Steering, knowledge and the challenge of governance evaluation: the case of National Health Service governance and reform in England
Drawing from ‘robust political economy’ (RPE) literature, we address evaluative questions concerning governance effectiveness in the face of complex, cross cutting problems. Central to RPE is the challenge of coordination, with its fundamental epistemological dimension requiring close attention to stakeholder knowledge about policy impacts. This focus contrasts with process-orientated analysis predominant in political science and public administration and enables holistic governance evaluation that draws from various, often demarcated, research fields. This is demonstrated through a focus on the evolution of health governance in England, particularly how diabetes services in England were affected by the 2012 Health and Social Care Act
Thermoset-thermoplastic aromatic polyamide containing N-propargyl groups
The compounds of the class of aromatic polyamides useful as matrix resins in the manufacture of composites or laminate fabrication were developed. The process for preparing this thermoplastic-thermoset polyamide system involves incorporating a latent crosslinking moiety along the backbone of the polyamide to improve the temperature range of fabrication thereof wherein the resin softens at a relatively low temperature (approx. 154 C) and subsequently sets-up or undergoes crosslinking when subjected to higher temperature (approx. 280 C)
Shuttle system ascent aerodynamic and plume heating
The shuttle program provided a challenge to the aerothermodynamicist due to the complexity of the flow field around the vehicle during ascent, since the configuration causes multiple shock interactions between the elements. Wind tunnel tests provided data for the prediction of the ascent design heating environment which involves both plume and aerodynamic heating phenomena. The approach for the heating methodology based on ground test firings and the use of the wind tunnel data to formulate the math models is discussed
Synthesis of aromatic secondary diamines
A series of N-methyl substituted aromatic polyamides derived from the secondary aromatic diamines, 4,4'-bis(methylamino)diphenylmethane, 3,3'-bis(methylamino) diphenylmethane, 4,4'-bis(methylamino)benzophenone or 3,3'-bis(methylamino)benzophenone and isophthaloyl dichloride, terphthaloyl dichloride or 3,3'diphenylmethane dicarboxylic acid dichloride was prepared by high temperature solution polymerization in s-tetrachloroethane. Compared to analogous unsubstituted and partially N-methylated aromatic polyamides, the full N-methylated polyamides exhibited significantly lower glass transition temperatures, reduced crystallinity, improved thermal stability and good solubility in chlorinated solvents
IT in construction: aligning IT and business strategies
The extent to which information technology (IT) infrastructures and strategies are aligned with business processes and strategies varies widely along firms. The objective of this paper is to explain the success or failure of IT in construction firms by focusing on the alignment (or lack of it) between business strategy, IT strategy, organizational infrastructure, and IT infrastructure. It is hypothesized that the ‘fit’ among these elements, the domains of the Strategic Alignment Model, is positively related to the Business Value of IT in Construction. The IT Business Value is evaluated in terms of efficiency, effectiveness and business performance. By applying the Strategic Alignment Model to the Dutch construction industry, it is shown that the inadequate alignment between these domains is a major reason for the modest added business value from IT investments in this industry. The first lack of alignment is the technology shortfall: hence IT contributes in an inadequate way to strategic processes of construction firms. The second lack of alignment is the strategy-shortfall: hence the firm strategy impedes the implementation of IT that could generate a high business value

Study of high altitude plume impingement
Computer program has been developed as analytical tool to predict severity of effects of exhaust of rocket engines on adjacent spacecraft surfaces. Program computes forces, moments, pressures, and heating rates on surfaces immersed in or subjected to exhaust plume environments. Predictions will be useful in design of systems where such problems are anticipated
Colligative properties of solutions: II. Vanishing concentrations
We continue our study of colligative properties of solutions initiated in
math-ph/0407034. We focus on the situations where, in a system of linear size
, the concentration and the chemical potential scale like and
, respectively. We find that there exists a critical value \xit such
that no phase separation occurs for \xi\le\xit while, for \xi>\xit, the two
phases of the solvent coexist for an interval of values of . Moreover, phase
separation begins abruptly in the sense that a macroscopic fraction of the
system suddenly freezes (or melts) forming a crystal (or droplet) of the
complementary phase when reaches a critical value. For certain values of
system parameters, under ``frozen'' boundary conditions, phase separation also
ends abruptly in the sense that the equilibrium droplet grows continuously with
increasing and then suddenly jumps in size to subsume the entire system.
Our findings indicate that the onset of freezing-point depression is in fact a

A novel method of supplying nutrients permits predictable shoot growth and root: shoot ratios of pre-transplant bedding plants
BACKGROUND AND AIMS: Growth of bedding plants, in small peat plugs, relies on nutrients in the irrigation solution. The object of the study was to find a way of modifying the nutrient supply so that good-quality seedlings can be grown rapidly and yet have the high root : shoot ratios essential for efficient transplanting.
METHODS: A new procedure was devised in which the concentrations of nutrients in the irrigation solution were modified during growth according to changing plant demand, instead of maintaining the same concentrations throughout growth. The new procedure depends on published algorithms for the dependence of growth rate and optimal plant nutrient concentrations on shoot dry weight Ws (g m–2), and on measuring evapotranspiration rates and shoot dry weights at weekly intervals. Pansy, Viola tricola ‘Universal plus yellow’ and petunia, Petunia hybrida ‘Multiflora light salmon vein’ were grown in four independent experiments with the expected optimum nutrient concentration and fractions of the optimum. Root and shoot weights were measured during growth.
KEY RESULTS: For each level of nutrient supply Ws increased with time (t) in days, according to the equation {Delta}Ws/{Delta}t=K2Ws/(100+Ws) in which the growth rate coefficient (K2) remained approximately constant throughout growth. The value of K2 for the optimum treatment was defined by incoming radiation and temperature. The value of K2 for each sub-optimum treatment relative to that for the optimum treatment was logarithmically related to the sub-optimal nutrient supply. Provided the aerial environment was optimal, Rsb/Ro{approx}Wo/Wsb where R is the root : shoot ratio, W is the shoot dry weight, and sb and o indicate sub-optimum and optimum nutrient supplies, respectively. Sub-optimal nutrient concentrations also depressed shoot growth without appreciably affecting root growth when the aerial environment was non-limiting.
CONCLUSION: The new procedure can predict the effects of nutrient supply, incoming radiation and temperature on the time course of shoot growth and the root : shoot ratio for a range of growing conditions
