highlights the importance of biased expectations and inattention for nonlinear pricing in dynamic environments. Findings are: (1) Three-part tariffs, such as cellular service contracts, exploit consumer overconfidence. (2) Surprise penalty fees may be used to further exploit biased beliefs or alternatively to price discriminate more efficiently whenever consumers are inattentive. (3) Implementing the recent bill-shock agreement between cellular carriers and the FCC is predicted to harm rather than help consumers when endogenous price changes are taken into account

Increasing the Reliability of Software Systems on Small Satellites Using Software-Based Simulation of the Embedded System
The utility of Small Satellites (SmallSats) for technology demonstrations and scientific research has been proven over the past few decades by governments, universities, and private companies. While the research and technology demonstration objectives that can be provided by these SmallSats are becoming similar to larger spacecraft, their reliability still falls behind. This is in part due to the reduced cost of SmallSat missions in comparison to large spacecraft, which requires cheaper components, rapid development schedules, and accepted risk. In these missions, the importance of the flight software is often overlooked, and the software is rushed through development and not fully tested to provide the reliability required for on-orbit operations.
This research aims to investigate the common causes of failures on SmallSats, and to provide a solution to the problem of developing and testing reliable flight software, through the use of software-based simulation of the full embedded satellite system. Through the course of this research, an open-source product was developed and released to the public to assist SmallSat missions, which is currently in use by public and private institutions across the country. The resulting product, the NASA Operational Simulator for Small Satellites, commonly referred to as NOS3, will be discussed in detail. The results of NOS3 will be viewed through a case study of the application of NOS3 to a SmallSat mission

The Final Hurdle?: Security of supply, the Capacity Mechanism and the role of interconnectors
The UK Government has developed a carefully designed Capacity Mechanism to ensure security of supply in the GB electricity system. This paper criticises the methods used to determine the amount of capacity to procure, and argues that the amount finally proposed is likely to be excessive, particularly (but not exclusively) in ignoring the contribution from interconnectors. More broadly, there has been too little attention to either the political economy, or the option value aspects. Procuring too little is risky, but fear of'the lights going out' can easily become a catch-all argument for excessive procurement, and associated subsidy. The risk of over-procurement, particularly of new capacity on long-term contracts, is that it drives up the costs to consumers; undermines renewable energy by transferring capped resources from renewable to fossil fuel producers; and impedes the Single Market including by weakening the business case for future interconnectors. The paper argues that the development of technologies and markets, particularly on the demand- side and of potentially available – 'latent' – capacity - further lowers the risks and increases options. This implies greater potential to defer more capacity procurement – and enhances the value of a more appropriate treatment of interconnectors in security assessments

