    Sewer System Design for Camp Challenge and Determination of Per Capita Wastewater Flows from Vacation Facilities

    A sewer system was designed for Camp Challenge of the Florida Easter Seal Society, in Mount Plymouth, Florida, of polyvinyl chloride piping. Invert elevations were tabulized and necessary fittings determined for the system. Cost estimates were also included. The sewers were designed on a per fixture basis so as not to overdesign using per capita flow rates. A literature and records search was conducted to obtain design and actual wastewater flow quantities in gallons per capita per day (gpcd). Actual flows determined from 4 camps and 11 travel trailer parks gave average values of 39 and 33 gpcd, respectively, and can be used as design parameters for wastewater treatment facilities. However, further investigations and intensive flow monitoring are deemed necessary to provide a wider, more accurate data base with less variability

    This paper estimates the value of a statistical life from commercial Himalayan expeditions. Because deaths occur with a fair amount of regularity, fatality rates are calculated for each mountain trail and are, hence, disaggregated measures of risk. Also, since the marginal product of labor in the industry is (in part) the marginal product of safety, our revenue measures may account for unobserved safety-related productivity of guides. Guide safety is explicitly observed by market participants, and is reflected in higher wages for safer guides. Our VSL estimates are about $5 M

    Energy policy under austerity localism: what role for local authorities?

    In the UK, local authorities (LAs) have been placed at the forefront of domestic energy-reduction strategies as the responsible actors for coordinating policy in this sector. Yet, there has been little research regarding the role of LAs in this policy agenda, and their abilities to bring together stakeholders in the successful design and implementation of strategies to reduce energy demands. The paper aims to fill this gap by highlighting the relevance and importance of the energy policy sphere to local government studies, building on the idea of resilient LAs within the context of tensions between the localism agenda and the actual implementation of energy efficiency polices. This is achieved through multiple rounds of semi-structured interviews with LA officers. Our findings reveal that LAs, operating under a localism agenda, lack the freedoms and resources from central government to meet the needs of multiple stakeholders, resorting to short-term policies
