    В статье авторы рассматривают формирование контроля в социальных практиках парламентаризма стран Западной Европы и США. Авторы отмечают, что в европейских странах была создана эффективная система сдержек и противовесов, позволяющая осуществлять взаимный контроль всех ветвей власти, включая судебную. Сравнительный анализ конституций европейских стран (Германии, Австрии, Финляндии, Швеции и др.) позволил установить факт системной интеграции гражданского контроля в нормативно-правовую базу, снизивший потребность в непрерывной корректировке процедур, форм и методов контроля за деятельностью органов власти. В ходе анализа конституционных основ парламентаризма в европейских странах и США авторами выделены основные особенности гражданского контроля: профессионализм, субъект-объектный характер, эволюционность, разнообразие форм, четкое целеполагание и др.The author considers the formation of control in the parliamentary social practices of Western Europe and the US. The authors note that in the European countries an effective system of checks and balances, which allows for mutual control of all branches of government, including the judiciary, has developed. Comparative analysis of the constitutions of European countries (Germany, Austria, Finland, Sweden and others.) allowed to establish the fact of system integration of civilian control in the legal framework. This control reduced the need for continuous adjustment of procedures, forms and methods of control over the activities of government bodies. The analysis of the constitutional foundations of parliamentarism in Europe and the US authors highlighted the main features of civil control: professionalism, subject-object nature, evolutionary, a variety of forms, a clear definition of objectives, etc

    An analysis of organizational culture transformation models has been presented. The mechanisms and tools which can be used for changes, have been studied, which are understood as any actions aimed at reviving or reorienting the activity of the organization. Cultural changes in the form of a matrix, containing the effects of reactive and proactive factors and ameliorative and strategic goals, have been analysed.Correlations between the stage of development of organizational culture and its transformation have been highlighted. Depending on the stage reached by the organization, specific sets of measures specific sets of measures are being taken. The key elements that can ensure the success of organizational and cultural changes, such as leadership, staff involvement, stakeholder participation, communication changes, emotion management, etc., have been considered. Four main sources of change have been determined, three of which are relatively independent of management actions, and the fourth is directly related to management actions: survival, evolutionary, revolutionary processes, and managed changes. In the process of cultural change, three main stages in the life of an organization have been emphasized: the foundation and early growth, development, maturity and decline, and the corresponding mechanisms and tools of organizational culture, which can be used for change. In particular, the following have been reviewed in detail: gradual change; changing organizational “therapy”; developing elements of mixed culture; selectively promoting subcultures; planning for project development and creating a structure for the organization; defrosting and changing through new technologies; changing by infusing personnel from outside the organization; defrosting conflicts and challenging myths; basic remodeling of the organization; change by compulsion.The limitations that arise in the process of organizational culture transformation have been analysed. It has been concluded that regardless of which model will be adopted as the basis for the process of changing the organizational culture, the context in which the transformations take place should be taken into account. The enabling conditions, facilitating transformation and the reactive factors, that will resist it, should be understood and analysed by decision-makers

    The article analyses the problems of digitalisation, which has become dominant in recent years, which is justified by numerous data on scientific publications, the number of patents, the volume of investments and publications in various media. The article is based on the methodology of an integrated approach and system analysis. The theoretical basis of the article was the publications of Russian researchers devoted to the problems of the Russian economy҅s digitalisation. Familiarisation with regulatory documents and government programmes, methods of comparative analysis were chosen as research methods. The methods used also included the method of expert assessments, normative and logical methods. The analysis of methods, mechanisms, tools and other aspects of updating the track of digital transformation of the Russian economy is carried out. Based on and summarizing the results of the study, nine directions for the development of end-to-end technologies have been formulated and a block diagram of the model of the government programme «Digital Economy» is presented. Separately, the culture of organisations is considered, which is a barrier to the digital transformation of companies, which evolves into a «digital culture». In conclusion, a modern rating of end-to-end trends of the digitalisation process is presented, and global end-to-end trends of digitalisation in the sectoral context demonstrating the track of development of the digital matrix of the Russian economy. The presented information will allow to navigate in the established directions of development of end-to-end technologies of the Russian economy, and to make rational management decisions to representatives of Russian business and top management of Russian companies
