Adapting Urban Water Systems to Manage Scarcity in the 21st Century: The Case of Los Angeles.
Acute water shortages for large metropolitan regions are likely to become more frequent as climate changes impact historic precipitation levels and urban population grows. California and Los Angeles County have just experienced a severe four year drought followed by a year of high precipitation, and likely drought conditions again in Southern California. We show how the embedded preferences for distant sources, and their local manifestations, have created and/or exacerbated fluctuations in local water availability and suboptimal management. As a socio technical system, water management in the Los Angeles metropolitan region has created a kind of scarcity lock-in in years of low rainfall. We come to this through a decade of coupled research examining landscapes and water use, the development of the complex institutional water management infrastructure, hydrology and a systems network model. Such integrated research is a model for other regions to unpack and understand the actual water resources of a metropolitan region, how it is managed and potential ability to become more water self reliant if the institutions collaborate and manage the resource both parsimoniously, but also in an integrated and conjunctive manner. The Los Angeles County metropolitan region, we find, could transition to a nearly water self sufficient system
Compendium of Chemical Carcinogens by Target Organ: Results of Chronic Bioassays in Rats, Mice, Hamsters, Dogs, and Monkeys
Acompendiumof carcinogenesi s bioassay results organized by target organ is presented for 738 chemicals that are carcinogenic in chronic-exposure , long-term bioassays in at least 1 species. This compendium is based primarily on experiments in rats or mice; results in hamsters, monkeys, and dogs are also reported. The compendium can be used to identify chemicals that induce tumors at particular sites and to determine whether target sites are the same for chemicals positive in more than 1 species. The source of information is the Carcinogeni c Potency Database (CPDB), which includes results of 6073 experiments on 1458 chemicals (positive or negative for carcinogenicity) that have been reported in Technical Reports of the National Cancer Institute/National Toxicology Program or in papers in the general published literature. The published CPDB includes detailed analyses of each test and citations. The CPDB is publicly available in several formats (http://potency.berkeley.edu). Chemical carcinogens are reported for 35 different target organs in rats or mice. Target organs in humans are also summarized for 82 agents that have been evaluated as human carcinogens at a particular target site by the International Agency for Research on Cancer (IARC). Many-body spin related phenomena in ultra-low-disorder quantum wires
Zero length quantum wires (or point contacts) exhibit unexplained conductance
structure close to 0.7 X 2e^2/h in the absence of an applied magnetic field. We
have studied the density- and temperature-dependent conductance of
ultra-low-disorder GaAs/AlGaAs quantum wires with nominal lengths l=0 and 2 mu
m, fabricated from structures free of the disorder associated with modulation
doping. In a direct comparison we observe structure near 0.7 X 2e^2/h for l=0
whereas the l=2 mu m wires show structure evolving with increasing electron
density to 0.5 X 2e^2/h in zero magnetic field, the value expected for an ideal
spin-split sub-band. Our results suggest the dominant mechanism through which
electrons interact can be strongly affected by the length of the 1D region.Comment: 5 Pages, 4 figure
A comparison of regional and general anesthesia in patients undergoing carotid endarterectomy
AbstractPurpose: The optimal anesthetic for use during carotid endarterectomy is controversial. Advocates of regional anesthesia suggest that it may reduce the incidence of perioperative complications in addition to decreasing operative time and hospital costs. To determine whether the anesthetic method correlated with the outcome of the operation, a retrospective review of 3975 carotid operations performed over a 32-year period was performed.Methods: The records of all patients who underwent carotid endarterectomy at our institution from 1962 to 1994 were retrospectively reviewed. Operations performed with the patient under regional anesthesia were compared with those performed with the patient under general anesthesia with respect to preoperative risk factors and perioperative complications.Results: Regional anesthesia was used in 3382 operations (85.1%). There were no significant differences in the age, gender ratio, or the rates of concomitant medical illnesses between the two patient populations. The frequency of perioperative stroke in the series was 2.2%; that of myocardial infarction, 1.7%; and that of perioperative death, 1.5%. There were no statistically significant differences in the frequency of perioperative stroke, myocardial infarction, or death on the basis of anesthetic technique. A trend toward higher frequencies of perioperative stroke (3.2% vs 2.0%) and perioperative death (2.0% vs 1.4%) in the general anesthesia group was noted. In examining operative indications, however, there was a significant increase in the percentage of patients receiving general anesthesia who had sustained preoperative strokes when compared with the regional anesthesia patients (36.1% vs 26.4%; p < 0.01). There was also a statistically significant higher frequency of contralateral total occlusion in the general anesthesia group (21.8% vs 15.4%; p = 0.001). The trend toward increased perioperative strokes in the general anesthesia group may be explicable either by the above differences in the patient populations or by actual differences based on anesthetic technique that favor regional anesthesia.Conclusions: In a retrospective review of a large series of carotid operations, regional anesthesia was shown to be applicable to the vast majority of patients with good clinical outcome. Although the advantages over general anesthesia are perhaps small, the versatility and safety of the technique is sufficient reason for vascular surgeons to include it in their armamentarium of surgical skills. Considering that carotid endarterectomy is a procedure in which complication rates are exceedingly low, a rigidly controlled, prospective randomized trial may be required to accurately assess these differences. Interplay of size and Landau quantizations in the de Haas-van Alphen oscillations of metallic nanowires
We examine the interplay between size quantization and Landau quantization in
the De Haas-Van Alphen oscillations of clean, metallic nanowires in a
longitudinal magnetic field for `hard' boundary conditions, i.e. those of an
infinite round well, as opposed to the `soft' parabolically confined boundary
conditions previously treated in Alexandrov and Kabanov (Phys. Rev. Lett. {\bf
95}, 076601 (2005) (AK)). We find that there exist {\em two} fundamental
frequencies as opposed to the one found in bulk systems and the three
frequencies found by AK with soft boundary counditions. In addition, we find
that the additional `magic resonances' of AK may be also observed in the
infinite well case, though they are now damped. We also compare the numerically
generated energy spectrum of the infinite well potential with that of our
analytic approximation, and compare calculations of the oscillatory portions of
the thermodynamic quantities for both models.Comment: Title changed, paper streamlined on suggestion of referrees, typos

Extracellular electrical signals in a neuron-surface junction: model of heterogeneous membrane conductivity
Signals recorded from neurons with extracellular planar sensors have a wide
range of waveforms and amplitudes. This variety is a result of different
physical conditions affecting the ion currents through a cellular membrane. The
transmembrane currents are often considered by macroscopic membrane models as
essentially a homogeneous process. However, this assumption is doubtful, since
ions move through ion channels, which are scattered within the membrane.
