    The 47 Percent: U.S. Trends in Income Maintenance and Medicaid Spending, 1990-2011

    We analyze trends and variations in state-level expenditure growth for Medicaid, SSI, SNAP, and TANF. We explore three areas of interest: (1) How program structure impacts growth; (2) How programs responded to the 2008/2009 recession; and (3) How state preference for limited government, measured by Right- To-Work (RTW) status and political affiliation, impacts program expenditure growth. Findings show that program structure impacts expenditure growth: the state-matched programs like TANF and Medicaid grew slower from 1990-2011 than did open-ended federal programs like SNAP. OLS models found states with RTW policies and large Hispanic populations positively associated with higher income maintenance and Medicaid expenditure growth

    Rule-Based Run Control and Evaluation for Simulation

    RC 19494 (84719) Modeling projects are often faced with a large parameter space that has to be explored in order to produce a set of performance measures representing the behavior of the systems under study. In this paper, we describe a software component that provides the analyst with the functionality to specify a design of experiments and execute a search algorithm over the resulting parameter space. The component invokes the associated simulation runs and compares the results to a goal to determine the solution. This component has been implemented as the run control mechanism in the RESearch Queueing Modeling Environment (RESQME). We demonstrate the use of this experimental run control and evaluation component for simple enumeration of the parameter space, interactive evaluation, as well as generalized rule-based control

    Spin Dependence of Massive Lepton Pair Production in Proton-Proton Collisions

    We calculate the transverse momentum distribution for the production of massive lepton-pairs in longitudinally polarized proton-proton reactions at collider energies within the context of perturbative quantum chromodynamics. For values of the transverse momentum Q_T greater than roughly half the pair mass Q, Q_T > Q/2, we show that the differential cross section is dominated by subprocesses initiated by incident gluons, provided that the polarized gluon density is not too small. Massive lepton-pair differential cross sections should be a good source of independent constraints on the polarized gluon density, free from the experimental and theoretical complications of photon isolation that beset studies of prompt photon production. We provide predictions for the spin-averaged and spin-dependent differential cross sections as a function of Q_T at energies relevant for the Relativistic Heavy Ion Collider (RHIC) at Brookhaven, and we compare these with predictions for real prompt photon production.Comment: 34 pages, RevTeX including 17 figures in .ps file

    Analysis of phosphatases in ER-negative breast cancers identifies DUSP4 as a critical regulator of growth and invasion.

    Estrogen receptor (ER)-negative cancers have a poor prognosis, and few targeted therapies are available for their treatment. Our previous analyses have identified potential kinase targets critical for the growth of ER-negative, progesterone receptor (PR)-negative and HER2-negative, or "triple-negative" breast cancer (TNBC). Because phosphatases regulate the function of kinase signaling pathways, in this study, we investigated whether phosphatases are also differentially expressed in ER-negative compared to those in ER-positive breast cancers. We compared RNA expression in 98 human breast cancers (56 ER-positive and 42 ER-negative) to identify phosphatases differentially expressed in ER-negative compared to those in ER-positive breast cancers. We then examined the effects of one selected phosphatase, dual specificity phosphatase 4 (DUSP4), on proliferation, cell growth, migration and invasion, and on signaling pathways using protein microarray analyses of 172 proteins, including phosphoproteins. We identified 48 phosphatase genes are significantly differentially expressed in ER-negative compared to those in ER-positive breast tumors. We discovered that 31 phosphatases were more highly expressed, while 11 were underexpressed specifically in ER-negative breast cancers. The DUSP4 gene is underexpressed in ER-negative breast cancer and is deleted in approximately 50 % of breast cancers. Induced DUSP4 expression suppresses both in vitro and in vivo growths of breast cancer cells. Our studies show that induced DUSP4 expression blocks the cell cycle at the G1/S checkpoint; inhibits ERK1/2, p38, JNK1, RB, and NFkB p65 phosphorylation; and inhibits invasiveness of TNBC cells. These results suggest that that DUSP4 is a critical regulator of the growth and invasion of triple-negative breast cancer cells

    A study of prompt photon plus associated jet production is performed at next-to-leading order (O(ααs2\alpha\alpha_s^2)) in QCD at S=200500\sqrt{S}=200-500 GeV, appropriate for the RHIC polarized pp\vec{p}\vec{p} collider experiment. Momentum correlations between the jet and photon are examined and the utility of the process as a method for constraining the size and shape of the polarized gluon density of the proton ΔG\Delta G is examined.Comment: 22 pages, 12 figure

    Theory of an optical dipole trap for cold atoms

    The theory of an atom dipole trap composed of a focused, far red-detuned, trapping laser beam, and a pair of red-detuned, counterpropagating, cooling beams is developed for the simplest realistic multilevel dipole interaction scheme based on a model of a (3+5)-level atom. The description of atomic motion in the trap is based on the quantum kinetic equations for the atomic density matrix and the reduced quasiclassical kinetic equation for atomic distribution function. It is shown that when the detuning of the trapping field is much larger than the detuning of the cooling field, and with low saturation, the one-photon absorption (emission) processes responsible for the trapping potential can be well separated from the two-photon processes responsible for sub-Doppler cooling atoms in the trap. Two conditions are derived that are necessary and sufficient for stable atomic trapping. The conditions show that stable atomic trapping in the optical dipole trap can be achieved when the trapping field has no effect on the two-photon cooling process and when the cooling field does not change the structure of the trapping potential but changes only the numerical value of the trapping potential well. It is concluded that the separation of the trapping and cooling processes in a pure optical dipole trap allows one to cool trapped atoms down to a minimum temperature close to the recoil temperature, keeping simultaneously a deep potential well

    In November 2001, member states of the World Trade Organization (WTO) approved the proposal to admit China to the international trading body. After fifteen years of exhaustive negotiations, China finally became the 143rd member of the WTO on December 11, 2001. To reflect on this event, this panel brings together six China experts to explore the ramifications of China\u27s accession to the WTO. Among the issues addressed are whether China is making progress in its compliance with the WTO requirements, whether China is suffering setbacks in the socio-economic arena, whether there are any prospects for democratic reforms and stronger human rights and environmental protection in the country, and what the WTO accession means to China\u27s neighbors and the global community

    Schizosaccharomyces pombe Int6 and Ras Homologs Regulate Cell Division and Mitotic Fidelity via the Proteasome

    AbstractYin6 is a yeast homolog of Int6, which is implicated in tumorigenesis. We show that Yin6 binds to and regulates proteasome activity. Overexpression of Yin6 strengthens proteasome function while inactivation weakens and causes the accumulation of polyubiquitinated proteins including securin/Cut2 and cyclin/Cdc13. Yin6 regulates the proteasome by preferentially interacting with Rpn5, a conserved proteasome subunit, and affecting its localization/assembly. We showed previously that Yin6 cooperates with Ras1 to mediate chromosome segregation; here, we demonstrate that Ras1 similarly regulates the proteasome via Rpn5. In yeast, human Int6 binds Rpn5 and regulates its localization. We propose that human Int6, either alone or cooperatively with Ras, influences proteasome activities via Rpn5. Inactivating Int6 can lead to accumulation of mitotic regulators affecting cell division and mitotic fidelity