UK Electricity Market Reform and the Energy Transition: Emerging Lessons
The 2013 Electricity Market Reform (EMR) was a response to problems of delivering reliability with a growing share of renewables in its energy only market. Four EMR instruments combined to revolutionise the sector; stimulating unprecedented technological and structural change. Competitive auctions for both firm capacity and renewable energy have seen prices far lower than predicted and the entry of unexpected new technologies. A carbon price floor displaced coal, whose share fell from 46% in 1995 to 7% in 2017, halving CO2. Renewables grew from under 4% in 2008 to 22% by 2017, projected at 30+% by 2020 despite a political ban on onshore wind. Neither the technological nor regulatory transitions are complete, and the results to date highlight other challenges, notably to transmission pricing and locational signals. EMR is a step forwards, not backwards; but it is not the end of the story
Future monitoring of charged particle energy deposition into the upper atmosphere and comments on possible relationships between atmospheric phenomena and solar and/or geomagnetic activity
Monitoring of earth's atmosphere was conducted for several years utilizing the ITOS series of low-altitude, polar-orbiting weather satellites. A space environment monitoring package was included in these satellites to perform measurements of a portion of earth's charged particle environment. The charged particle observations proposed for the low-altitude weather satellite TIROS N, are described which will provide the capability of routine monitoring of the instantaneous total energy deposition into the upper atmosphere by the precipitation of charged particles from higher altitudes. Such observations may be of use in future studies of the relationships between geomagnetic activity and atmospheric weather pattern developments. Estimates are given to assess the potential importance of this type of energy deposition. Discussion and examples are presented illustrating the importance of distinguishing between solar and geomagnetic activity as possible causative sources. Such differentiation is necessary because of the widely different spatial and time scales involved in the atmospheric energy input resulting from these various sources of activity
Reforming Electricity Markets for the Transition: Emerging Lessons from the UK's Bold Experiment
Until 1990, the UK - like many other countries - had an electricity system that was centralised, state-owned, and dominated almost entirely by coal and nuclear power generation. The privatisation of the system that year and its creation of a competitive electricity market attracted global interest, helping to set a path which many have followed. Two decades later, however, the UK government embarked on a radical reform which some critics described as a return to central planning. The UK's Electricity Market Reform (EMR), enacted in 2013, has correspondingly been a topic of intense debate and global interest in the motivations, components, and consequences. This report summarises the evolution of UK electricity policy since 1990 and explains the EMR in context: its origins, rationales, characteristics, and results to date. We explain why the EMR is a consequence of fundamental and growing problems with the form of liberalisation adopted, particularly after 2000, combined with the growing imperative to maintain system security and cut CO2 emissions, whilst delivering affordable electricity prices. The fifteen years after privatisation, coinciding with the era of low fossil fuel prices, had seen mostly falling electricity bills; from about 2004 they started to rise sharply, for multiple reasons including increasing fossil fuel prices, the need for new investment in both generation and transmission, and inefficient renewables policies. The four instruments of the EMR have indeed combined to revolutionise the sector; they have also both drawn on, and helped to spur, a period of unprecedented technological and structural change. Competitive auctions for both firm capacity and renewable energy have seen prices far lower than predicted, with the fixed-price auctions for renewable sources estimated to save over £2bn/yr in the cost of financing the projected renewables investments, compared to the previous support system. A minimum carbon price level has brought cleaner gas to the fore, displacing coal. Electricity prices may have peaked from 2015, with energy efficiency helping to lower overall consumer bills. New forms of generation have expanded rapidly at all scales of the system. Renewable electricity in particular has grown from under 5% of generation in 2010, to almost 25% by 2016, and is projected to reach over 30% by 2020 despite a political de-facto ban on the cheapest bulk renewable, of onshore wind energy. The environmental consequences overall have been dramatic: coal generation has shrunk from about 2/3rd of generation in 1990, to 35% in 2000, to 10% in 2016, halving CO2 emissions from power generation over the quarter century. Neither the technological nor regulatory transitions are complete, and the results to date highlight other challenges. The Capacity Mechanism has proved ill-suited to encouraging demand-side response, and in combination with the growing share of renewables, has underlined problems in transmission pricing. As the share of variable renewables grows further, the associated contracts will require reform to improve siting efficiency and avoid adverse impacts on the wholesale market. The results to date show that EMR is a step forwards, not backwards; but it is not the end of the story
Boundary Operators in Quantum Field Theory
The fundamental laws of physics can be derived from the requirement of
invariance under suitable classes of transformations on the one hand, and from
the need for a well-posed mathematical theory on the other hand. As a part of
this programme, the present paper shows under which conditions the introduction
of pseudo-differential boundary operators in one-loop Euclidean quantum gravity
is compatible both with their invariance under infinitesimal diffeomorphisms
and with the requirement of a strongly elliptic theory. Suitable assumptions on
the kernel of the boundary operator make it therefore possible to overcome

Fractional-order operators: Boundary problems, heat equations
The first half of this work gives a survey of the fractional Laplacian (and
related operators), its restricted Dirichlet realization on a bounded domain,
and its nonhomogeneous local boundary conditions, as treated by
pseudodifferential methods. The second half takes up the associated heat
equation with homogeneous Dirichlet condition. Here we recall recently shown
sharp results on interior regularity and on -estimates up to the boundary,
as well as recent H\"older estimates. This is supplied with new higher
regularity estimates in -spaces using a technique of Lions and Magenes,
and higher -regularity estimates (with arbitrarily high H\"older estimates
in the time-parameter) based on a general result of Amann. Moreover, it is
shown that an improvement to spatial -regularity at the boundary is