Accounting for this fact, the present work proposes a theoretical model of
heterogeneous membrane conductivity. The model is based on the hypothesis that
both potential and charge are distributed inhomogeneously on the membrane
surface, concentrated near channel pores, as the direct consequence of the
inhomogeneous transmembrane current. A system of continuity equations having
non-stationary and quasi-stationary forms expresses this fact mathematically.
The present work performs mathematical analysis of the proposed equations,
following by the synthesis of the equivalent electric element of a
heterogeneous membrane current. This element is further used to construct a
model of the cell-surface electric junction in a form of the equivalent
electrical circuit. After that a study of how the heterogeneous membrane
conductivity affects parameters of the extracellular electrical signal is
performed. As the result it was found that variation of the passive
characteristics of the cell-surface junction, conductivity of the cleft and the
cleft height, could lead to different shapes of the extracellular signals
Interaction Effects in a One-Dimensional Constriction
We have investigated the transport properties of one-dimensional (1D)
constrictions defined by split-gates in high quality GaAs/AlGaAs
heterostructures. In addition to the usual quantized conductance plateaus, the
equilibrium conductance shows a structure close to , and in
consolidating our previous work [K.~J. Thomas et al., Phys. Rev. Lett. 77, 135
(1996)] this 0.7 structure has been investigated in a wide range of samples as
a function of temperature, carrier density, in-plane magnetic field
and source-drain voltage . We show that the 0.7
structure is not due to transmission or resonance effects, nor does it arise
from the asymmetry of the heterojunction in the growth direction. All the 1D
subbands show Zeeman splitting at high , and in the wide channel
limit the -factor is , close to that of bulk GaAs.
As the channel is progressively narrowed we measure an exchange-enhanced
-factor. The measurements establish that the 0.7 structure is related to
spin, and that electron-electron interactions become important for the last few

A review of DNA risk alleles to determine epigenetic repair of mRNA expression to prove therapeutic effectiveness in reward deficiency syndrome (RDS): Embracing Precision Behavioral Management
This is a review of research on Precision Behavioral Management of substance use disorder (SUD). America is experiencing a high prevalence of substance use disorder, primarily involving legal and illegal opioid use. A 3000% increase in treatment for substance abuse has occurred between 2000 and 2016. Unfortunately, present day treatment of opioid abuse involves providing replacement therapy with powerful opioids to, at best, induce harm reduction, not prophylaxis. These interventions do not enhance gene expression and restore the balance of the brain reward system\u27s neurotransmitters. We are proposing a generalized approach called Precision Behavioral Management . This approach includes 1) using the Genetic Addiction Risk Severity (GARS, a 10 candidate polymorphic gene panel shown to predict ASI-alcohol and drug severity) to assess early pre-disposition to substance use disorder; 2) using a validated reward deficiency syndrome (RDS) questionnaire; 3) utilization of the Comprehensive Analysis of Reported Drugs (CARDâ„¢) to assess treatment compliance and abstinence from illicit drugs during treatment, and, importantly; 4) utilization of a Pro-dopamine regulator (KB220) (via IV or oral [KB220Z] delivery systems) to optimize gene expression, restore the balance of the Brain Reward Cascade\u27s neurotransmitter systems and prevent relapse by induction of dopamine homeostasis, and; 5) utilization of targeted DNA polymorphic reward genes to direct mRNA genetic expression profiling during the treatment process. Incorporation of these events can be applied to not only the under-considered African-American RDS community, but all victims of RDS, as a demonstration of a paradigm shift that uniquely provides a novel putative standard of care based on DNA guided precision nutrition therapy to induce dopamine homeostasis and rebalance neurotransmitters in the Brain Reward Cascade. We are also developing a Reward Deficiency Syndrome Diagnostic Criteria (RDSDC) to assist in potential tertiary treatment
