Web 2.0: Is the enterprise ready for the adventure?
The current popularity of social networking is starting to infiltrate the corporate space. Web 2.0 applications, such as blogs and wikis, are increasingly being utilized as ways for businesses to collaborate and share information with employees, customers, partners, and suppliers. Organizations have adopted enterprise architecture approaches to enable them to more quickly react to new technologies. Are organizations ready for Web 2.0? We explain the fundamental concepts in Web 2.0, examine ways it is being utilized in the enterprise, and then analyze if the E2AF enterprise architecture framework is equipped to meet the challenge of Web 2.0
Inconsistent Responsiveness Determination in Document Review: Difference of Opinion or Human Error?
This Article analyzes the inconsistency between different document review efforts on the same document collection to determine whether that inconsistency is due primarily to ambiguity in applying the definition of responsiveness to particular documents, or due primarily to human error. By examining documents from the TREC 2009 Legal Track, the Authors show that inconsistent assessments regarding the same documents are due in large part to human error. Therefore, the quality of a review effort is not simply a matter of opinion; it is possible to show objectively that some reviews, and some review methods, are better than others
Technology-Assisted Review in E-Discovery Can Be More Effective and More Efficient Than Exhaustive Manual Review
E-discovery processes that use automated tools to prioritize and select documents for review are typically regarded as potential cost-savers – but inferior alternatives – to exhaustive manual review, in which a cadre of reviewers assesses every document for responsiveness to a production request, and for privilege. This Article offers evidence that such technology-assisted processes, while indeed more efficient, can also yield results superior to those of exhaustive manual review, as measured by recall and precision, as well as F1, a summary measure combining both recall and precision. The evidence derives from an analysis of data collected from the TREC 2009 Legal Track Interactive Task, and shows that, at TREC 2009, technology-assisted review processes enabled two participating teams to achieve results superior to those that could have been achieved through a manual review of the entire document collection by the official TREC assessors

E-Commerce Adoption in the Insurance Industry
While other industries within the financial sector have vigorously embraced the Internet to obtain sustainable competitive advantage, the insurance industry has been slow to fully adopt e-commerce. This article examines the barriers as well as the success factors involved in making the transition to a Web-enabled insurance model. Emerging standards and technologies that will make possible the next generation of e-commerce in the insurance industry are discussed and a proposed research agenda is presented
Resonances in 1D disordered systems: localization of energy and resonant transmission
Localized states in one-dimensional open disordered systems and their
connection to the internal structure of random samples have been studied. It is
shown that the localization of energy and anomalously high transmission
associated with these states are due to the existence inside the sample of a
transparent (for a given resonant frequency) segment with the minimal size of
order of the localization length. A mapping of the stochastic scattering
problem in hand onto a deterministic quantum problem is developed. It is shown
that there is no one-to-one correspondence between the localization and high
transparency: only small part of localized modes provides the transmission
coefficient close to one. The maximal transmission is provided by the modes
that are localized in the center, while the highest energy concentration takes
place in cavities shifted towards the input. An algorithm is proposed to
estimate the position of an effective resonant cavity and its pumping rate by
measuring the resonant transmission coefficient. The validity of the analytical
results have been checked by extensive numerical simulations and wavelet
analysis
In Memoriam Professor Emeritus Egon Guttmon
When I think about Egon, the first thing that comes to mind are the memories when we met in 1982 at the Washington College of Law (WCL), where he was working as a full-time faculty member. I was coming at that time from my sabbatical in the Netherlands and as a Fulbright Scholar. From the beginning, Egon sought to provide me with a welcoming environment. He approached me, finding shared backgrounds and interests, which is always greatly appreciated, particularly when you are in a new institution. Egon noted that we both had an intellectual interest in international law. In addition to his teaching and research, Egon has had an important educational experience as a faculty member in Sudan and would often talk to me about the life-changing nature of that academic endeavor
