From the beginning the ILR faculty devoted much of its time and effort to the preparation and publication of works covering a wide range of subject matter within the industrial and labor relations field. Some of the faculty output addressed the interests of their scholarly colleagues and students but much was directed to practitioners and the general public as well

2. Establishment of the School

The formal establishment of the New York State School of Industrial and Labor relations grew out of the thoughtful and vigorous action of a unique group of practical politicians who firmly believed, as they stated in their first report, that “Though we may legislate to the end of time, there will never be industrial peace and harmony without good faith, integrity, a high degree of responsibility, and a real desire to cooperate on the part of all parties concerned.

Records storage in the cloud: are we modelling the cost?

Cloud services are increasingly seen as a flexible strategy for platform, infrastructure and software. Given the cloud’s claimed economic benefits archives and records professionals are now using cloud services for the storage of digital records and data. However, in determining whether or not to use the cloud for records and/or data storage, what models are available to them for estimating the cost and the medium to long-term financial implications for their organisations? This article identifies models available for estimating cloud storage costs and presents the results of an international survey into their use in the decision-making process with a series of real-use case examples illustrating their value. The study highlights a series of important implications for archivists and records managers. These include the importance and challenges of using the models, their lack of widespread use, their adequacy, and the multiple players who should be involved in their application and development. Archivists and records managers need greater awareness and understanding of the models so they can play a central role in the cloud storage decision-making process and in the development of more effective costing models

Interventions to increase physical activity in disadvantaged communities: A review of behavioural mechanisms. ESRI Working Paper No. 646 December 2019

Physical inactivity is now a significant driver of health and social inequalities among socioeconomically disadvantaged communities and poses a major challenge to policymakers, worldwide. Although a vast amount of research has focused on designing and evaluating interventions to increase physical activity, there remains little consensus on which interventions are likely to work. In this narrative review, we build on previous reviews by not only examining what interventions tend to work but by trying to understand why certain interventions tend to work, while others do not, through the lens of behavioural science. We present a behavioural framework through which the existing body of physical activity research could be viewed, in order to identify potentially effective mechanisms that would be likely to work in their intended domain. Our analysis finds that while there is evidence that the physical and educational environment matter for increasing levels of physical activity, interventions are more likely to be successful where they involve a social component. We conclude that a behaviourally informed physical activity intervention would thus employ a set of focused educational and socially-mediated behavioural mechanisms, within an appropriate physical environment

Contaminated water treatment

Method and system for processing of a liquid ("contaminant liquid") containing water and containing urine and/or other contaminants in a two step process. Urine, or a contaminated liquid similar to and/or containing urine and thus having a relatively high salt and urea content is passed through an activated carbon filter to provide a resulting liquid, to remove most of the organic molecules. The resulting liquid is passed through a semipermeable membrane from a membrane first side to a membrane second side, where a fortified drink having a lower water concentration (higher osmotic potential) than the resulting liquid is positioned. Osmotic pressure differential causes the water, but not most of the remaining inorganic (salts) contaminant(s) to pass through the membrane to the fortified drink. Optionally, the resulting liquid is allowed to precipitate additional organic molecules before passage through the membrane

Strategic public land use assessment and planning in Victoria : over 30 years of trailblazing but where to from here?

Conflict over the appropriate uses and management of public land have been a feature of the Australian political landscape for at least the past 30 years. While various attempts have been made to establish land use assessment and planning institutions in various jurisdictions, the success of these often short lived attempts at institutional approaches for managing land use conflict have been patchy at best. The experience in the State of Victoria has been somewhat different, with public land use assessment and planning having been informed by a series of independent statutory bodies since 1970 (the Land Conservation, Environment Conservation, and Victorian Environmental Assessment Councils). To some degree at least the value of this approach is indicated by the extent to which Victoria&rsquo;s bioregions are now protected in conservation reserves. However, while there has always been a statutory body in operation, the roles and responsibilities of these bodies have been subject to significant legislative change, with existing bodies replaced by new bodies in 1997 and 2001. Justifications for these reforms included changing circumstances and new understandings about environmental management, as well as changing views about public administration. As a way of contributing to enhancing the design of institutions for mediating land use conflict and contributing to sustainable land use and management, this paper investigates the lessons that can be learnt from the Victorian experience by examining the implications of the changing roles and responsibilities of these institutions, and then discussing possible future directions for strategic land use planning.<br /
